Unequal Exposure

On April 29, I will be moderating “Demanding Equity: Planning for Post-Disaster Recovery,” a 45-minute session in a special three-day virtual conference of the American Planning Association, NPC20 @HOME. The online conference is an attempt to replace the experience of the canceled National Planning Conference, which would have taken place in Houston, April 25-28. For the first time in APA history, the annual event will not go forward as planned. Like numerous other conferences, it was untenable to assemble thousands of participants in the middle of the coronavirus pandemic. But it is possible to provide a decent educational opportunity in its place by broadcasting and recording distance learning and letting participants ask questions remotely.

But why do I mention this one session, when APA is offering two dozen? Because it touches on some issues so central to the social and economic impacts of coronavirus, and speaks so directly to what planners and planning can do as we recover from this experience, that I wanted to highlight the subject in this post. It has been said often that the coronavirus does not discriminate. That may be true, but our society has done so and still does, often in ways people are reluctant to consider or admit. The result is that, as happens with most disasters, minorities and low-income people, those with fewer opportunities in life or greater exposure to danger, are disproportionately affected. And so it will be when the histories of this pandemic are written. The evidence is already stark enough for passionate discussion.

To give credit where it is due, the session was the brainchild of Adrian Freund, a veteran, semi-retired planner in Oregon. Before the NPC was canceled, however, Adrian was hospitalized (not because of coronavirus) and realized he would be unable to go to Houston. He reached out through a former president of APA, David Siegel, also of Oregon, to ask me to take over, and I agreed. We are on the same page on this issue. When APA decided to replace NPC with NPC20 @HOME, this was one of the sessions they felt must be included, and I reassembled the speakers to modify our plans for the new format.

All of them have a ton of wisdom to contribute on the subject. Shannon van Zandt is a professor of urban planning and department head at Texas A&M, and has authored numerous articles and led many projects on subjects related to equity in disaster recovery, particularly in the Texas context in which she works. Marccus Hendricks, an assistant professor of planning at the University of Maryland, is a Texas A&M graduate who has focused on infrastructure issues and environmental justice, writing his doctoral thesis on stormwater management in Houston. Chrishelle Palay is director at the HOME Coalition in Houston. Obviously, the panel has strong Texas roots, but there are few states where one can get better insights into the impacts of environmental inequities.

But it is the screaming headlines of the past week that have brought renewed attention to the issue in the context of coronavirus. In Chicago, we have learned that African Americans are dying from the virus at six times the rate of whites. Gary, a predominantly African American city, is the new coronavirus hot spot in Indiana. It is also where it gets personal for me. A 12-year-old granddaughter lives there and, as of yesterday (April 10), appears to have COVID-19 symptoms. Her mother called and was asked not to bring her to a hospital, but to isolate her at home. She will not be tested because, as everywhere else, this nation has not gotten its act together on testing. Will she even be included in the statistics, then, as a known case? Good question. I have no idea how Indiana is tallying such numbers. But she is in for a rough ride in the immediate future, and Gary and surrounding Lake County are certainly not fully prepared.

But what is happening in Chicago, as numerous commentators and public health officials have noted in the past week, is not only not unique, but to be expected. Detroit is emerging as a hotspot with major disparities in racial impact. State health data reveal that, while blacks make up 14 percent of Michigan’s population, they account for one-third of the cases and 40 percent of the deaths so far. In Louisiana, with one-third of the population, blacks account for 70 percent of the deaths. New Orleans has clearly emerged as a southern hot spot for coronavirus infections. Across the nation, one can find similar racial disparities.

Beneath those figures, however, are other disparities that weave in and out of racial and ethnic numbers. Age is perhaps the best-known factor, but so are many others. People in low-income service jobs, for instance, to the extent that they are still working, are more dependent on public transit and much less likely to be able to work from home like white-collar professionals. Public transit contributes greatly to mobility in urban centers, but does little for social distancing. It is still unclear just how transit will be affected for the long term, although it remains a vital link to jobs for many of the working poor. But coronavirus is clearly challenging the economic viability of many transit systems, one reason they were the target of assistance in the CARES Act.

