Acting in Good Faith

How does one portray the life of a man whose ultimate fate was a hanging at the hands of the Gestapo, with just four weeks left until the German surrender in World War II? Even an experienced professional actor might find that role daunting. I played that role last Friday evening in what amounted to my amateur acting debut, complicated by a Zoom platform in what we all hope are the latter stages of a pandemic. I’m certainly accustomed to being on a stage in front of an audience as a public speaker, but in those situations, I am speaking for myself. Portraying a historical figure of the magnitude of Dietrich Bonhoeffer is a very different matter.

The collective performance of volunteers mostly from Augustana Lutheran Church of Hyde Park in Chicago occurred on the anniversary of Bonhoeffer’s execution in 1945, at the Flossenburg concentration camp near the German border with Czechosolvakia. One suspects the SS, whose Judge Otto Thorbeck condemned him to die the day before the hanging, must have been in a hurry. Just two weeks later, American troops liberated the camp.

My intent in discussing this in a blog post is not to review the play, The Beams Are Creaking, by Douglas Anderson, but to reflect on what I learned from taking on this role in the first place. It is also the case that several rehearsals—and rereading the script a few times—occupied enough of my time to explain my hiatus from blog writing in recent weeks. It was only as we practiced our parts that I began to realize what I was trying to accomplish, but I was hooked. The play begins in 1933, with Bonhoeffer returning from the United States to Germany at the dawn of the Nazi rise to power. There are several biographies of Bonhoeffer, the most notable probably being that written by his close associate, Eberhard Bethge, Dietrich Bonhoeffer: A Biography, originally published in Germany in 1967, and later translated into English.

The necessary brevity of a play, if done well (and this is), condenses essential points and makes them more visible not only to the audience, but to the actors as well. I quickly realized from the full scope of the script that Bonhoeffer was not entirely the same man in 1945 that he was at the outset of the drama, when a streak of naivete about the German future still shaped his outlook. Born in 1906 in what is now Poland, Bonhoeffer returned from America with decided impressions about the injustice perpetrated on the American Negro, but not disposed to compare their situation with the plight of Jews in Germany, in part because he simply did not believe that Germany could succumb to the appeal of Adolf Hitler. Confronted early in the first act by Hans von Dohnanyi with the possibility of the Nazis gaining power, Bonhoeffer simply replies, “It couldn’t happen. It couldn’t happen in Germany.” By now, of course, the most observant among us are aware of a few too many historical developments that “could not happen” but did.

Bonhoeffer was soon disabused of his initial perspective, particularly when he dares to give a radio speech implicitly criticizing the Fuhrer. The Nazis silenced the radio station before he could finish. And that is the first of many steps that lead him steadily, inexorably, into a conspiracy to assassinate Hitler—a conspiracy that failed with dire consequences for those involved. When the play ends, he is sitting in Tegel prison, but Gestapo agents have come to transfer him to Flossenburg, which all around him know to be a death sentence.

The challenge for me in playing Bonhoeffer was to transfer to a Zoom screen that sense of the gradual but inevitable shift from a 27-year-old idealist, steeped in faith as a trained theologian and pastor, to a 39-year-old man who has come to terms with the deepest meaning of faith at the darkest moments in anyone’s life.

This struggle for almost anyone involves a powerful mixture of personal circumstances and challenges and some sort of deep faith that undergirds the transition that his life undergoes. One key turning point, midway through the play, involves the planned emigration of his sister, Sabine, and her Jewish husband Gerhard, to escape the coming Holocaust. In the play, this is the point when, having been approached by others who are involved in the plot against Hitler, he decides, “I will be a conspirator.” This is not a line that I shouted from the rooftop; it was one that I delivered with a heavy heart, realizing what will likely be demanded of Bonhoeffer in the coming years.

The second and final act opens later with Bonhoeffer in prison, chatting with a friendly guard, musing over his role as a thorn in the side of the Gestapo. The middle of the act consists of a monologue, Bonhoeffer with a mop talking to the floor, articulating his frustration with the official church in Germany, its betrayal of principles and purpose, ultimately concluding that it has driven the thinking man from the church because, “It honesty doesn’t know what to say to him.” One might call it a sense of despair, but it is also a lonely note of defiance.

One cannot gainsay the role of faith in Bonhoeffer’s life and how it affected his decisions. For a 39-year-old man facing death, he left behind some of the most meaningful spiritual writings of the 20th century, including his letters from prison, but also the classic The Cost of Discipleship, which begins with the theologically famous line, “Cheap grace is the mortal enemy of our church. Our struggle today is for costly grace.” Bonhoeffer was not about to lie to anyone about the high cost of confronting evil power.

