Our Collective COVID Cabin Fever

I am not a doubter when it comes to the COVID-19 vaccines. All I want to do is sign up and let them put a sharp needle in my arm and inoculate me. Do it twice if the vaccine demands it. Even my experience in early February with the shingles vaccine cannot deter me. On a Tuesday afternoon, a pharmacist at the local Walgreen’s provided a shot that I requested at my doctor’s suggestion. It has been two decades since I experienced my second episode of shingles, but I vividly recollected the piercing pains in my shoulders and arms that made it nearly impossible to exercise my fingers on a keyboard, one of the most basic things I have long done to earn a living. I told the pharmacist that I “noticed it but did not feel it.” He put a bandage over the location on my upper left arm, and I left, thanking him.

It was that evening that I noticed my reaction as muscle aches spread from that left arm across my upper chest. Then the chills set in, and I pulled the covers over me in bed. I repeatedly felt my forehead, testing for a fever. Nothing happening. The next day, the muscle aches diminished, but the chills persisted, and I sat in a leather chair with a blanket pulled over me, doing little but reading a newspaper and then falling asleep. I had slept all night, but it mattered not; the fatigue overpowered me. Late that afternoon, I struggled through two online meetings, and my energy again failed me. I spent the next day feeling slightly more energetic until about 3 p.m., when I fell into a deep sleep, again with blankets covering me as I accomplished nothing. My wife says I turned white, but I wouldn’t know. I lacked the energy to look into the mirror.

By Friday, I at least posed a question to my primary physician on the patient portal: Is this normal? He wrote back to say that about 20 to 25 percent of people getting the shingles virus experience such a reaction, which mostly proved that the vaccine was beneficial. My immune system was relearning how to fight the shingles virus. That was vaguely reassuring, and I knew he knew whereof he spoke, but it took one last development to convince me.

Late that Friday afternoon, with the better part of a week lost to malaise, I suddenly felt the fog lift and the fever break, though it was not really a fever. All within an hour. It just stopped. My immune system had learned what it needed to know, and it ceased fighting what was not there. And I was fine. That’s part of how vaccines work, but I could not recall ever experiencing such a reaction to any previous vaccine.

Amid this experience, however, the snow piled up in Chicago. First came a snowstorm that covered our yards and streets in blinding whiteness. Often, in Chicago winters, these snows come, sit around for a few days until the sun comes out, and they melt away as the temperatures rise.

But not this time. Until February in this season, we had seen little more than timid flurries of pixie dust that barely covered the ground, with green shoots of grass still poking out from below. Now it came to stay, as temperatures soon plunged to zero and slightly below, solidifying the growing accumulation of snow even as we struggled daily to clear a path down our gangway and along the sidewalk in front of our home. I shoveled in front of a neighbor’s home as well, knowing he had recently had hernia surgery. And the very next day, we had to do it again.

The three weeks of persistent snow culminated in a 17-inch overnight debauchery on Presidents Day that left us staggering and feeling quarantined by virtue of a simple inability to move a car down the alley, or the challenge of climbing over hip-high snow piles at intersections. During those three weeks, our cumulative snowfall mounted to 40 inches.

Our somewhat metaphorical confinement by way of extensive pandemic restrictions now took on major physical dimensions, leaving us feeling imprisoned. Not only was there nowhere to go because the restaurants were closed, but there was no way to get out, either. In place of my brief fatigue in reaction to a shingles virus, I now felt a very real spiritual and emotional fatigue at the mere thought of needing boots and a heavy coat just to step outside. Staying at home felt more like incarceration than refuge. Even the mail, which provides some tangible connection to the outside world, was no longer arriving. The carrier on our route, and probably on many others, was not braving the snow piles and frigid weather, and the mail piled up at the post office until, one day, I simply walked the mile to get it, standing in line for more than half an hour for a pile of paper surrounded by a rubber band, partly containing bills to pay. The process took long enough that, by the time it was over, I needed to use a bathroom and home was too far away. I opted for the nearby Cozy Corner diner, and showed my gratitude by staying for lunch. It’s a very decent eatery, actually, and I enjoyed my California melt with fries. And then I walked home again, through the very snow piles that had impeded its delivery. Watch where you walk when you cross the street.

After weeks of erratic service, the mail came all at once, and not again so far.

By the following Sunday, temperatures rose and stayed above freezing. The snow began to melt, removing the impediments to delivery. Nonetheless, in the past week, delivery occurred only on Tuesday, when the mailbox was suddenly full, but it was an aberration rather than real change. No mail arrived for the rest of the week. This has been an ongoing problem across Chicago, for systemic rather than purely weather-driven reasons, and even more so in some South Side ZIP codes than ours, which is itself bad enough. The Chicago Tribune ran an article about the Trumpian mess in which U.S. Rep. Bobby Rush expressed his impatience on behalf of his constituents about the staffing excuses, saying there were plenty of unemployed people in the city, so “if you have a job, do it.”

That comment formed an interesting backdrop to the other event the same day all mail arrived. The city recycling pickup occurs on our block on alternate Tuesdays, and our bins were full, if somewhat piled around with snow. The trucks seemed to be very selective, leaving our stuff uncollected, so that we are now storing recyclables in paper bags in the garage. I complained to the city Streets and Sanitation Department in an online forum that left little room for comment, then forwarded the complaint and further explanation to our 1st Ward alderman, Daniel La Spata. I noted that the previous week, the regular garbage pickup occurred without a problem under worse circumstances. He informed me that a private company had been hired for the recycling, similar problems had emerged elsewhere, and added, “Honestly, that’s the difference between public employees and privatized ones, and why we’re pushing back on the latter.” Some might question that comparison in light of the post office problems, but I would suggest that the U.S. Postal Service, to a significant degree, has been the target of efforts to undermine it as a means of justifying privatization and subverting the integrity of mail ballots. In any case, I still want them to empty those blue recycling bins.

During all this, I nonetheless wanted to access the COVID vaccine so that I could move beyond the sense of limitation that nearly a year of closed stores and restaurants, and mask wearing and social distancing, has instilled in all of us. For compulsive extroverts like me, the compounded effect of long-term pandemic restrictions followed by a month of being buried in frozen precipitation is producing a profound restlessness. Put simply, I want out.

I have not yet mentioned that five grandchildren have been studying remotely in our home since September. We are guardians for one, and the others are here as their mother engineers a major change in her life, and besides, my wife is a retired public schools teacher who can mentor them. Throughout February, the Chicago Teachers Union engaged in a vociferous public debate with the Chicago Public Schools and Mayor Lori Lightfoot about reopening schools, arguing over the adequacy of the preparations for protecting teachers and staff from coronavirus exposure. This took place against the backdrop of the larger national debate over online versus in-person education, but I know what I see. The kids are noticeably glazing over and tuning out, and listening to a teacher on a screen is getting old. Students, particularly students of color (most of our grandchildren) and those with working parents, are falling behind, and the schools will have a major challenge in coming years of reversing the impacts of online education. Students in the early grades need human contact to remain fully engaged. None of this is to deny the necessity that drove the schools to close, but the national failure to manage the pandemic has greatly exacerbated the consequences.

We need to get our national act together, and moving millions of doses of vaccines to sites where people can get some sense of relief is the most important step right now. Instead, I’ve found myself checking online daily, sometimes multiple times daily, only to find no availability for vaccine appointments. But my wife finally got her call for March 2, so I remain hopeful. I have no other choice.

That expression of patience is at the heart of our dilemma. I could live with the snow, however impatiently and with some humor, because I knew that warmer days lay ahead, and snow cannot outlast St. Patrick’s Day in Chicago. Unlike Texas, our infrastructure is designed to handle winter. A slow, steady rise in temperature would allow snow to turn to water at a steady pace without triggering floods. We will be fine.

What has been less certain has been the ability of our national public health infrastructure, as disheveled as political neglect has allowed it to become, to respond to the pandemic. But I can also feel a steady warming trend since January 20, however halting it has seemed at times. The big snowstorm, which jostled its way through Kentucky and Tennessee and Arkansas all the way down to Texas and Louisiana, slowed distribution of vaccines, but maybe for a week. My wife learned that she got her appointment because PrimeCare, a local health care provider, had just received a big shipment.

My turn will come, and so will yours if you’re smart enough to get vaccinated. My outlook will change with the warm breezes of spring, and I will start to think about where I can go and what I can do. We will end this year-long cabin fever that has been induced by a tiny virus with protein spikes that latch onto receptor target cells in a microbiological process most of us do not understand.

But it may be a long time before we stop talking about it. Our collective COVID cabin fever does that. Let’s all talk about what we as a nation can do better next time. Do it over beer or coffee or tea, but make it a productive, meaningful conversation. I’m tired of gripes. I prefer solutions.