It goes without saying that health care workers are significantly more exposed, but they are not just doctors. Their ranks include nurses, nursing assistants, and many others, some with much lower incomes, who nonetheless are risking their lives every day. Some of them work in nursing homes, which have not been the focus of any noticeable attention at the federal level. There are many ways to slice and dice the data to identify patterns of exposure, including those for access to health care, quite possibly the single most important factor driving disparities in this particular disaster. Lack of insurance coverage and inability to afford adequate health care leave many people untouched by the system and untested until it is too late. Poor or nonexistent health insurance coverage, especially for undocumented immigrants, accompanied by food deserts in many inner-city neighborhoods, endemic poverty in many rural areas and small towns, and exposure to job-related ailments, can produce numerous chronic conditions that make exposure to a new virus fatal or disastrous instead of merely survivable.

It remains remarkable, in view of these factors, that the Trump administration can maintain its drumbeat of opposition to the Affordable Care Act, including the recent refusal to allow newly jobless Americans to sign up for coverage. But this is one of many ways in which this nation, through both federal and state policy, continues to resist expanded, let alone universal, health care coverage to shore up health care deficiencies for the most vulnerable among us. There is both a meanness and short-sightedness that underlies much of this resistance. As I noted just two weeks ago, these health care vulnerabilities, with all the racial and socioeconomic inequities they embody, form the weak links in the chain of overall vulnerability for our communities when pandemic strikes.

And that brings me back to the point of the session I will moderate. One essential element of the planner’s skill set should be demographic analysis. The coronavirus pandemic highlights the critical value of addressing public health in comprehensive plans and other efforts to chart the future of cities, counties, and regions. Issues of national health care policy may be well beyond the reach of planners and their communities, but exposing the glaring disparities that have been made evident as the data on coronavirus cases grows is critical to knowing how resilient our communities are or how resilient we can make them. Access to health care is not merely a matter of insurance, as important as that is. It is also affected by the practices of local hospitals, the access to open spaces for densely populated areas, environmental regulations controlling industrial pollutants, public education around personal health, access to healthy food, the quality of our food distribution systems, and a myriad of other considerations that can be addressed to one degree or another through local or regional planning and through policy commitments to social equity.

That is precisely why, as the White House dithers, and federal management of the coronavirus crisis continues to fall short, dozens if not hundreds of mayors and governors and other local and state officials have stepped up to fill the gap. It is sad that there is not better national leadership in this crisis, but we are learning who our real leaders are. Enabling planners and other policy makers to support those officials with essential and meaningful data is an ongoing task, but if we are going to emerge from this disaster in a better place, identifying the inequities that weaken our communities and finding ways to build resilience across those weak links is going to be essential. There is no good alternative.

Kristin Hoskin had been on my list for these tributes, but I thought it wise to let the dust settle after the Christchurch terrorist attack before saluting her in Gratitude on Parade. Most certainly, however, her gracious reaction to my blog post about the incident two weeks ago confirmed the very reason for including her here. She reaffirmed the New Zealand commitment to human decency.

I met Kristin in late 2007 after speaking on a panel in Reno, Nevada, at a conference of the International Association of Emergency Managers. Her question was whether I might entertain an invitation to New Zealand as a Visiting Fellow of the Centre for Advanced Engineering in New Zealand (CAENZ) at the University of Canterbury in Christchurch. Over subsequent months, arrangements were worked out between CAENZ and the American Planning Association, and my three-week absence in July and August 2008 was approved by Paul Farmer, APA’s CEO at the time. The reason for choosing me for this annual honor was my expertise in land use related to natural hazards. CAENZ wanted to inject that element into the national debate in New Zealand on natural hazards policy making.

Kristin was assigned to escort me around the country as I conducted seven workshops and seminars in both North and South Island cities, ending with a few days in Christchurch crafting a white paper before I returned home. She was a gracious host, and from her I learned a great deal about her country even as I shared detailed knowledge with New Zealand planners, emergency managers, and others about how we address those issues in the considerably more complex U.S.

For me, it was a wonderfully educational exchange of insights and information that I will never forget. It was what mutual learning should be. I would happily return to New Zealand, but life has included more than a few other adventures in the meantime. And I was at least able to include what I learned–and more–in the long article I published in January in the hOxford Research Encyclopedia of Natural Hazard Science, on “Planning Systems for Natural Hazard Risk Reduction.”