That is the background. What did I learn from this volunteer dramatic effort? First, there was the challenge of presenting this on Zoom, as pandemic restrictions made a live stage presentation problematic. We practiced on Zoom, which was never designed for presenting plays, and learned to work with its limitations. These included the need for all of us to wait at strategic points to deliver our lines until Nancy Goede, pastor of Augustana, who conceived of this operation in the first place, secured the licensing rights to present it, and acquired the scripts for all of us, could produce sound effects (such as knocking on a door or a phone ringing) at points where that otherwise would have been a background stage noise. On Zoom, however, our talking would have filtered out such sounds, so we had to master the timing to allow those sounds to occur. There are scenes where the historical context emerges from radio announcements, and certain people had to provide those, speaking into makeshift microphones of the era, and so forth. In many ways, despite the visual presence on Zoom, our production resembled an old theater of the radio, and with a story set in the 1930s and 1940s, perhaps that aided the dramatic impact. But taking all the emotional impact of the story I mention above, and framing it within Zoom, was an interesting challenge and ate up a significant amount of time in rehearsals.

Given that almost no one had the spare time to learn every line by heart, this was “Readers Theater,” in which people used the script during the performance. However, to increase the impact of Bonhoeffer’s presence, I mastered the art of essentially hiding the script below the screen, that is, out of sight of the webcam, while also anticipating lines that I could deliver without even looking at it. On stage, all of this would have been impossible, but then Zoom made other things impossible, such as Bonhoeffer hugging or kissing his fiancée, Maria von Wedemeyer, when she visits him in prison. Live theater online involves its own fair share of compromises.

In addition to the invisible but important influence of people like the pastor, I must mention that no performance like this operates without serious teamwork. Much of what I did gained from the adroit counterplay of other actors. Dan Friedrich, who played multiple roles, was a remarkably cynical Hermann Goering, making very effective use of Goering’s perverse sense of humor, as in a meeting between himself, Bonhoeffer, and Bishop Muller of the German national church. When Bonhoeffer offers to show that his opposition movement has some 6,000 pastors objecting to some new Nazi policy declarations, Goering laughs it off by noting ominously that “we already know who they are.” Both my role and Dan’s demanded an effective foil on the other side. I learned how to use such foils to the benefit of the portrayal of my own character. On

the other hand, Theresa Fuchs, a visitor from Germany working at the Goethe-Institut, played a very convincing and sincere Maria. Her soft German-accented English lent an air of linguistic reality to the play, but more importantly, she also schooled the rest of the cast on the proper pronunciation of German names (though it didn’t always take, as one might expect).

As for Dan, a software developer who has a serious sideline hobby in comedy improv, he can take credit for introducing us to Andrea Holliday, who provided the narration where Zoom made certain stage effects either difficult or impossible.

In the end, this experience taught me a deeper respect than I already had for what professional and even community theater actors attempt to do all the time. It involves investing some of your own emotional energy in the portrayal of the character, and in the case of a character like Bonhoeffer, some significant willingness to try to achieve an understanding of that person’s world view and faith. Frankly, after this 2 ½-hour online presentation was over, I felt a significant need to unwind and recover from what I had just done. Acting is a unique artistic enterprise in the way it demands that you embrace another person’s perspective, especially when that person is a historic figure, rather than the product of a creative author’s mind. It stretches one’s mind and heart in special ways.

Climate Solutions, Off the Shelf

About six weeks ago, as the Biden administration was first asserting its priorities regarding climate change and the environment, I reviewed a book about the positive actions already being taken by cities around the world in addressing the climate crisis. The important takeaway was that, while climate policy languished or moved backwards under the Trump administration, cities and their mayors had not waited for national governments to act. They had instead taken the initiative.

But city governments are not alone. Architects, planners, engineers, and even developers have innovated in their own ways. In late 2019, Chicago architect Douglas Farr provided me with a copy of his book, Sustainable Nation: Urban Design Patterns for the Future, and I promised to review it. It is a sizeable, oversize, 400-page tome, but don’t let that intimidate you, even if I got sidetracked for numerous reasons and only a year later decided to devour the book from cover to cover. That is not necessary for everyone. The book functions much like an encyclopedia, reference work, or anthology. Farr solicited specialized contributions from numerous practitioners and experts. Pick a chapter, pick your favorite subtopic, or dive in randomly. You won’t fail to learn something, as I did, despite my general familiarity with Farr’s subject matter.

My timing in finally reviewing the book has proven fortuitous, in a way. It allows me to expand the message of the review of David Miller’s Solved, a much shorter book by a single author. Miller essentially is a success storyteller; Farr is a documenter. Both serve a purpose.

Farr starts his book with a “Where We Are” section that includes color-coded maps documenting the huge disparities around the world in longevity (50-59 years in much of Africa, 70-79 in the U.S., above 80 in Japan, Australia, Canada, and Europe, in poverty, gender inequality, and so forth. A simple chart of global CO2 levels demonstrates that, within our lifetimes, we have nearly doubled atmospheric carbon dioxide concentrations to levels not seen in the last 650,000 years. A parade of such graphics makes clear that ours is a planet on a collision course with natural reality.

But such searing images also clarify the importance of examples of what can be done. Farr leads us to the specific example in Seattle of the Bullitt Center, which he terms the “most sustainable office building in the world.” Composting toilets use an average of two tablespoons of water per use. There are no parking spaces, but there is 243 square meters of rooftop green space. The Bullitt Center earned designation as one of the first eight buildings to achieve full certification under the Living Building Challenge, and the first office building.