A Taste of Reopening

People in the Chicago area, and many beyond, some well beyond, are familiar with the city’s decades-old Taste of Chicago, featuring booths in Grant Park from dozens of the city’s iconic restaurants. Wandering the closed streets within the park, you can get pizza, jerk chicken, Indian foods, and a wide variety of other edibles while listening to entertainment and enjoying the sun, as long as the weather holds. The event has spawned numerous imitators throughout the suburbs, such as Taste of Aurora and Taste of Evanston.

Humans? Who cares? But thanks for the post.

But not this year. Big festivals are out, social distancing is in, masks are de rigueur, and the restaurants offer take-out or delivery, if anything. Some are now adapting to offering outside dining when weather permits, but indoor dining must await the next phase of reopening, not only in Chicago but throughout Illinois. Blame coronavirus, but please don’t try to tell us it’s a hoax, or that you can cure it with hydroxychloroquine, or that distancing doesn’t matter. Here in Chicago, we can read the numbers and follow the logic, and we know better. Someone else can drink the Clorox, or the Kool-Aid, or whatever. The vast majority of us prefer to stay safe. And yes, we are aware that the demonstrations for racial justice may produce an uptick in cases. On the other hand, we know that the issue of police reform has been brewing for a long time, and people are impatient. It is not hypocritical to insist that reform is overdue after the death of George Floyd.

Within the past week in Chicago, a few things reopened, cautiously. Navy Pier, which competes with Millennium Park as the city’s leading tourist attraction, now offers outdoor dining but does not yet allow tourists to wander the stores inside the complex. That is okay; caution is in order. We do not need to follow the practice of some states that either never instituted a stay-at-home order (like neighboring Iowa) or reversed one with a highly partisan state Supreme Court decision (Wisconsin, you’re not helping!). Unlike, say, Alabama and Georgia, Illinois’s numbers of COVID cases and deaths have been declining. It would be nice to keep it that way.

My wife and I reached our 35th anniversary on June 8. Occasionally, we’ve celebrated elsewhere (Honolulu, or Charleston, SC), but usually we’ve eaten out in Chicago, attended the Blues Fest, or done something else that was fun. This year, we had a few too many distractions just before the actual date (like getting the air conditioning fixed), so we chose to wait until Saturday, June 13, for a delayed event. We chose to investigate Navy Pier and enjoy a leisurely outdoor lunch instead, accompanied by two grandsons, Angel, 16, and Alex, 11. The outdoor tables at Jimmy Buffett’s Margaritaville seat four anyway. We decided to get a Taste of Reopening.

Did I mention gusty? Shortly after we were seated and the waiter had brought four large plastic cups of water, the wind caught my wife by surprise and knocked over her water. It spread across the entire table, soaking the paper menus and dripping onto both my lap and Alex’s. We hurriedly sought the waiter’s help and used paper towels to wipe up the mess as fast as possible. Fortunately, we had all chosen our orders, so we could dispose of the menus and laugh at the absurdity of it all. You can’t get angry with the wind. Besides, what is summer for? Roll with the punches.

Restaurants have all struggled with the restrictions, but I must commend the generosity of our hosts. Once the waiter shot photos of us after learning of our anniversary. (He mentioned his own mother celebrated a birthday on June 9). He also ensured that the manager complimented us with a $15 reduction of our bill. When we all ordered key lime pie for dessert, he brought a fifth slice as an anniversary bonus. They were doing all they could to help us celebrate within the limitations of the tentative reopening, and they clearly appreciated our patronage. My order of teriyaki shrimp and chicken, accompanied by broccoli and rice with a slice of teriyaki pineapple, was delicious. My wife and our grandsons made other choices, but no one complained. (Yes, we left a generous tip.)

We walked the length of the pier afterwards and can testify that the lakefront scenery remains as compelling as ever. However cautious the reopening, we appreciate the emphasis on public safety over the more pell-mell rush to reopen occurring elsewhere in the nation. We do not need a resurgence of COVID-19, which has already claimed more than 6,000 lives in Illinois. Let the disease wind down instead of giving it a second wind. We will take our time, just as we did in strolling the sights at Navy Pier. Life is beautiful if you act smart and protect it.

For the Love of Public Spaces

If the doctor’s office had not called, I would not even have been here writing. I would perhaps have been on the CTA Blue Line on the way to my appointment, or more likely walking from the train station to his office. But they called less than an hour before the appointment. The urologist merely needs to follow up on a February 26 procedure, so could we just do a telephone consultation? Frankly, I had wondered why they had not offered that option already, so I accepted. The only difference it would make, I noted, was that I had planned to use the opportunity to shoot photos of the empty “el” cars, the empty streets as I moved up Michigan Avenue across the Chicago River, and perhaps the empty Millennium Park downtown, if it was in fact empty. Deprived of the need to go there, I simply walked the neighborhood, shot photos of restaurants open for takeout only, and took two shots of the empty el platform. Then the drizzling rain began, and it was time to come home and await the call, which came late as the doctor scrambled to maintain his schedule.

But at least I got that first paragraph written, before the nurse called, as I thought about a potent issue for urban planners amid the coronavirus pandemic. Under normal circumstances, there are few subjects most planners like to discuss more than the design and use of public spaces. These come in a variety of forms, such as trails, parks, and plazas, which are generally publicly owned, but they also include a wide variety of privately owned spaces that are nonetheless generally accessible to the public, such as restaurants, outdoor cafes, malls, stores, and recreational facilities like the YMCA. The latter category is more frequently available on a paying basis, but those lines can be blurred under specific circumstances, such as the rental of public spaces for private events. The one overriding factor is that planners are very much aware that the public life of cities is very much defined by the activity levels and density of use of these spaces. An urban park visited by almost no one is not a positive sign of urban vitality. A public concert in the park attracting hundreds or thousands of happy people dancing and swaying to the music is a sign of a city in love with life and alive with culture.

In the midst of pandemic, however, especially in dealing with a disease for which no one has yet developed an effective vaccine, not to mention a disease that disproportionately slays the elderly and those with respiratory vulnerabilities such as asthma, crowded public spaces are an indicator not of prosperity and vibrancy, but of danger. Social distancing to protect ourselves from unidentified carriers of COVID-19 is now an essential element of survival and personal protection. Yes, it’s nice to greet a friend in the park, but only if they keep their distance, and no, I don’t wish to shake your hand. There is a certain weary loneliness about this that is undeniable. Most of us are highly social beings, even the introverts among us. We like to talk, to exchange news, to share ideas. Thank God for the invention of the telephone and the Internet.

Why order online? Because, for the time being, restaurants in Illinois are not permitted to offer dine-in service. Takeout, drive-through, delivery are your only options. Blow up the photo to see the sign on the door more clearly.

But it’s more than that. Public spaces often provide us, to one degree or another, with the opportunity to move, to exercise, to stay physically fit. I got word just two days ago that the X Sport Fitness gym at which I maintain a membership would be closed until further notice. The trainers, I learned, are left scrambling to determine how they could continue to earn a living. They are joining millions of others whose livelihoods are in jeopardy until this scourge passes. If you know someone in Chicago who can benefit from in-home fitness training, let me know. I can hook them up with capable trainers.  

Coffee shops and restaurants are no longer public meeting spaces. Just get it and take it home.

I will be looking to find other ways to stay physically active. As noted in posts of years past, I am fortunate to live near the 606 Trail. I need to get my bicycle tuned up for another season, and I can ride for miles. On my stroll yesterday, I could see that joggers were making generous use of the trail, as were walkers and others. Interestingly, the Rails-to-Trails Conservancy has posted information quoting medical experts suggesting that people should seek to maintain their exercise routines and use our public parks and trails for just these purposes. There is nothing worse for physical health than being cooped up in one’s house or binge-watching past seasons of whatever. Get out and move around. Just keep your distance.

That goes for the kids, too. Playgrounds, for the most part, are still open. If you’re worried about touching the equipment, make the kids wear gloves or use disinfectant wipes on metal and plastic surfaces before letting them ride or play. But, above all, let them run around.

What we are all, I hope, trying to do for the near future is to slow or halt the transmission of this dangerous new coronavirus. That does not mean we become couch potatoes obsessed with watching our favorite 24-hour news source feed us endless details about the latest announcements, as important as they may be. There is still plenty of opportunity for most of us to stay healthy and drink in copious doses of fresh air. But we can also follow the guidance about social distancing and sanitation practices. In short, most of us should be very capable of walking and chewing gum at the same time. Just don’t spit that gum out on the sidewalk, thank you very much. Think about the safety of those around you. Use the trash can.