The size of the American Planning Association‘s loss when Stuart Meck departed can be measured easily by the size of Rutgers University‘s gain when he joined their staff, a fact immortalized by the Rutgers decision to name a lecture series after him. Marya Morris, who probably worked most closely with him at APA, got the opportunity recently to present the eulogy at the opening of that series. She shared some memorable stories, including his near death in the early 2000s when he was struck with an intestinal infection while they both were in Prague. It seems the Czech government felt it could learn a great deal about planning law reform by having Stuart Meck lead a 12-session workshop on the subject for high government officials. Pretty heady stuff.

I also worked with Stuart, though not as much as Marya. But we teamed up on hazard mitigation content for his pet project, funded by seven federal agencies and a few foundations, on statutory reform of state planning laws, known as Growing Smart. We also teamed up on a PAS Report, Planning for Wildfires. That may have been more in my wheelhouse, but trust me, Stuart was no slouch in mastering new topics and contributed very substantially to the final product.

Between all these major efforts, he found time incessantly to mentor the younger research staff at APA and was an indefatigable cheerleader for his profession. Did I mention he also co-authored a tome on Ohio Planning and Zoning Law? His productivity was a miracle to behold, as was his willingness to defend what he believed in. He died sooner than most of us who knew him would have liked, but he still deserves his day in the sun. The photos below, of various phases of his life, were provided by his daughter, Lindsay Meck. Thanks, Lindsay, for your help in this regard.

Stuart was also a jazz fan.

It’s been a couple of weeks, and I’ve been busy, but I have a great one today. I visited with Eugene Henry last Thursday and Friday while in Florida. On Friday, February 22, Gene’s dedication drove him across the state to West Palm Beach to hear my lecture for Florida Atlantic University on “Recovery and Resilience,” followed by a panel discussion and reception. Mind you, it’s a four-hour drive from Tampa.

But the day before, he hosted my wife and me on a personal day-long tour of Hillsborough County to show me the work they have done on hazard mitigation to reduce risks from hurricanes and floods. In a day or two, I plan to post a blog article on this subject, but Gene for some time has been the hazard mitigation program manager for Hillsborough County, a large urban area that includes Tampa. Gene is, as my friend Lincoln Walther, one of the panelists in West Palm Beach, said, “one of the best.” He has pushed the program forward, and he was a force behind the development of a very progressive Post-Disaster Redevelopment Plan that Hillsborough County pioneered several years ago. Gene is looking forward to retirement in a few years, but his contributions have been outstanding and deserve serious recognition. He is a true leader in the mitigation field. Let this tribute be a beginning, followed by the upcoming blog post.

Today, I’d like to thank my long-time friend and high school classmate, David Taylor, and his wife, Linda, for their hospitality in sharing their home and time with us during our recent visit to Florida. David is the person who spurred me to come to Sarasota in the first place. He is also a photographer who used his resources, time, and energy, to film the entire two-hour program that I keynoted in West Palm Beach for Florida Atlantic University on February 22.

A Purple Heart Vietnam veteran, Dave is passionate about some subjects, including respect for veterans, and shared his stories with me and others about fighting his way back from serious injuries. He’s generous to the core but wise in his years. He was the emcee for our 50-year reunion last June in Brecksville, Ohio, for the Class of 1968. There is a lot I can say. He is currently taking film and history classes at State College of Florida with both students and professors younger than us, and enjoying it thoroughly because he has so much to share.

Most importantly, perhaps, he has gotten so excited about what he heard from listening to me that he wants to take all that talent and use it to help document disasters photographically, even as he gorges his brain on all that I have produced. Here’s to a good friend still finding his energy and a new mission in life as he nears 70.

In the year after Hurricane Katrina, I met a young professor at University of New Orleans who was teaching transportation planning–John Renne. Soon, he had invited me to provide a closing keynote at a conference with a distinct theme: Carless Evacuation. Using a federal DOT grant, John was focusing attention on the central question of emergency management in the Big Easy: How do we move those people to safety who are the most vulnerable and lack independent transportation to just get out of town?

John has continued to raise vital questions like that ever since, even after moving in recent years to Florida Atlantic University. Florida faces plenty of its own questions concerning hurricane safety, and at 44, it would seem we can expect his contributions to keep coming. Recently, he and FAU hosted me to keynote a program on “Resilience and Recovery: Facing Disasters of the Future,” and I appreciated the chance to interact with planning professionals on what is known in Florida as the Treasure Coast. Bringing a hazards focus to transportation planning has been John’s unique and valuable asset not only regionally but nationally. FAU should be, and probably is, glad to have him.