But no one in Seattle wants it to retain such titles. They would rather see new buildings and new developments claim new titles and surpass the Bullitt Center’s achievements as we move toward an entire new sustainable society. Farr takes us from “our default world” to “our preferred future,” with a procession of examples of how this can be done, then leads readers to a theory of change that discusses how we make change happen, over what timelines, and how we can step on the gas with “acceleration strategies” to make practical impacts on climate change happen more quickly.

But it is in the final section, “The Practice of Change,” which dominates more than half the book, where Farr enlists a variety of expert contributors to share the methods and designs that will carry us forward to reduce climate impacts and ultimately create a more livable society. This is not just about innovative building design but about human relationships. Mary Nelson, president and CEO emeritus of Chicago’s Bethel New Life Inc., and one of the pioneers of Chicago neighborhood change whom I most admire, discusses how we build strong relationships between people and place (spoiler alert: it involves hard work). Others describe the value of participatory art in communities or the need to transform public spaces into welcoming places (Fred Kent, president, Project for Public Spaces). Get the point? Architectural or planning solutions that have no human connection of involvement beyond an elite are dead letters in promoting real social change that will have any impact on our climate crisis. It’s all about us, whether the subject is local food culture, local planning checkups, ore re-envisioning underutilized space to promote equitable prosperity. Every single example has its champion in this book, someone who has worked on solutions and involved people in finding answers.

For a moment, I’d like to focus on contributions by two colleagues with whom I have worked, David Fields and Tom Price, to make the point. Fields is a veteran transportation planner now working in Houston as the city’s chief transportation planner, who discusses how elements of the urban setting such as residential density and mixed land uses that put homes within walking distance of retail, or put homes above ground-floor retail, can reduce vehicle trips by up to 90 percent, thus helping to reverse the tremendous negative impact of the automobile on the world’s climate, to say nothing of air quality. Price, on the other hand, is a civil engineer, instructs us on how to use “every project as an opportunity to process rainwater and stormwater,” while demanding beauty through improved design. His articles remind me of a lesson I learned years ago, after Hurricane Katrina, through a project in New Orleans called the Dutch Dialogues, in which the American Planning Association and others engaged with Dutch planners and engineers to promulgate the idea of seeing water not as the enemy but as a resource for enhancing urban quality of life. We need to find ways to help move water elegantly through the city instead of constantly finding ways to bury it, hide it, or divert it.

Whether the subject is community theater, transportation, or architectural styles that build housing affordability and reduced heating and cooling demands to reduce greenhouse gas emissions, the overall point is not only repetitive but cumulative: For many of the challenges that climate change poses to our communities, we already know the answers if we are willing to explore the most innovative, effective, and creative approaches that others have already used. Yes, we have a new administration willing to rejoin the Paris climate accord and invest in solutions to climate change. That is important, as we need to push envelopes constantly and with urgency. But we dare not ignore the answers that are all around us in the innovations that are already helping our communities adapt to a carbon-neutral, democratic, more equitable future. They embody the lessons that, through replication, will accelerate our shift to a green future that eases the existential climate crisis of our planet.

Perhaps two points in Farr’s book, side by side, will help illuminate the point. One is a segment by Jason F. McLennan, founder of the Living Building Challenge. He defines something he calls the “sweet spot” in the sustainable urban fabric, buildings between four and eight stories high. These are buildings not so high as to isolate people on upper floors from fellow human beings at ground level. The building is also not so tall that reliance on energy-consuming elevators drives high energy demand for the building merely to function. There is a place for taller buildings, but the combination of density and manageable energy demand with the potential to minimize demands on the environment exists in that “sweet spot.” Subsequent examples in the same section

proceed to elaborate on ways we already know to produce affordable, carbon-neutral housing. At the end of the book, in contrast, Farr makes his plea, in large part to fellow architects, to “end the race to build the world’s tallest building,” detailing the negative effects of such edifices on public health, safety, and welfare, and ending with a quote from Sherrilyn Kenyon, “Just because you can doesn’t mean you should.” Indeed. That is the fundamental point of stranded carbon, that is, leaving fossil fuels unburned, in the ground, and shifting to a renewable energy economy.

Much of the secret of achieving this goal lies in knowing when to stop doing the wrong things and how to enable our society to do more of the green things. This being merely a blog post, I cannot attempt to share all the specific points Farr and his contributors make concerning street design, building envelopes, solar power, social equity, and commitment to environmental health. But I can urge you to seek out his book, in a library, online, or in a bookstore, to find the examples you need for the situation your own community faces in crafting a more sustainable future. This is the activist’s and practitioner’s manual to help get you started. Let’s all engage in some creative thinking and problem solving.

Digital Coast Act Becomes Real

Last Wednesday, December 2, the U.S. Senate passed the Digital Coast Act in a final vote that sent the legislation to President Trump for his signature. If that happens, it may provide a very useful gift to thousands of coastal communities wrestling with a wide variety of coastal zone management challenges.

For more than a decade, the National Oceanic and Atmospheric Administration (NOAA) has sponsored through its Office of Coastal Management a program that has racked up stellar achievements while awaiting congressional blessing of its existence. Digital Coast began as an effort, in collaboration with five nongovernmental partners, to share federal geospatial data and tools with communities in ways that did not require a Ph.D. scientist to interpret them for local government uses.