If we can all learn anything from this disturbing experience, it is perhaps an increased attention to sanitation and cleanliness in public spaces and the need to respect others by maintaining the quality of those spaces. Too many of us have seen public restrooms that are poorly maintained or not cleaned with adequate frequency. Those are obvious examples, but we can discern many others, including coughing and sneezing away from others, using facial tissue or handkerchieves, and simply cleaning up after ourselves, and understanding why some people find it necessary, even critical, to wear face masks or take other precautions. Think about the safety of those who must clean up after us, who often earn low wages and have less access to medical care. Don’t put them in greater jeopardy than necessary. Those of us involved in planning for post-disaster recovery often talk about finding the “silver lining” in each disaster experience. With any luck, that silver lining in the COVID-19 experience is a greater attention to public health, starting with the White House and extending all the way down to our own house or apartment.

The other big lesson for planning is the value of readiness and preparation for disaster. The old saw that “they also serve who only stand and wait” may be far more applicable and relevant than we realize. When President Trump eliminated a White House office that President Obama had created to focus on global pandemics, following the gruesome lessons of the Ebola virus, the assumption seemed to be that those studying and preparing for the next big public health crisis were simply wasting time and money. If that is true, why do we have an army of emergency managers spread across the country, preparing for natural and man-made disasters that, according to that line of logic, “may never happen”? The answer is that we should know all too well that reconstructing such capabilities after a new public health crisis or disaster is already underway wastes weeks and months of valuable time that can never be regained, and in this case, may be costing thousands of lives before it is over. Let us be wise enough as a nation never to repeat that mistake again.

America’s Public Health Disaster

Every day seems to bring shocking news. Restaurants and schools close, conventions are canceled, overseas travelers face unexpected obstacles in coming home. The United States of America, like much of the rest of the world, is facing a crisis unlike any in our lifetimes. While I understand many of the protocols because of a background in disaster recovery, my intellectual and professional focus has dealt with natural disasters, not pandemics, so I will not claim any special expertise. I’d rather listen to the medical experts who have studied the issue in depth.

But at 70, I can relate on a personal level to the concerns of older citizens who are most at risk in a way that I know I never could have done at a younger age. While I remain physically fit, I am also aware that maintaining that fitness requires real effort, sometimes more effort than it might for someone half my age. More importantly, I have become more aware that a fitness routine does not guarantee immunity or invulnerability to some of the impacts of aging. Consequently, while exercising, not smoking, and a sensible diet can afford me significant confidence about facing a challenge like the current novel coronavirus, or COVID-19, pandemic, it guarantees nothing. All the recommendations about avoiding unnecessary travel, social distancing, and sanitary precautions still matter greatly in improving the odds against illness.

Already, I confess, some of the simplest impacts of aging have slowed down my production of this blog or at times made it more irregular than I would like, and that is despite no longer working full-time. I do some consulting, some writing, and some teaching, in various proportions, and my days are full, although much of my time currently is also devoted to a volunteer job—serving since January 1 as chair of the American Planning Association’s Hazard Mitigation and Disaster Recovery Planning Division. That presently has me involved in trying to disentangle commitments for some of our events at APA’s pending National Planning Conference in Houston, scheduled for April 25-28, preceded by some leadership meetings I expected to attend. Tonight, the APA board of directors canceled the conference. Our division executive committee had decided to cancel our division reception in Houston, only to learn that the restaurant planned to close anyway. Life is like that these days. A colleague and I were scheduled, as part of our APA division’s outreach program to planning schools, to discuss hazards in planning at a university graduate class later this month, but that shifted to possibly remote to simply waiting for another school year as most colleges have adopted online learning for the remainder of the spring semester. As I said, life is like that these days.

But back to the subject of aging. One learns we simply cannot control everything, no matter how hard we try. As I detailed in a July 4 blog post last year, life for me had generally gone along well until I began to realize in late spring that my sight was becoming fuzzier and clouded. What began with a visit to an optometrist in April to see if my prescription for eyeglasses needed updating ended in late June with cataract surgery in both eyes, and considerable lost time due to an increasing inability to read a computer screen. That put me weeks behind in preparing a transition of the University of Iowa graduate class in urban planning I teach each fall to an online forum, and with other factors coming into play as the year went on, I never got completely ahead of the curve until the semester was over in December.

But at least cataract surgery, in most cases, is a one-and-done proposition. You get the implants, you have new vision with only reading glasses for assistance, and life goes on. But by late fall, I learned that another malady would force me into hemorrhoid surgery, which took place immediately after the holidays. With certain complications due to an enlarged prostate gland, it sidelined me for the first half of January until recovery was complete.

Now, it may well be at this point that I will not face further difficulties for some years to come. I certainly would be pleased if that became the case. These were the first surgeries of my entire adult life, but they stalled my activities to some extent, and they are a small glimpse of the sorts of things that make many other seniors feel far more vulnerable than I do. It is small wonder that many of them fall victim more easily to scourges like the coronavirus. The elderly and the physically challenged have predictably proven far more prone to the severest consequences of COVID-19, including death.

We also know, however, that many other Americans, and many citizens of other nations as well, will suffer serious economic dislocation as a result of the restrictions placed on economic and social activity in order to stem the upward slope of infections and death. While U.S. accounting is hampered by the lack of testing kits and public access to testing in key regions of the country, the alarm bells are ringing loudly. As I write this, the number of confirmed cases has quintupled in the past week to more than 5,000. We do not yet have any idea when we will reach the peak of this frightening mountain, and how high that peak will be. But we already know that the far smaller nation of Italy has, as of this moment on March 17, more than 31,000 cases that have resulted in more than 2,500 deaths, despite doing far more in an effort to contain the spread of the virus. It is not that we have a smaller problem, but only that we may have begun our steep ascent a few weeks later. Nearly every day, new nations report outbreaks. This is clearly not a “foreign” virus, but a global pandemic.

We have built-in problems in the American system, most notably the lack of universal health coverage as a result of endless political spats over creating a system that better protects the working poor. Many of the restaurant and factory workers who may face layoffs will lose whatever coverage they had, or may no longer be able to afford it, at the very time when they are facing an existential public health threat. This threatens all of us with the possibility that some workers, unknowingly carrying the virus, may feel compelled to work if they can or simply be unable to visit the doctors they need to see. Our myopic approaches to health care have set us up for massive vulnerabilities in this regard. We seem not yet to fully understand that we are no stronger as a nation than our weakest links. One result of this crisis, however, may be a profound rethinking of the role of the federal government in ensuring some form of universal health care availability. The consequences of making health care unaffordable to the poor have never been laid bare before for us in the way that the coronavirus may do. Disasters can force soul-searching under the right conditions. The question is how deeply we are prepared to think about the issue.

The other question we have never faced before is how we will emerge from this crisis. After weeks or months of social distancing and self-isolation, how will we decide the time is right to emerge from our mental caves and greet other again, and join large crowds again? And how will we feel when we do it, and how comfortable will it feel? My hunch is that the human race is highly adaptable, but that there will be no very clear demarcation point when it is okay to say that the war is over.

This particular disaster may end not with a bang, but a whimper, followed by some happy parties among the most extroverted but also the most fearless, perhaps the most reckless, among us. I like to count myself a “compulsive extrovert,” my invented self-description, but I also like to think I know when to exercise some social caution based on circumstances. This may be a disaster where people like me eventually start to poke our heads out of the foxholes we reluctantly entered, not out of fear of social interaction, but to be sure the landscape is no longer infected.

But when the day comes, it will surely be nice to join a big party where the beer flows and greetings are plentiful.

Mitigation Challenges on the Florida Gulf Coast

Hillsborough County is a dense metropolitan area, anchored by the city of Tampa. Tampa and nearby St. Petersburg, in Pinellas County, sit on opposite shores of Tampa Bay, a 400-square-mile expanse of water connected to the Gulf of Mexico. Across that gap sits the Sunshine Skyway Bridge, a magnificent and scenic section of I-275. On a sunny day, it displays coastal Florida in all its glory.

Eugene Henry, like anyone else, enjoys those sunny days, but he also worries about what may happen when the region suffers inclement weather. As Hillsborough County’s Hazard Mitigation Program Manager, it is his job to think about how well the area will fare under the impact of natural and other disasters, which can include hurricanes, floods, tornadoes, sinkholes, and wildfires. At least the first two are complicated by sea level rise, and one can easily argue that climate change in a broader sense may well influence the damage from wildfires. For those uninitiated in the particulars of Florida’s natural environment, wildfires are a recurring feature. In what is ordinarily such a lush environment fostered by rain and abundant sunshine, it takes only one drought year amid high heat to turn dense vegetation into a tinderbox. It has happened before, repeatedly.