When School Reform Falters (if You’re Black and Poor)

While I was in New Orleans April 19-24 for the American Planning Association’s 2018 National Planning Conference, my wife, Jean, was also there. A retired Chicago Public Schools teacher and retiree delegate for the Chicago Teachers Union, she has remained active on educational issues and in 2014, on a prior trip to New Orleans, interviewed Ashana Bigard, an advocate for students’ rights and leader in the Education Justice Project of New Orleans. Jean decided to interview Bigard again, producing the somewhat condensed interview below. At a time when Paul Vallas, former CEO of the Chicago Public Schools, and the post-Katrina architect of school reform in New Orleans, has recently declared his candidacy for mayor of Chicago, the consequences of that reform take on new importance—not that schools in New Orleans were great before Katrina (they were not), but one hopes that reform is a step forward, and Bigard’s critique suggests serious and troubling issues of racial and social equity remain unaddressed.

I wish here to add a personal mea culpa. Readers may have noticed a more than one-month gap since my last posting at the end of March. Part of that was due to travel. In addition to six days in New Orleans, I spent three days immediately prior to that at a Federal Emergency Management Agency meeting in Richburg, South Carolina. Life was also full of some other turbulence, and this blog is essentially a one-man show. Since launching “Home of the Brave” five years ago, I have always preferred, as a professionally trained researcher and journalist, to put quality ahead of speed, to produce thoughtful commentary and to dig deeper. Sometimes, time does not permit this, in which case I prefer to write nothing than to write hastily for the mere sake of publishing something. There will be much new material coming in May. I guarantee it.

Interview with Ashana Bigard

What is better and worse about New Orleans since 2014?

Bigard: It depends on from whose perspective. So, I think better for young white people in the city of New Orleans, absolutely.  But if we are talking families and communities of native black New Orleans, no, they are much, much worse because the voices of the community, parents, and students continue to be unheard.  We have been erased. Our mayor talks about how much better New Orleans is doing, how it has recovered, meanwhile child poverty is at 39%, mostly black poor children. The wage gap between white and black families has widened since Katrina.  Of course, we had $76 billion come to the city after the storm, and the native black population has 18% less wealth.  We’ve had a gigantic land grab.  Things are worse in education because our city, just the Parish of New Orleans, has been experimented on.  What is the problem with experimenting? First, no one has been taking data to see what works and doesn’t work.  Second, the experiment was done in the only black parish. That would be a red flag to anyone. We are almost at 100% charter schools except for McDonogh 35. Parents have less choice. Parents apply for pre-school only to find that there are no pre-school spots available. One parent reported that she made eight selections and did not get any of the eight selections. Parents want a school near their homes, so they can catch one or two buses to reach the school, but the schools are not close to students’ homes.  Parents with children with asthma, [who] need epi pens, or [with] special problems are literally afraid because charter schools do not have full-time nurses, or full-time counselors.  Nurses are in the schools twice a week.  The schools are not near their homes, so parents can’t get to them.  We’ve had an epidemic of children traumatized, partly because of the storm. We had problems before the storm, but there were full-time nurses and counselors at the schools. We had children who had nervous breakdowns, and the schools were close to their homes so parents or someone could come and pick them up.