Geospatial technology, not a familiar term for the average American, refers to “modern tools contributing to the geographic mapping and analysis of the Earth and human societies,” according to the American Association for the Advancement of Science (AAAS). In a coastal context, that includes tools for measuring, projecting, and visualizing sea level rise, as well as monitoring land uses and land cover in coastal areas, and mapping offshore areas as well. The mission of Digital Coast was to make these tools ever more useful for local government planners, resource managers, economic development agencies, and others with some sort of meaningful engagement with coastal issues and data.

Why is that important? For starters, because more than half of the U.S. population now lives in counties along either an oceanic or Great Lakes coast, and that percentage is growing. It matters greatly where these counties, and their cities, allow new development, how they court economic growth, and how they manage coastal resources, including marine life, tidal wetlands, and offshore resources, as well as ports and near-shore transportation. These coastal areas are huge drivers of the overall U.S. economy, and better data, and better access to data, will deeply affect the American future.

Improving that access and making tools easier to use, and data more understandable, has been the mission of the Digital Coast Partnership that was assembled from 2008 on, initially with five organizations: Association of State Floodplain Managers (ASFPM); The Nature Conservancy (TNC); National Association of Counties (NACo); National States Geographic Information Council (NSGIC); and Coastal States Organization (CSO). In the summer of 2010, the American Planning Association joined the partnership, an initiative I led as manager of APA’s Hazards Planning Center. Allison Hardin, a planner for the city of Myrtle Beach, South Carolina, and immediate past chair of APA’s Hazard Mitigation and Disaster Recovery Planning Division (which I now chair), reports that in 2009, she vigorously advocated for the addition of APA. At the time, Allison, a certified floodplain manager, was helping to represent ASFPM in the partnership. Today, there are eight nongovernmental partners, all of which serve as links to professional user communities to ensure widespread uptake of the data, tools, and resources available from Digital Coast. The two additions have been the Urban Land Institute and National Estuarine Research Reserve Association.

So, what difference does statutory authorization of Digital Coast make? According to John Palatiello, president of John M. Palatiello & Associates, Inc., a government relations and association management firm representing the surveying, mapping, GIS, and geospatial community, which helped lead the effort to get the act passed: “The Digital Coast Act will enable NOAA to partner with other government entities and the private sector to help protect and promote America’s coasts and shorelines. This legislation creates a program to utilize the extensive capabilities, competence, and qualifications of private sector geospatial professionals to provide the surveying, charting, remote sensing, and geospatial data of America’s coasts, harbors, ports, shorelines and ocean resources for economic growth, recreational activities, conservation, and resilience of our fragile coastal environment.” Put more simply, the new law stabilizes the authorization and budgetary support for Digital Coast within NOAA. There were times in the past when this was less than a sure thing. Now, its codification makes its program status official.

But Digital Coast, I can attest from personal experience, has a remarkably astute and dedicated professional staff in love with public service. The Act itself begins with this finding: “The Digital Coast is a model approach for effective Federal partnership with State and local government, nongovernmental organizations, and the private sector.” It goes on to note, a few paragraphs later, some of the needs that Digital Coast can help address, including flood and coastal storm surge prediction, hazard risk and vulnerability assessment, and community resilience, as well as ecosystem health. I applauded the program more than six years ago on this blog.

It is important to note that this legislation is not the product of some recent brainstorm, but of a slow, steady process of building support, starting with a handful of legislators from both parties who saw its value. Perhaps most notable was Sen. Tammy Baldwin (D-WI), accompanied in the House by Rep. Dutch Ruppersberger (D-MD), who noted in a press release that he had been advocating such action for nearly a decade. But Republican support came from Rep. Don Young (R-AK) and Sens. Lisa Murkowski and Dan Sullivan, both of Alaska, the state with by far the longest coastline. All of them, along with the Digital Coast partners, plus the indefatigable John Byrd of MAPPS, pushed relentlessly, year after year, to find the support necessary to move the bill across the legislative goal line. They have at last succeeded.

“We’re Yesterday’s News”

That headline is a quote from Mayor Tommy Muska of the town of West, Texas, in the Dallas Morning News of November 21, regarding the Trump administration’s rescission of U.S. Environmental Protection Agency standards for disaster prevention in chemical facilities, issued that day.

So much news passes under the bridge in one month these days that readers can be forgiven if they do not immediately recall what happened in West on April 17, 2013, but my guess is that many do. Or they may if I nudge them by noting that the West Fertilizer Company suffered an explosion in a storage facility at the edge of this small city of 2,880. The explosion resulted from the combustion of ammonium nitrate, a common ingredient in fertilizer, which is notorious for its chemical instability. Still, the facility had been there since the 1960s, but West had over the years allowed a middle school, an apartment building (which was destroyed), a nursing home, and other structures to be built nearby. When the explosion occurred, 160 people were injured, 14 first responders (mostly firefighters) were killed, and one elderly man died of a heart attack as the nursing home was evacuated. All that triggered a bit of soul searching about loose regulations at all levels of government regarding the operation of such facilities, their disproportionate environmental impact on vulnerable populations, and how better to prevent future disasters.