But the biggest concern, by far, is the arrival of the Big One, the high-intensity hurricane that the county readily admits it has escaped in recent decades. In its Post-Disaster Redevelopment Plan (PDRP), the county states forthrightly that this is merely a matter of good fortune and that planners fully understand that the day will surely come—and that they had best be ready for it. Disaster resilience in the face of hurricanes is not a matter to be taken lightly with 158 miles of shoreline along Tampa Bay, numerous rivers and streams, and numerous vulnerable, low-lying areas. Absent serious attention to mitigation, damages from a Category 4 or 5 hurricane, or one like Harvey that stalls and dumps voluminous rain on an urban area, could become catastrophic.

But Tampa and Hillsborough County have been very fortunate. The last Category 3 hurricane struck the area in 1921. What may have been a Category 4 struck in 1848, though wind speed measurements were primitive at the time, and the U.S. had no official records yet. According to the county’s Local Mitigation Strategy, that storm “reshaped parts of the coast and destroyed much of what few human works and habitation were then in the Tampa Bay area.” Tides rose 14 feet. Tampa was still a small city then, and Gene Henry wonders about the staggering losses that might occur with a comparable event today.

I had long wanted to visit the area to see in person how these issues are being addressed. I have known Gene for a long time, and I have read the county’s PDRP, an extensive document laying out the county’s preparations for recovery from disasters. But I had never been to Tampa. As the result, however, of a personal invitation from a high school classmate, David Taylor, who now lives in Sarasota, my wife and I flew to Tampa February 20 and stayed with Dave and his wife, Linda, for five days. Sarasota is about one hour’s drive south of Tampa. As part of the trip, I arranged to meet with Gene the day after we arrived and tour the county to see the hazard mitigation projects underway there. I also delivered a one-hour lecture the following afternoon in West Palm Beach, on behalf of Florida Atlantic University, as part of a two-hour program that included a panel discussion following my talk on “Recovery and Resilience: Facing the Disasters of the Future.” Not one to skip a learning opportunity, Gene drove four hours from Tampa to attend the program.

But back to Hillsborough. My wife and I met Gene at the county’s Emergency Operations Center (EOC) around mid-morning, hopped in his county truck, and took off. Our first stop was the Florida Center for Design + Research, housed in the School of Architecture + Design at the University of South Florida (USF), Gene’s graduate alma mater. The school features an urban planning program where he wanted us to meet Professor Brian Cook. Planning students often take studio classes, which involve design or research work on real-life community problems. Students learn to define a community design or policy issue, work with clients, and try to produce solutions that will be of some practical value to the community they are serving. They typically work in teams. In this case, students were applying geographic information system (GIS), or mapping, skills to determine areas of high vulnerability to flooding and sea level rise in less affluent neighborhoods. Gene’s county office collaborates with USF instructors to identify areas of practical concern for the students’ work. The photos show some of the design work the students have done, the best of which is often displayed in poster sessions at state and national professional planning conferences.

The most encouraging aspect of that visit was, for me, the mere fact that the students are engaging with such a pressing problem. I have researched the issue of hazards and climate change in the planning curriculum for both undergraduate and graduate degree programs in urban planning, and most such programs are lacking in this respect, a situation that is disserving the planners of tomorrow who must be well trained to come to grips with these challenges in whatever communities they end up serving. But a growing number of students are getting such training—I have myself been teaching such a course at the University of Iowa since 2008—and southern Florida is as good a laboratory as they could wish for. To see collaboration between a county agency and USF graduate students and faculty is a most welcome note.

But Gene had other places to take us in the afternoon, besides, that is, the Cuban-themed La Teresita restaurant where we ate lunch—a place I am willing to recommend if you ever visit Tampa.

First up in the afternoon was the University Mall area north of downtown Tampa and just east of I-275. This involves a stormwater management and flood-mitigation project in an area subject to a certain amount of repetitive loss, meaning that the same properties continue to suffer periodic flood losses. The project removed structures while creating additional areas for stormwater storage and reshaping a natural area known as Duck Pond, thus creating a system for stormwater conveyance. This includes a large stormwater pump that transfers slow-moving stormwater to areas further downstream and, in due course, to a reservoir owned by the City of Tampa. Before this project was initiated, storms used to inundate multifamily apartment buildings, Gene says, as well as a nearby assisted living facility. How does the county pay for all this? He credits a combination of local funds, which is certainly not unusual, and federal money in the form of Hazard Mitigation Grant Program (HMGP) funds. The latter are available as part of an overall recovery package after a Presidential Disaster Declaration, but require that purchased properties, once cleared, remain in perpetual open space. The point is to ensure that a vulnerable area is not redeveloped, thus perpetuating the problem.

At 132nd Street, also in Tampa, another flood-mitigation and stormwater management project presents a very different appearance. This too was subject to repetitive loss and required protection from urban flooding, which is typically the result of poor stormwater drainage in developed areas. The problems can include poor water conveyance from one area to the next—the nearby highway provided an impediment to drainage—and high levels of impervious surface, meaning coverage with concrete and structures that limit percolation of water into the soil. In this case, a small subdivision suffered repetitive flooding even with small storms. Here also, the county acquired homes with HMGP funds, which are dispensed by the Federal Emergency Management Agency (FEMA). The streets were removed, and stormwater ponds were added.

This was a location where the county’s partnership with USF paid dividends. Researchers analyzed which plants were best at removing nitrogen and other chemicals common in stormwater runoff in order to clean up the water before it reaches Tampa Bay. Henry says this project was made possible through a combination of local and HMGP funds in combination with federal Community Development Block Grant entitlement money.

I included the chain link in my photo to show that the solution may not be complete. After all, chain link fences are intended to limit access. What consideration, I asked, had been given to eventually converting this cleared area to some sort of public park and thus facilitating a public benefit? There can be challenges in part because of pollution cleanup and other public safety factors. Gene readily admitted he would love that solution, but it may take time. The adjoining neighborhood must be comfortable with that use, which can involve solving various site-related problems. A nearby church might be a potential ally, serving as a patron and watchdog, but reaching agreement about solutions and responsibilities, including ongoing maintenance and supervision, takes time. And only time will tell whether such a solution materializes with the support of local public officials.

Some projects assist a single homeowner with a stubborn problem. This is often the case with homes that are elevated, a common site in parts of the Southeast, where coastal and riverine flooding can wreak havoc with homes in vulnerable locations that do not necessarily require buyouts and relocation. That was the case near Rocky Creek, where a homeowner rebuilt a structure elevated three feet above base flood elevation (BFE) using a combination of private funds and a Flood Mitigation Assistance (FMA) grant from FEMA. The result is living space that is better protected when flood waters surround the lower level.

The same story occurred at a home near the Alafia River, where another homeowner was elevated three feet above BFE, using the same combination of funds.

Gene also shared with us an interesting strategy at a frequently flooded and highly vulnerable modular home park, where an area had been cleared of its former homes to allow repopulation with recreational vehicles (RVs). The logic is that, when flood warnings arrive, RV owners will be able, unlike those with more stationary modular homes, to simply drive off the site to safer areas until the emergency subsides. The initiative, Gene says, was taken by the park’s new owner (which owns other parks nationwide), which identified no more permanent structures in the floodway as part of its compliance strategy after the most recent flooding event in the area.

Finally, we returned to learn a little about the EOC. We visited what is often known in such centers as the “war room,” where designated officials meet to discuss and establish strategies for dealing with an emergency of any sort that activates the emergency operations plan. In the photo, each chair is designated for a specific official, with groups of people with related tasks seated in color-coded sections of the room. Many such EOCs are much smaller, but Hillsborough County is very urban and populated, and the needs are complex and interrelated. It is expected that those involved will arrive with authority to respond to the disaster, to indicate what they are and are not capable of doing as part of the overall response to disaster. It is not a place where one expresses a need to go back to another office and “find out.”

Ready to relax and enjoy a drink and a snack, we followed Gene down the highway to the Sunset Grill at Little Harbor, which has a beautiful view of the bay. At dusk, numerous people followed a daily ritual of photographing the sunset over the water. Tourist attraction it may be, as well as a local watering hole, but the surrounding area has a significant mangrove forest and salt-bed areas that were preserved as open space using Environmental Land Acquisition Funds from what Gene describes as a “locally instigated preservation program.”

And so, with the sun declining in the west, we sat at an outdoor table and hashed over the world’s problems, and sometimes our own. One point that seems clear to me is that Hillsborough County has a great deal to offer to other jurisdictions, just as it has undoubtedly learned a great deal as well—one reason both he and a resident scholar and Japanese graduate student from the University of Illinois, Kensuke Otsuyama, planned to drive to West Palm Beach the next day to hear my presentation. Although there is sometimes a tendency for local governments to become more insular, to allow fewer opportunities for employees like Gene to share and exchange information in professional forums and conferences, this, I think, is always a mistake. The growth in the value of what someone like Gene does lies in this fruitful sharing of experience and perspectives that such opportunities allow, and I hope that will continue, for certainly Gene made my day by sharing his time to allow me to learn and to share with the growing readership that follows this blog.