Now with the schools far away from students’ homes, no full-time nurses or counselors, there’s been an epidemic of students’ nervous breakdowns for two reasons. First, our kids have had a lot of trauma which was not  addressed after the storm. Some of this is [former] Governor Bobby Jindal’s fault because, after the storm, he gutted our mental health budget and closed our Adolescent Hospital [a psychiatric facility]. Jindal gutted the mental health budget when people needed it so much. Our new Governor John Edwards is trying to repair that by opening the Adolescent Mental Hospital again. The second reason is that schools are operating like mini prisons as if they could discipline trauma out of kids. A lot of schools have no recess and quiet lunches. During quiet lunch students are not allowed to talk. So, we do the opposite of what children need after being traumatized. These children need a lot more social interaction, talking, touching, art, and music to really deal with their emotions and express themselves.  Our school system is the opposite of what children need, which leads to children that are on the edge, we have mini bombs (explosive), and we continue to reinforce that. Students are in pre-school and not allowed to sing, talk, dance, play and nap. A lot of our children suffer from sleep deprivation because, if you need to be on the bus at 6:00 a.m. and you need to be out there 30 minutes in advance, then you must be outside at 5:30, and if you must be on the bus at 5:05 a.m., [that] means you must be up by 4:30 a.m. That is exactly what happened to a five-year-old girl in kindergarten that we advocated for. She arrived at school at 8:30 a.m. and was back home at 6:00 p.m. Her school had no recess, quiet lunch, and no nap. I bring this up to point out how insane the schools are. We know that children that are in kindergarten need more sleep for brain development.  We know that children need from 13 to 14 hours of sleep. However, apparently schools have decided that they can go against brain development because apparently poor black children do not have human brains. The little girl got suspended off the bus for three days because she ate three crackers on the bus on her way home. We advocated for her by going to the school to discuss the suspension. At first, the school said it was a bus policy, but later admitted that the suspension was a school policy, and they offered to reduce the suspension to one day. We felt like one day was too much for eating three crackers. How about no-day suspension because a five-year-old girl ate lunch at 10:00 a.m. and was hungry on the bus home? They expect our children to be non-human.  This correct behavior is not correct behavior for human beings. I asked, “Should you be running a school? Who do you want to make them into? A person who ignores their personal needs for bathroom and food like that is not healthy.  If a person does not take care of their own needs, how can they have compassion for others?”

(Bigard described going to Science and Math High School to talk to the principal about bathroom privileges. “The students could go to the bathroom during lunch period every day and were given three bathroom passes each month for emergencies. We asked the principal if he had any teenage girls at that school and he answered, yes they did, and that is why the three passes were given.” I told him that three passes a month was not enough for the girls or any of the other students.”)

Why do they feel the need to be so strict?

Bigard: Conditioning and control. If you go into a school district and you believe that the people you are working with are out of control, and that they are savage and animals, the first thing you do is get them into control and compliance.

If a student has a brown belt instead of black, then that student may get a detention or after-school suspension if they have too many violations. If they lose the belt, they can’t just go out and buy another. Kids [in] k-1-2-3 grades don’t buy their own clothes. So, when you hold them responsible for what their parents put out for them, they don’t have any control. You are punishing them for being poor. The response from the school is that they are teaching them to be responsible. How many colleges have uniforms? Are students put out of college for not having a tie or black belt?

We have all these schools where they have 60% suspension rates, and when you start to dig, you come up with things like an A-B student who during tests needed to chew on a straw because he was so nervous and could concentrate better when chewing on a straw. It didn’t bother anyone else, but we had to put him on the 504 program  (accommodations for lesser learning disabilities), so he could chew on a straw during tests. Or the girl that twists her hair or the student that did not track the teacher with his eyes. Many of the administrators want to greet each child with a handshake every morning. A child that was uncomfortable with touch–one-third of our children have been inappropriately touched, and others fear germs and did not want to shake the school administrator’s hand.

(The interview then shifted to the question of how schools handle students who cannot provide money for school lunches, a subject covered by The Louisiana Weekly in a very recent article by reporter Kaylee Poche about state legislation to resolve the issue of “shaming” regarding inability to pay.)

The Senate Education Committee on Thursday (April 19) voted 4-2 to reject a bill that would have prevented schools from punishing students with lunch debt even though the bill had easily passed the House earlier this month. Rep. Patricia Smith, D-Baton Rouge, authored the so-called “lunch-shaming bill,” which also was supported by Gov. John Edwards. It would have prevented students with unpaid lunch bills from being publicly identified, required to do additional chores, or excluded from any school privileges. “I’m just trying to make the change to the law so that we can continue to feed our children in our schools and make sure that the person who is actually responsible for the debt pays the debt,” Smith said. Students who owe money currently eat cheese sandwiches for lunch at school. (Bigard explained that middle school and high school students with a school debt do not receive lunch.)

The bill also would have allowed schools to notify parents that they would have to contact the Department of Children and Family Services if they failed to pay for 10 or more school meals. Also, lunch money could be collected through income taxes and the Louisiana Department of Revenue. The bill would cover only families that do not receive reduced or free lunches. Smith’s bill failed.