One year later, in May 2014, I wrote in this blog about West following my own involvement on an expert panel for the federal Chemical Safety Board, which held a hearing in West on the anniversary of the disaster. I raised some pertinent questions about Texas chemical and fire safety regulation that were of interest to the board.

In the meantime, however, moves were afoot in the Obama administration to respond to the larger questions of chemical facility accidents. According to Earthjustice, an environmental advocacy group, in the decade up to the West accident the U.S. had experienced 2,200 chemical accidents at hazardous facilities, two-thirds of which caused reported harm, including 59 deaths and more than 17,000 people injured, hospitalized, or seeking medical care. As a result, President Obama signed on August 1, 2013, Executive Order 13650, “Improving Chemical Facility Safety and Security,” which set in motion a rule-making procedure at the U.S. EPA. By July 31, 2013, EPA issued a Risk Management Program request for information in the Federal Register, proposed new rules on March 14, 2016, and finalized the new rule, known for short as the Chemical Disaster Rule, on January 13, 2017, with one week remaining before President Trump took office.

The final rule is a bit complex, using 112 pages of the Federal Register, but among other items specifically required a “root cause analysis” as part of an incident investigation to determine what “could have reasonably resulted in a catastrophic release.” It would also require compliance audits after reported incidents and required all facilities with certain processes to conduct annual notification exercises to ensure that emergency contact information was complete. The overall idea was to improve effective coordination with local emergency responders. One problem that caused fatalities in West was a lack of firefighter awareness of the precise contents and dangers of the facility that exploded. Thus, the requirements in the rule for field and tabletop exercises. Finally, the rule aimed to enhance the availability of information about chemical hazards in these facilities including sharing such information with local emergency planning committees.

The rest is almost entirely predictable. With little grasp of public policy but considerable animus toward anything with Obama’s name on it, Trump put his appointees to work undoing his legacy. That included action by then EPA Administrator Scott Pruitt on March 16, 2017, in response to an industry-sponsored petition, to announce a 90-day stay of the Obama-era rules, followed by an extension to 20 months shortly thereafter. In the meantime, Louisiana and 10 other states, including Texas, petitioned for reconsideration of the Obama rules. The delay would last until February 19, 2019. However, the U.S. Court of Appeals for the District of Columbia, responding to a petition from environmental groups, vacated the Trump rulemaking. But now we have a final rule from the Trump EPA officially rescinding the Chemical Disaster Rule.

The public information aspect of the rule became a target, with the Trump administration claiming it was responding to homeland security and emergency management experts who feared that such information would become a target for terrorists. However, it would seem to me that far more people have been affected by routine chemical accidents than by any terrorist incidents at such facilities. The U.S. EPA also noted that the rules would not have prevented the accident at West because it was ultimately determined to have been caused by arson. It is worth noting, however, that most of the first responder fatalities in that incident were more credibly the result of a lack of training and information on the potential explosiveness of the materials involved, which might have prompted greater caution and different tactics by firefighters. And none of this answers the questions I raised in my 2014 blog post about land-use practices and limitations on fire safety codes in Texas.

So, back to Mayor Muska, who is reportedly disappointed with the outcome, and for good reason. His town has to live with the results of the 2013 explosion, which decimated the volunteer firefighter staff and obliterated a local business (and employer). Muska was mayor when the disaster happened and is now serving his fifth term. I think it is worth sharing the comments he made in the final two paragraphs of the Dallas Morning News story:

“The American people and American politicians, they have a short memory,” Muska said. “They’re going to say everything is fine, and every few years something like this is going to happen again, and ‘Oh, yeah, we need to look at this again.’

“We’re yesterday’s news. It’s not on anybody’s minds as it was in ’13 and ’14.”

Twenty Thousand and Rising

What astounds me about what I am about to say is that the last time I posted to this blog was July 24, more than a month ago. There are reasons for that, but in the meantime, despite the lack of new articles, this blog continued to find new subscribers—and their numbers just yesterday crossed the 20,000 mark. Already, the numbers have exceeded that threshold by a few dozen. I would have expected the increase to decrease until I wrote something new. I can only assume that past writings have continued to propel interest despite my lack of activity. That fact is profoundly humbling.

I wrote twice in July. The other post occurred on the July 4 holiday. It detailed my cataract surgery in June and offered some medical history concerning the procedure. What followed, in addition to two trips to Colorado and one to Washington, D.C., between mid-July and early August, was a mad rush connected to a fall semester course I teach for the University of Iowa’s School of Urban and Regional Planning, as an adjunct assistant professor. But this year, the decision was made to move my class online, which meant a great deal of added work to make that change possible. And just to complicate matters, in mid-August, my laptop suffered a hard drive failure that delayed my timeline. I then worked to restore course-related files, an odyssey I will not detail here. It would be an overdose of minutiae.