Norway’s Fjords: Up Close and Magnificent

There is something distinct about boarding a cruise ship. An airplane, after all, no matter how big, is essentially a long, metal tube that flies. You can dress it up for international flights, but when all is said and done, you are simply spending a few hours in the air in a seat, where you may be served half-way decent food (or not). You can talk to a few people around you, you can watch a movie on a small screen in front of you, but your options are limited.

Boarding a cruise ship is more like joining a small, floating city. Once aboard, you can wander the decks for fresh air, you can chat with hundreds of people, converse with crew members, and take in sights both near and far away. You can break out that camera you just bought. And you can visit coastal cities for a few minutes or a few hours, depending on the itinerary.

Welcome to my final blog post on our trip to Norway in July 2017. I have promised and teased, but I am delivering after three prior installments about our flight to Norway; our time in Oslo; and most recently, our train trip to Bergen and our visit to its intriguing and highly edfying art museums.

When the day visit of our gang of five to the center of Bergen ended, we gathered our bags at the Clarion Hotel Admiral and boarded a shuttle bus to the dock where we checked our bags with Hurtigruten, a wonderful cruise line dedicated to sustainable practices, watched an instructional video on cruise safety, and boarded the ship. Perhaps I am a bit romantic but crossing the gangplank into a ship stirs more ancient memories of human experience than flying ever will. Humans have been sailing for thousands of years, traversing seas and oceans, and the only serious difference is that the ships have grown larger and more mechanized and, these days, electronic as well. But you are still floating close to the water and the weather and nature.

You also know that you will be aboard this behemoth for several days. That makes accommodations important. In our case, in order to join the same cruise as our friends, my wife and I had to lose our inner cheapskate and splurge on a state room because the lower decks were sold out. Our friends were on Deck 3, but we were on Deck 6, in a room that had a nice television screen and a bed for two, plus a decent bathroom. Admittedly, things still seemed a little cramped, but how much time do you want to spend in your room? Especially as the ship moves north and the summer nights grow long above the Arctic Circle, the idea of sitting in a room seems almost absurd.

Wander the decks! There is a whole world of Norwegian fjords to see out there. There was a promenade on Deck 5, one level below us, and the stairs with their gold-colored railings seemed like a grand way to get there, far more inviting than the elevator. There was the entire lounge on Deck 7, with an outdoor viewing area at the front of the ship, where you could sit outside and monitor the ship’s progress through passages that offered stunning scenery on every side. More than once, I sat there in a deck chair with the movie function turned on for a new Sony camera I had bought in anticipation of this trip. At lower latitudes near the beginning of the trip, this was often great fun. Later, as temperatures grew cooler farther north, it sometimes became less comfortable—but no less impressive.

Inside, we soon also discovered an entire world of Scandinavian cuisine that was previously not part of our daily experience. It’s not that my wife and I have not tried a wide range of international food. We simply had not visited Norway, nor spent nearly a week investigating buffet options for breakfast and lunch in the remarkable dining room on Deck 4, which offered a range of Norwegian pastries, dark breads with savory cheeses, herring, salmon, ham and beef, and all manner of vegetable dishes and soups. Dinner was served at assigned tables and times but allowed us to get to know an interesting and intellectually curious family of educators from Seattle. The food was one of the bigger surprises for me because I had not previously learned to regard Norwegian cuisine highly. Never mind all the stories you may have heard about lutefisk. After this trip, I stand corrected. The best of Norwegian cuisine is a salivating safari for sophisticated palates.

Amidst it all, relaxing in the lounge with a view of the shore in the distance or nearby, I plowed through my tome. On a long vacation, I like to take a long book I have wanted to read but never found the spare time to immerse myself in. For this trip, I tackled Doris Kearns Goodwin’s magisterial Team of Rivals, a 750-page exploration of Abraham Lincoln’s political genius in managing a team of strong wills and egos through the shoals of the Civil War. It filled the hours when I wanted to take a break from sightseeing and just enter another world and time. I chose well.

Viewing the Fjords

It is difficult to do justice to the scenery in words alone, but the beauty of the blog is that I can insert photographs to enrich the story. I had a small, aging Fuji digital camera; my iPhone; and a newly acquired Sony digital with zoom lens enhancements and movie features, all of which I was still trying to master on the fly. It often offered more options than I intelligently knew how to manipulate or had time to learn, as breath-taking scenery was often just around the next bend in the fjord.

There is nothing subtle about the Norwegian coast, but there is much that is sublime. It is not hard to imagine the awe of nature and the gods that must have filled the hearts of Vikings sailing along the coast or returning from their overseas explorations. Islands dot the sea lanes; some are inhabited, and many are not, usually because the terrain does not offer much solace. Shoreline communities occupy modest niches of flat land below hills and towering cliffs.

No two fjords are ever the same. Each has its own unique topography, its own paths to sheltered ports, its own dramatic waterfalls crashing off mountainsides into the seas, its own snow-capped peaks above the humble human intrusions below. Norwegians at times are remarkable engineers, but there must still be a sense of our own puniness in the face of such lofty natural beauty. We could never replicate the work of millions of years of geological transformations of earth’s landscape. It is better to sit back, gaze in admiration, and appreciate it.

What is remarkable, nonetheless, is the mastery of coastal navigation, even if modern ships benefit from a range of electronic wizardry to avoid danger. In a part of the coast known as the Trollfjord in the Lofoten Islands, it is my recollection that we were told we were crossing a passage with only 450 meters between rocky outcrops hundreds of meters high. On a cruise ship housing nearly 500 passengers and crew members, that does not leave much room for error, but the passage, admittedly in calm seas, seemed effortless and very precise. Our ship approached the passage in the evening; I was captivated by the scenery for the entire time and filmed it for 12 minutes. I cannot recall anything I have seen that compares.

Trondheim

Ports of call are a routine feature of cruises. In Norway, these are port cities along the coast, often away from the ocean itself within fjords, the long arms of the sea that often shelter such cities. On our second full day of the cruise, the MS Nordnorge docked in Trondheim for a 3 ½ hour visit. We disembarked and began a journey on foot to find Nidaros Cathedral, the oldest cathedral in Norway and the northernmost cathedral of its size in Europe. Trondheim was also at one time the capital; moving the capital south to Oslo, formerly known as Christiania, was a modern innovation. Nidaros Cathedral remains the scene of coronations for the nation’s constitutional monarchy.

The walk to Nidaros, which was under a half-hour, took us along the Nidelva River, lined by some colorful apartments on the far side, with some interesting urban architecture on our side as we moved into the heart of the city. The site of the cathedral became apparent as we drew near because the building is surrounded by impressive grounds and fencing. The soaring worship space was completed in 1300 but begun around 1070, with much of the construction occurring after 1190. Tours require tickets at a modest price, which visitors can obtain in the nearby gift shop, whose sales help support maintenance of this massive space. The cathedral sits above the grave of St. Olav, the nation’s patron saint, a tenth-century Viking king who converted his subjects—and himself—to Christianity after learning about the faith in England, which experienced numerous Norse raids in the Middle Ages. One must marvel at its height and size given the lack of modern tools, but a tour guide informed us that masons were in the habit of leaving their initials on the bricks that formed the foundation and walls. The building has both the sense of inner darkness typical of buildings lacking modern Illumination and a sense of spaciousness emanating from its massive ceilings and the size of its sanctuary. Originally, it was the seat of the archdiocese, but suffered a demotion to a huge parish church for Trondheim following Norway’s turn toward the Reformation, when Lutheranism became the state church.

Between its history and majestic architecture, my own judgment would be that, if one had time to visit only one thing in Trondheim, this would necessarily be the default choice. That said, we had a little time left after our tour. Jean and I, in touch with our friends by cell phone, wandered through a large, modern urban mall back toward the ship but stopped for a few minutes at a serendipitous discovery, a flowery pocket park inhabited by birds, where we simply imbibed the relaxing atmosphere in the middle of Norway’s third-largest city. Then we bought a couple of souvenirs at a shop atop the bridge we crossed as we made our way back to rejoin the cruise late in the afternoon. We still had a couple of hours to relax with our friends over drinks in the bar before dinner and another evening of scenery consumption.