I have been teaching in Iowa City since 2008. After the massive floods that struck much of eastern Iowa and some neighboring states in June of that year, the planning program began an urgent search for a way to add curriculum related to natural hazards and to make itself more relevant and useful to communities in Iowa needing assistance with flood recovery. It was easier to import such expertise than to develop it among existing faculty, apparently, because they soon made an offer for me to teach beginning that fall. I am an alumnus of the program, and they knew me well. At the time, I was already co-instructing such a course at the University of Illinois-Chicago with colleague Richard Roths, although that ended after the spring 2009 class the following year. But the arrangement with the University of Iowa has continued. The course has grown and evolved over time, naturally, just as the subject matter for “Planning for Disaster Mitigation and Recovery” has also changed. Every year is a new adventure and an exercise in updating teaching materials. As I like to say, it is hardly like teaching Shakespeare. The script is rewritten with each new major disaster. Recent years have added multiple exclamation points to that statement.

Thus, while the subscriber count was climbing yesterday, I was preparing for and then presiding over the first online class session for URP:6280 last night, with eleven students in attendance. I still have work to do in reformatting PowerPoint files from past years and recording lecture videos that used to be presented in a classroom. But I discovered yet again that, from the first class to the last, my students are inquisitive and thoughtful and have very good reasons for choosing this course as an elective in pursuit of their Master of Arts in Urban and Regional Planning. As before, some make clear that they see this as possibly the most important class they will take. Some past students are now in leadership roles in the field of hazard mitigation and disaster recovery planning. They are not deluded about the challenges that communities will face under the influence of climate change, demographic shifts, and other factors. They want to do the planning that matters.

Although I have not written much for this blog lately, that will change very soon. I had to keep my priorities straight, however; my students had to have their materials ready on the course website by Monday, August 26, as classes started, and it was my obligation to make that happen. After Labor Day, I can gradually shift some of my attention elsewhere. My recent travels, to San Francisco in April, Manitoba and Cleveland in May, and to Colorado and Washington in July and August have supplied me with excellent subject matter for at least several future posts. I relish the prospect of making up for lost time with subscribers both new and old. Thanks to everyone for their support and interest.

All’s Well at Burwell’s

Warmth is a concept with many dimensions. In the realm of physics, it is a relative measure of temperature. In reference to weather, perhaps the most common subject of human conversation, it is a measure of the kinetic energy of the atmosphere around us, which is constantly changing. Mark Twain has been erroneously quoted as saying, “Everybody talks about the weather, but nobody does anything about it.” His friend Charles Dudley Warner sort of said it, but no mind. On Tuesday, February 7, in Charleston, South Carolina, no one around me had any complaints. We were perfectly happy with the kinetic energy of the atmosphere of the day, which brought the city to a very comfortable 75° F. No rain, just a mild breeze. Let it be. (You can accurately take that quote from the Beatles.) Two days later, I would have to return to Chicago, where it was 18° F. when I stepped off the airplane.

Like many other English words, warmth takes on many metaphorical and emotional connotations derived from its physical qualities. “If you can’t stand the heat, get out of the kitchen,” President Harry Truman used to say, and he was not referring to room temperature in the White House. Conversely, there is the warmth of positive human relationships, just as there is a chill in the air when they are not going well.

That evening, at a downtown Charleston restaurant, Burwell’s, I experienced that warmth at a group dinner organized by some National Oceanic and Atmospheric Administration (NOAA) staff for those members of the NOAA Digital Coast Partnership who were attending the Coastal GeoTools Conference. The partnership consists of both NOAA, through its National Ocean Service, and eight national nonprofit organizations, including the American Planning Association, which I represented along with a colleague, Joseph DeAngelis, a research associate for the Hazards Planning Center. The conference was hosted for NOAA by the Association of State Floodplain Managers (ASFPM).

But enough of the organizational details. Shortly after all our carloads arrived at Burwell’s, and our party of 24 was led upstairs by the wait staff, it became apparent that something special was afoot. Miki Schmidt, Division Chief for Coastal Geospatial Services at NOAA, attempted to get people’s attention by clinking empty glasses. It wasn’t working, so I decided to use my booming voice to say, “Miki wants your attention.” That worked. Then he announced, to my surprise, that they wanted to honor my upcoming retirement with a few gifts, among which were a framed certificate of appreciation from the U.S. Department of Commerce for my service in supporting Digital Coast and a framed photograph of those who had attended the last full meeting of the partnership in Rhode Island in September 2016, signed by many of the attendees. The warmth of the professional and personal relationships built with colleagues since APA joined the partnership in 2010 became readily apparent to me in this unexpected moment.

Then we sat down, and the “roast” began. More than once, as Miki seemed ready to turn the floor over to me for the final word, someone new would pop up to offer stories both fun and serious. Yes, it was true that I had once, wearing a moveable wolf mask, climbed through the open window of a park shelter in Madison, Wisconsin, during an evening reception for a partnership meeting hosted by ASFPM, asking the whereabouts of “them three little pigs.” Undaunted by the momentary confusion my entrance engendered, Allison Hardin, a planner from Myrtle Beach, South Carolina, insisted on posing for a photograph with the wolf, who politely obliged. I was known (though not alone) in trying to provide such moments to enliven the more relaxing moments of partnership gatherings. When my “final word” finally came, I shared not only some enhancements of the recollected moments, but my own plans beyond APA, which I discussed in a recent blog post, “The Fine Art of Stepping Down.”