The next day, our long stop was at Bodø, a smaller city whose second syllable is pronounced somewhat like the “oo” sound in the English word “foot.” (Pronouncing that will give English speakers a vague sense of that distinctive sound of Scandinavian languages.) A slightly longer stay in a smaller city gave us ample opportunity to explore, but without the obvious choice of anything like Nidaros. One intriguing aspect of the day was passing beneath a tall bridge lined with spectators observing the passing of our ship beneath. Norway has plenty of bridges, no surprise, but this sort of welcome was a pleasant surprise.

In Bodø, one indicator of the changing cosmopolitan nature of Norwegian cities was the sign that greeted us not long after we became urban pedestrians again—Istanbul Kebab. Like other European nations, Norway has acquired its share of Middle Eastern immigrants, and restaurant options have diversified. No doubt, these newer options have also thrived as Norwegians seek a change of pace, just as Americans, Brits, and others have done. Still, even the shopping district near the shore affords an unhurried, uncrowded atmosphere that let us soak up the afternoon sun in peace and quiet.

Our fourth full day took us ever farther north with a four-hour stop at Tromsø. This is the last major city on the journey north, and not hard to wander. With my interest piqued by Nidaros, I sought out the Tromsø Cathedral, just a few blocks from the shore, only to find that it was closed and undergoing renovations—signs of which abounded with construction equipment parked just outside on the somewhat spacious Kirkeparken that surrounds the building itself. Reduced to simply looking at the building from the street, we instead joined our friends in a visit to the nearby Tromsø Gift and Souvenir shop, which sported a stuffed bear outside that was a magnet for tourist selfies. It was a great place to look at gifts that someone back home might want, as well as those souvenir mugs and hot pads that line one’s cupboards.

Once that novelty had worn off, however, we quickly discovered the Northern Norway Art Museum, which had a wonderful display of indigenous Sami clothing and handicrafts, with some explanation of the Sami culture that produced them. Here, I should note that one of the more moving lectures aboard ship, amid other daily offerings, was a presentation by a young Sami woman who was part of the Nordnorge crew. She shared stories of the discrimination suffered by Sami people at the hands of Norwegians, including herself in school and elsewhere. Things are looking up, and the king and queen offered an apology to the Sami on behalf of the nation, but racial and ethnic prejudice takes many forms and is not easily or quickly rooted out from any society.

The Sami number perhaps a modest 50,000 in modern Norway, a number larger than in any other Scandinavian nation or in Russia, where a small number also live. One of their traditional occupations has been herding reindeer, which are produced for their lean and nutritious meat, a result of consuming native grasses and herbs. The Sami, however, faced a serious public health crisis after the 1986 Chernobyl nuclear power accident in what is now Ukraine, as the released radiation dispersed westward over northern Scandinavia and contaminated the ground and the reindeer who roamed it. Many Sami, including the speaker, suffered some degree of radiation poisoning, which in her case produced red blotches across her back and shoulders. Her story offered a dramatic example of the environmental jeopardy facing indigenous populations around the world. To call it sobering is to understate the case. She indicated that, over three decades, those radiation levels have receded significantly but were not always regarded as a matter of concern by the Norwegian government. The Sami relied on their reindeer and suffered with them. Not everything in Norway involves love and kisses, and history must be accounted for. I had to respect Hurtigruten for offering such a heart-felt, sobering presentation amid a cruise meant largely for entertainment. If people did not hear this story here, when might they ever hear it?

On the last night of our voyage, our gang of five enjoyed a complimentary upgrade to a private three-course meal on Jean’s birthday. One of the entrée options was reindeer steak, which Jean and I chose. It is a dark red, very lean meat, but very tasty and tender. I may never have it again, the supply in places like Chicago being almost nonexistent. But it was well worth finding out. I also recall that Jean tried a dessert involving cloudberries, a species unique to northern Norway, mostly grown above the Arctic Circle. Hurtigruten is very good at local sourcing of agricultural produce for passenger consumption. They have identified small, sustainable producers along their route from whom they can obtain these products during the numerous short stops at ports of call, a practice that also supports the many small, struggling farmers in rural Norway.

Our last full day involved a stop at Honningsvag, a small city in the North Cape area above the Arctic Circle as the shoreline bends east along the Arctic Ocean toward the Russian border. Honningsvag is at the southeastern edge of Nordkapp, translated as North Cape in English, actually a rugged island off the northern coast of Norway. By now, I was getting used to the possibility of waking up at 3 a.m. and peeking out our cabin window to see sunlight diffused across the seascape. Summer above the Arctic Circle can be disconcerting in that respect. It upsets your normal biological rhythms.

We visited the North Cape Museum, a small but key attraction in the city that sits at the water’s edge near the Hurtigruten dock.

There is one extremely sobering exhibit in the museum. To understand it, one must realize that all of Norway was occupied by the German army during World War II, after the country was betrayed by its own Vidkun Quisling, whose surname has become a synonym for “traitor.” Hundreds of thousands of German troops were pinned down in Norway because of fears of an Allied counterinvasion. As the war neared its end, Adolf Hitler also feared an invasion across the northern end of Scandinavia by the Red Army moving from Russia. Russia and Norway share the Arctic Ocean coast; Sweden and Finland reach only to the southern bounds of those two countries above the Article Circle. Hitler, to prevent such an incursion, ordered a scorched-earth policy for the German army in retreat.

Several hundred soldiers had been stationed in Honningsvag. Very late in the war, they were ordered to torch the city, which they did. More than 20,000 citizens were evacuated to the mainland before that happened. When the war was over, and the residents of Honningsvag wanted to return home, a small contingent was sent to evaluate the state of their city. The museum’s photographs document the heartbreak they saw. With one notable exception, which was Kirkegata, the main Lutheran church south of the bay where the museum is located, everything in the city had been burned to the ground. My guess is that the church survived not because the Nazis spared it, but because the flames simply did not leap across the surrounding cemetery to the building. That church became the temporary home for the initial volunteers who helped rebuild until, step by step, the people of Honningsvag were able, with support from the national government, to rebuild their city and provide new, modern homes for thousands of displaced persons. It is a stunning reminder of the high cost of war and hatred but also offered insights into the heroism of the persistent and courageous Norwegian resistance, to which several museums throughout the nation have been dedicated.

Going Home

The next morning, at 9 a.m., our ship docked in Kirkenes, a small town that abuts the Russian border to the east. It was the end of our cruise, punctuated with a short bus ride to the local airport for a flight later that day to Oslo. On that flight, we had the chance to converse with a retired Norwegian airline pilot and his wife, who told us about an occasion on which the Russian government, seeking to dispose of Syrian refugees, had put them all on bicycles and sent them across the border into Kirkenes to let the Norwegian government deal with them. With a hint of sarcasm, he noted that the bicycles had to be destroyed once the refugees were taken into custody because the Russian vehicles did not meet Norwegian bicycle safety standards. I will let the reader make of this curious story what you will. I have no reason to doubt its veracity, but if true it certainly smacks of cynicism on the part of Russian officials.

Our three friends caught an earlier flight back to Bergen, where they chose to spend two more days. Jean and I stayed overnight at the Radisson Blu Airport Hotel, awoke for an early breakfast the next morning, and walked back across the pathway for a flight to London’s Heathrow Airport. There, with only a 75-minute layover to dash through the long halls of a monstrous facility, we made our way to a United flight back to Chicago. Our lives were about to return to normal.

Our One-Day Peek at Oslo

Oslo is pleasant, scenic, historic, and modest enough in size to be easily navigated. You can learn a great deal about it quickly, but perhaps not as quickly as my wife and I were forced to do by circumstances. But we thoroughly enjoyed our short stay.

Despite better intentions, we had but one full day to explore Oslo. Our hopes for a second day, as noted in my last article, were dashed by a three-hour United Airlines flight delay out of Chicago that became a six-hour delay in reaching Oslo. In effect, we lost an entire Sunday afternoon that might have afforded us a greater opportunity to learn about the Norwegian capital before continuing to Bergen. But in this piece, I will focus on Oslo.

First, some general comments. Although I will not claim any sort of fluency, I usually try to learn at least the rudiments of the language of countries I visit. The only exception has been Spanish because I learned a great deal in high school and college long before working in the Dominican Republic in 2000 and 2001. In other cases, I have often had a relatively short window of opportunity between learning that I would travel on business to another country and had to cram mercilessly in a painfully limited amount of spare time. The most daunting such experience involved acquainting myself with a tiny amount of Sinhala before joining a team in Sri Lanka after the 2004 Indian Ocean tsunami. I did much better with Italian in a short two-month window following an invitation to Venice, in part because it bears considerable similarity to Spanish. I thought I had a much longer window in planning our trip to Norway, but it followed my retirement from APA by just six weeks, and spare time was almost nonexistent before that. So, I squeezed most of it into a month, but I learned something important. As a Germanic language, Norwegian bears a substantial similarity to English in many respects, while retaining distinctive Scandinavian characteristics. But that similarity allowed me to begin making sense of things quickly. Once you are in the country, if you know a little bit of the language, you begin making sense of much more of it because of the constant exposure. Even that limited knowledge of the native language of the country you are visiting enriches the travel experience in unanticipated ways.