Still, the Digital Coast Partnership was also built through a great deal of hard work, which was also celebrated. The representatives of the groups involved worked hard over the past decade to build the partnership, which is now celebrating its tenth year. Meetings sometimes involved long discussions of how we could better collaborate, and we now often partner on important proposals and projects in which our complementary strengths facilitate important progress in achieving Digital Coast’s mission. NOAA established Digital Coast to advance the use of geospatial technology by coastal communities to improve and enhance coastal planning and resource management. Much of this consists of a substantial and growing of free, online tools and resources for mapping and visualization purposes. The partnership consists of the user communities that can help vet Digital Coast products and assist in their dissemination. But the operative Digital Coast slogan has been “More than just data.” It is the human dimension that matters, and the science and technology have been means to an end, which is enabling the achievement of noble coastal community goals such as environmental protection, hazard mitigation, economic sustainability, and climate resilience.

And so—I suppose it was appropriate that the organizers of the dinner chose to bring us to Burwell’s Stonefire Grill, which generates its own warmth through its comfort menu of steaks and seafood. Though it certainly can be pricey like any steakhouse (most steak entrees are between $30 and $40), the food is outstanding. Personally, I indulged in the lobster bisque for starters. It offered some of the deepest, most flavorful spoonfuls of joy of any bisque I have had in a long time. Alan, our waiter, was not lying at all when he told me it was great. On the subject of warmth, let me add that the wait staff of Alan, Mat, and Will were very patient and careful in tending to this large crowd, as was bartender Jo Jo Chandler. I did not meet the owner, John Thomas, but he is to be commended for both the staff and the cuisine. The Wagyu flat iron steak that I ordered was tender and delicious. I also indulged in a side order of Brussels sprouts, which I love but which require some attentive preparation to succeed. These were great in part because they were prepared in combination with caramelized onions. Others around me

enjoyed the seafood offerings, including oysters and scallops, and I heard no complaints and considerable praise. I can assure readers that, if you visit Charleston, Burwell’s is worth a visit for one of your evening outings. It also features a warm and casual atmosphere and a good downstairs bar, from which that amber beer in my hand originated, courtesy of Chad Berginnis, the executive director of ASFPM. I wasn’t sure, when we first arrived, why he offered to buy. Now I suspect he was in on the “roast” plan all along. Thanks, I say, to all of my friends at Digital Coast. My actual retirement from APA may have been almost four months away, but they knew this might be the last chance to do it before that day came. I hope they do the same for others when the time comes.

Can Data Be Resilient?

photoBefore attending the NOAA Coastal GeoTools Conference in North Charleston, South Carolina (March 30-April 2), I had not spent much time thinking about data resilience. A brilliant scientist now working for ESRI, the leading company in geographic information services, drew my attention to this important question. But first, a note about the delay:

Almost a month ago, I passed along a link to an article in the Post &Courier of Charleston, South Carolina, that reported on two presentations at the conference, one of them mine. I promised more material from that conference, but the following week, illness took hold of me for a day or two, and soon after, I was consumed with preparations for a trip to the American Planning Association’s National Planning Conference in Seattle, April 18-21. The next day, I flew on to Denver and attended a two-day Project Advisory Committee meeting for the Kresge Foundation, which is pursuing its own program concerning community resilience. Now that all that is over, and I have a modicum of free time, I want to circle back to report on both conferences.

Let me start with a fascinating presentation by Dawn Wright, for 17 years a professor of geography and oceanography at Oregon State University before becoming chief scientist for ESRI in 2011. Wright was the main plenary speaker at the conference on its opening day, March 31. (March 30 was devoted to a series of special interest meetings.) Wright launched into her speech by referring to information as the “fourth branch of government” as a means of underscoring its growing importance in the digital era. Like many good speakers these days, Wright was also a fountain of recommendations about great new books, including The Fourth Paradigm, available for free download from Microsoft Research. Wright noted that we are now afloat in data, to the point where she introduced the term zetabytes, which equal one billion terabytes, which not so long ago seemed like massive units of data, but Wright says we are approaching 40 zetabytes in the current digital universe. But what does this mountain of data really mean for users? How useful is it?

Wright said this emphasizes the importance of metadata, that is, data about the data, and that we are facing a huge problem in “dark data,” data that is not tagged or properly analyzed, making its utility more problematic. “Just making data and code available is not good enough,” she stressed. “We need to be more open and transparent about what we do with them. There is a need for interoperability and cross-walking.” She then said that ESRI would practice what it preached, citing its sharing of work flows and use cases at www.esriurl.com/workflows. She also noted that ESRI has joined forces with the U.S. Geological Survey in creating the global ecological land units map.

She then stressed the importance of digital resilience, noting that “human communication skills are still paramount.” She cited a recent Washington Post op-ed article by Fareed Zakaria, “Why America’s Obsession with STEM Education is Dangerous.” The acronym refers to science, technology, engineering, and mathematics, the collective focus of some recent education policies; Zakaria’s point was not that STEM education itself is wrong, but that a parallel focus on the liberal arts helps create students, and eventually adults, who not only have technical or scientific skills but the ability to ask and articulate fundamental questions. This led Wright to state that we need to learn how to “read deeply” in order to ask ourselves the tough questions.

The days when scientists can isolate themselves in ivory towers are over, Wright seemed to be saying, as she stressed the need to “write compellingly” and “think critically to analyze ideas.” For programmers, she stated that, “If you can organize your thoughts, you can organize your code.”

But there was a still larger theme in a world where the job environment is constantly shifting and evolving. Training, she said, “is not just for your first job, but for your sixth job.” Critical thinking is critical for navigating these transitions in life when some job skills are obsolete within a decade. She added that there are still not enough people “squarely in the community” of the emerging field of data science. She questioned why there was still no formal accredited academic degree in coastal or ocean data management, for example, and her own book on the subject, Ocean Solutions, Earth Solutions.

She also underlined the importance of knowing the “design story behind a product,” a subject she took up the next day in a session on “story maps,” a translational tool for users that allows science students to tell their story. In that session, she noted positive change in that “students now want to escape the ivory tower.” She highlighted her central point once again by stating unequivocally that, “If you’re not speaking up as a scientist now, you’re doing a public disservice.”

My personal take on Dawn Wright’s presentations is this: If data is to be worth something, if it is to be resilient, it must be interpreted. And only educated, knowledgeable professionals are in a position to do this. It is no longer enough, if it ever was, just to crank out data and hope it speaks for itself. That is the route to impoverishing public discussion, which, it seems to me, suffers enough already in an era of sound bites and conspiracy theories.

Solar Power and Resilient Communities

One of the most critical lifelines for survival for many citizens in a community stricken by disaster is the electrical grid. Without power, food spoils in refrigerators. Without power, one cannot recharge a cell phone, which may be a critical means of seeking help. Without power, one may freeze in the dark.

Last Thursday, February 26, I participated as a panelist in a webinar hosted by the American Planning Association as part of its involvement in the U.S. Department of Energy’s SunShot Solar Outreach Partnership. With two other speakers, Robert Sanders and Stephan Schmidt, I helped explore solutions to such helplessness through what is becoming known as solar resilience. The idea is simple: through a combination of solar photovoltaic systems and battery storage for the electric power produced, critical facilities—and even homes in vulnerable neighborhoods—can rely instead on solar power that does not need to rely on a functioning grid to power the buildings to which it was connected. Instead, it can provide reliable backup electricity in a crisis for shelters, hospitals, and public safety facilities like police and fire stations. Communities no longer need to be at the mercy of an electrical power grid that can fail in an emergency, as happened in Hurricane Katrina and, more recently, Hurricane Sandy.

My colleagues certainly have done their homework. Stephan Schmidt, now a planner in San Luis Obispo County, California, researched the topic in depth while a graduate student at California Polytechnic State University (Cal Poly) in San Luis Obispo. He is the author of a very thorough guide for local governments, Solar Energy & Resilience Planning, that discusses the technologies, practical benefits, and financing for such projects. The publication details numerous examples of the successful applications of solar technologies with battery storage in facilities like the Public Safety Building in Salt Lake City, completed in 2013 and now the largest net-zero facility in the nation. Net zero, a concept also being applied to many schools in innovative jurisdictions, means that the building’s solar photovoltaic system generates “nearly as much energy as it uses in operations.” That is to say, it draws little or no power from the grid.

The big question facing developers of such facilities has been financing. Solar power historically has involved high up-front costs, even as it has brought down the actual generation costs because of the fact its fuel source is sunlight rather than fossil fuels (coal, oil, or natural gas). That is the expertise of Rob Sanders and the Clean Energy Group, a national nonprofit advocacy organization working on clean energy and climate change issues. The group has created a number of resources to highlight means of financing solar electric power development. One useful guide it has produced is Resilient Power: Financing for Clean, Resilient Power Solutions. It details financing and ownership solutions to bypass systemic roadblocks that might otherwise impede progress on solar resilience. For instance, with $200 million of federal Community Development Block Grant—Disaster Recovery funds from the U.S. Department of Housing and Urban Development following Hurricane Sandy, the state of New Jersey in 2014 created the nation’s first Energy Resilience Bank to underwrite the development of resilient power at critical facilities throughout the state and minimize the potential for major power outages. It is clear that some vital lessons are being learned.

Music of the Plates

Tectonic plates, to be specific. Those who have studied geology, formally or informally (like, reading National Geographic or Discover) know that the earth is riddled with fault lines, many of which fall along the boundaries of tectonic plates in places like the Pacific Rim. Periodically, as pressure builds along these faults, they move in various directions, releasing tremendous power through what might be described as a snapping motion. But what does that sound like?

Well, in real life, we know of rumbles and crumbles as buildings fall, but what if you put it all to music? An Australian technology innovator, David Johnson, did just that, taking a century of seismic data, assigning notes and instruments to various parts of the planet, and lets it play out. Some of it can be eerie, some exciting, but it certainly is a new way to relate to the tremor patterns of the world’s earthquakes over time.

Or some digestible portion thereof, such as the earthquakes that occurred at the onset of World War II. Johnson is one of those people who periodically remind us that technology and science can be fun. (I almost forgot that when I undertook two college courses in geology around 1970, albeit without any noticeable impact on my GPA.)