However, one factor limited that exposure even as it made life easier: Almost all Norwegians these days learn English from early elementary school and are fluent before they reach adolescence. Many then learn a third language in high school. Because of our short visit, however, that may have been just as well. It reduced confusion a great deal. Moreover, in places where tourists abound, such as hotels, airports, cruise ships, and museums, local familiarity with English is virtually universal. This will come as no surprise to veteran European travelers, but is worth sharing, perhaps, with newbies.

As a result, getting suggestions and directions was remarkably easy, enhanced by the almost universal friendliness of Norwegians in responding to visitors. We learned quickly that we could obtain an Oslopass for 24 or 72 hours that would allow us free access to numerous museums, the transit system, and ferries. The ferries were important because we decided to visit Norsk Folkemuseum (the Norwegian Folk Museum), which was in Bygdøy,a peninsula on the western side of Oslo that requires a ferry ride from the downtown area where our hotel, the Radisson Blu, was located. Fortunately, the harbor was at most a 15-minute walk from the hotel.

The path lay through the Royal Palace grounds. You can, by the way, take a tour of the palace, although we noticed that it was not included in Oslopass. With only one day, we regrettably decided to pass on the experience, but we certainly enjoyed the spacious grounds and shot some photos. We then followed our directions to the pier, only to find ourselves also passing the National Theatre, a delightful old building that made me wish we could stay to enjoy a concert. Again, time was our enemy. We shot more photos and continued to the pier, passing Oslo City Hall as well on the way because it sits right near the waterfront.

At that point, we unexpectedly discovered something we inexplicably had not thought about, but which was in the Oslopass package. The Nobel Peace Museum, with exhibits about the history of the Nobel Peace Prize and a nice gift shop for those seeking mementoes or books, sits right across from the dock. It was a wonderful serendipitous discovery, and we decided we would be fools not to visit.

Those less inclined to ponder some of the most serious questions of modern history may not enjoy the museum as we did. The current exhibit dealt with the efforts of Colombian President Juan Manuel Santos (the 2016 winner) to bring peace to his nation by negotiating a pact with the FARC rebels, ending a conflict that had raged for nearly five decades in some form, costing the lives of thousands of Colombian citizens killed by rebels or paramilitary forces, often in connection with deadly drug cartels. Those stories are sobering enough. But there is a room illuminated by soft glow lights with haunting background music and winding rows of brief explanations about the dozens of Nobel Peace Prize winners since the beginning of the 20th century. One soon realizes, even in a cursory review of their stories, how many people have laid their lives on the line to advance world peace. If you have a decent shred of humanity in your bones, walking through this chamber will be a very humbling experience. It was clear to me that, whatever I thought I had contributed to the betterment of humanity, it pales alongside the sacrifices of these noble men and women.

One of the most striking cases was that of Carl von Ossietzky, a German pacifist arrested by the Nazis in 1933 and awarded the prize in 1935. Despite his poor health, the German government refused to allow him to leave the concentration camps to accept the prize. He died in 1938, still in the camps. His award infuriated Hitler, and the government demanded that he decline the honor, which he refused to do. Years later, a similar scenario played out in the Chinese government’s angry response to the Nobel committee honoring dissident Liu Xiaobo, who later died while under house arrest. Speaking truth to power remains a very hazardous occupation.

It was still only late morning when we emerged and found our way to the nearby Bygdøy ferry. The ferry provided its own joy as we exchanged cameras with nearby couples for photos. Not sure who among our fellow passengers spoke what languages, I overheard a family conversing in Spanish and asked them if they would shoot our photo. I immediately learned they also spoke English and were from San Diego. They obliged, we obliged, other people obliged, and we all ended up with something better than selfies because we had made some momentary friends. It did not matter that we would probably never meet again; we had broken the ice for our short journey across the bay on a sunny, breezy day.

And so, we all went our own ways once we went ashore. Bygdøy has two primary attractions for visitors, the Viking Ship Museum and the Norwegian Folk Museum. My wife opted for the latter, although I might like to have found time for the former as well. In either case, the route involves walking uphill along a charming residential street and then following signs to the museum of your choice. This apparently prosperous residential area features very attractive hillside vistas above the harbor.

The Folkemuseum can easily justify several hours of devotion with indoor and outdoor exhibits. The indoor exhibits are in large brick buildings closer to the Visitor’s Center and gift shop near the main entrance. They include some Norwegian art, a rather frank photographic discussion of both Sami culture and the history of social discrimination against the indigenous Sami people, for which the Norwegian king and queen issued a formal apology in recent years, and the difficult role of homosexuals in that environment. There is also a display concerning the role of the Reformation in Norwegian history and culture. In the 16th century, as many people are aware, Norway broke from the Roman Catholic Church to become a predominantly Lutheran nation. Several centuries earlier, Norway and Sweden experienced dramatic changes when Christianity was introduced into a previously pagan Viking culture. Scandinavia was never the same again, and Viking culture, as such, ceased to exist.

Life in those times could be harsh and bleak in Norway because, despite the striking beauty of the landscape, it was also difficult for farming. Much of the land is mountainous, and landholdings were generally small. These and other factors drove much of the immigration to the United States by the 19th century. One gets some sense

of this history from looking at the preserved barns, farmhouses, and other buildings in the numerous outdoor exhibits that line dirt walking paths throughout the museum’s domain. While my wife chose to sit and rest at one point, I climbed a hill on the eastern end of the museum grounds to find a preserved stave church at the top. To my surprise, the interior did not seem very big, and it also seemed largely dark and foreboding. A painted communion scene illustrates the wooden walls behind the altar. Stave churches relied on wood construction without nails, using the skills of medieval master craftsman to fit supporting beams (staves) into perfectly fitted crossbeams to create what today is a precious piece of the world’s architectural heritage. I acquired a book about this phenomenon and have learned that, while medieval Norwegian Christians built about 1,000 of these structures, only 29 remain, largely in the hands of preservation organizations. The Gol church I saw was slated for demolition when it was replaced in its home town by a new structure in 1882, but King Oscar II of Sweden purchased it and donated it to the museum, which then reconstructed it on its current site in 1885. While a mere handful of stave churches continue to function as parish churches today, most experienced salvation as this one did, usually being acquired by one of several preservation organizations functioning in Norway, which typically reopen the buildings as museums as a means of supporting their efforts.

By late afternoon, however, we caught the ferry back to downtown Oslo. We wandered along the waterfront, checking out the menus in the various waterfront restaurants until we found something sufficiently Norwegian to satisfy our curious palates. (Oslo, like any major city, has developed a diverse cuisine and imported other cuisines that provide a range of options for citizens and visitors alike.) We ended up at Louise Restaurant & Bar. My wife decided to be brave and try cheek of beef, which she had never had before, while I opted for salmon; as we often do, we exchanged samples. Frankly, her choice had much of the taste and texture of pot roast and was much less exotic than she feared. Both dishes included other well-prepared ingredients that added to their appeal, such as potatoes, kale, and cauliflower. Although a retired Norwegian airline pilot we met later informed us that other restaurants in town were less expensive, we relished the waterfront ambience on the last evening we would spend in Oslo. I understand his perspective; I don’t often eat at waterfront restaurants in Chicago, but that is in part because they occupy such familiar territory. We were in Oslo just this once, and we meant to enjoy it. When we were done, we hiked back to our hotel and settled in, knowing we would need to rise early the next morning for an adventure I will describe in the next installment.

Still Room for Improvement in the “Friendly Skies”

It has been almost a month since my last blog post, for a reason. I spent most of the remainder of July at a conference in Colorado, for four days, and then overseas, for nearly two weeks. My wife and I traveled to Norway for a vacation, and I chose to separate myself from my laptop for the duration. In coming weeks, I will produce some travelogue posts about that trip, as I have often done in the past. Norway has a great deal to offer for curious travelers.

But first, I want to describe some issues from an experience I am sure many other travelers have shared. Some aspects of this experience, I am sure, are an inevitable part of travel, which always involves the possibility of delays, whether from weather, traffic accidents, or equipment malfunctions, on highways, in the air, or on water. Other aspects are a function of corporate culture and the way in which airlines or other transportation providers choose to communicate with and respond to their customers.

Our flight from Chicago on July 15 began with United Airlines, on which I had used award miles to book both of us to Frankfurt, Germany, with connection on Lufthansa (a Star Alliance partner of United) to Oslo. United Airlines suffered earlier this year from a tsunami of negative publicity for its ill-considered removal of Dr. David Dao from a flight to Louisville, Kentucky, from O’Hare International Airport. The brutal dragging of this paying customer from his seat to make room for airline staff also besmirched the reputation of the Chicago Department of Aviation’s airport police, whose desire to become armed police suffered a long-term setback because of the incident. Followed by some inadequate corporate explanations before CEO Oscar Munoz finally issued a full apology, the incident made no one look good.

I mention this only because, in my opinion, the situation that evolved on our trip shows that United Airlines still has considerable room to improve in learning how to inform and serve its customers when problems arise. Our flight was scheduled to depart at 2:35 p.m., arriving at Frankfurt at 5:55 a.m., with a 7:05 a.m. connecting flight to Oslo. About one hour before that, I began to notice that no one was arriving to staff the original gate assignment, and the number of people present seemed modest for an international flight. Naturally suspicious, I rechecked the monitor in the hallway to discover that the flight had been moved to another gate. That happens, but I did politely ask at the new gate why I had not gotten a text from United, which routinely happens with all updates.

“You always have to check on gate assignments,” she said. I was aware of that—I have traveled a great deal over the years—but she did not really answer the question of why a routine update had not occurred via text. Instead, I got a reply that implied that I did not know any better. Thanks for the condescension, United.

It went downhill from there, as the United personnel learned that something was apparently awry with the engine on the aircraft and needed inspection. What followed was a slow drip of information that materialized in eight separate text messages that ultimately resulted in a departure at 5:30 p.m. In the absence of more definitive information in place of the assortment of 15- and 30-minute delay announcements, it was impossible to know at what point one’s connections would become impossible or, for that matter, which subsequent rebooked connection would be viable. Predictably, the lines for rebooking at both the gate and the United service center became long. At one point, one of the gate attendants checked on later flights and told me, “I’ve backed you up for 10:00.” What I learned later was that the phrase “backed up,” which I’d never heard before, effectively meant nothing. A new boarding pass in Frankfurt might have been useful. In the confusion and amid the crowd of frustrated passengers, getting better answers proved challenging, to put it mildly. Suddenly, in the end, before any of us knew what connections we would have in Frankfurt, airline personnel announced that boarding would commence. We were in the unenviable position of waiting until we got to Frankfurt to find out how we would get to Oslo. The only advice in Chicago was to go to the Lufthansa desk in Frankfurt (a huge airport) to find out. Our flight finally arrived in Frankfurt around 8:30, as best I recall. By then, I was more interested in facilitating the next leg of our journey than in recording the precise time.

Aboard the plane, those needing to rebook connections were told which gate to go to, but as we deplaned, a woman with a sign was telling the same passengers a slightly different gate. Where to go? Many of us ended up at the gate we were told as we got off, only to find that the Lufthansa attendants seemed even more preoccupied with serving passengers from a flight from Washington, D.C. One challenge in these situations is knowing precisely which line will best expedite your request without being able to just cut to the front to find out. When we did reach the desk, an attendant printed out something other than a boarding pass—I have by now tossed it and can’t remember what useless information it contained—and directed us down the hall to the “gate with the yellow signs.” I soon wondered if she was just getting rid of us because “down the hall” meant nothing. Every Lufthansa desk has yellow logos because that is their corporate color. We began to ask again, but we learned that the 10:00 a.m. flight that had been promised was at A52, which we could reach after going through Passport Control, which went quickly enough. But at A52, we were informed by a somewhat sympathetic Lufthansa agent that the flight in question already had a “wait list” of 30 people. So much for being “backed up” on the 10:00 a.m. flight. Soon, she made clear that she simply could not get both of us on the flight, and we made clear we did not want to fly separately, which would only mean Jean would wait in Oslo for my arrival, adding confusion to an already difficult journey.

When we made clear we would stay together, she directed us to A12 for rebooking. That became another interesting feature of communication involving signage. We reached a hall where signs to the right indicated A11 and below, while Gates 13 and above were to the left. Where was A12? We asked one middle-aged airport employee, who sounded like an American, about the gate and he pointed us to the left. Wrong—when we did not see it and asked at a gate, we were pointed back just behind where he had been. In fact, there was no sign for A12, but it was the Lufthansa service desk, not an actual gate. Why not tell us that to begin with? In any case, one friendly worker there tried to get us new boarding passes from one of the kiosks, but that did not work. We had to take a number (A3108) and wait for the electronic sign to tell us which of five desks would handle our problem. Fortunately, about ten minutes later, we were directed to a lady at the end of the wall. After shaking her head at one point, asking me at another if we had been booked with award miles, and discussing the matter by telephone in German with someone, she finally said, “You’re lucky. These are the last two seats on the 1:15 flight.” I thanked her; she had at least accomplished something for us. As for being lucky, I had mixed feelings. After so much non-direction and misdirection, and some other Lufthansa personnel adding to our growing feeling that customer service was not a high priority, I was no longer sure what “lucky” meant. But at least we knew when we would connect to Oslo.

Exhausted by then, Jean took a short hike down the hall from our new gate while I watched our belongings. We were getting hungry, so she bought hot dogs for both of us. That may have helped revive us a bit. We reached Oslo at about 3:10 p.m., got our luggage by 4 p.m., and caught a shuttle to the downtown Radisson Blu Hotel, and checked in by 5 p.m. We had lost an entire Sunday afternoon of sight-seeing that we may otherwise have enjoyed. Once we had stored everything in our room, we crossed the street to a Spanish restaurant, our only activity for the evening, and enjoyed tapas and Sangria and chatted with the waiter. Upon discovering that the trip was in part a celebration of my retirement, he arranged for a complimentary dessert of delicious flan with caramel sauce.

At least someone still knows what good customer service still looks like. The place is called La Sangria Restaurante Espanol. If you’re ever in Oslo, pay them a visit and tell them I sent you.

All’s Well at Burwell’s

Warmth is a concept with many dimensions. In the realm of physics, it is a relative measure of temperature. In reference to weather, perhaps the most common subject of human conversation, it is a measure of the kinetic energy of the atmosphere around us, which is constantly changing. Mark Twain has been erroneously quoted as saying, “Everybody talks about the weather, but nobody does anything about it.” His friend Charles Dudley Warner sort of said it, but no mind. On Tuesday, February 7, in Charleston, South Carolina, no one around me had any complaints. We were perfectly happy with the kinetic energy of the atmosphere of the day, which brought the city to a very comfortable 75° F. No rain, just a mild breeze. Let it be. (You can accurately take that quote from the Beatles.) Two days later, I would have to return to Chicago, where it was 18° F. when I stepped off the airplane.

Like many other English words, warmth takes on many metaphorical and emotional connotations derived from its physical qualities. “If you can’t stand the heat, get out of the kitchen,” President Harry Truman used to say, and he was not referring to room temperature in the White House. Conversely, there is the warmth of positive human relationships, just as there is a chill in the air when they are not going well.

That evening, at a downtown Charleston restaurant, Burwell’s, I experienced that warmth at a group dinner organized by some National Oceanic and Atmospheric Administration (NOAA) staff for those members of the NOAA Digital Coast Partnership who were attending the Coastal GeoTools Conference. The partnership consists of both NOAA, through its National Ocean Service, and eight national nonprofit organizations, including the American Planning Association, which I represented along with a colleague, Joseph DeAngelis, a research associate for the Hazards Planning Center. The conference was hosted for NOAA by the Association of State Floodplain Managers (ASFPM).

But enough of the organizational details. Shortly after all our carloads arrived at Burwell’s, and our party of 24 was led upstairs by the wait staff, it became apparent that something special was afoot. Miki Schmidt, Division Chief for Coastal Geospatial Services at NOAA, attempted to get people’s attention by clinking empty glasses. It wasn’t working, so I decided to use my booming voice to say, “Miki wants your attention.” That worked. Then he announced, to my surprise, that they wanted to honor my upcoming retirement with a few gifts, among which were a framed certificate of appreciation from the U.S. Department of Commerce for my service in supporting Digital Coast and a framed photograph of those who had attended the last full meeting of the partnership in Rhode Island in September 2016, signed by many of the attendees. The warmth of the professional and personal relationships built with colleagues since APA joined the partnership in 2010 became readily apparent to me in this unexpected moment.

Then we sat down, and the “roast” began. More than once, as Miki seemed ready to turn the floor over to me for the final word, someone new would pop up to offer stories both fun and serious. Yes, it was true that I had once, wearing a moveable wolf mask, climbed through the open window of a park shelter in Madison, Wisconsin, during an evening reception for a partnership meeting hosted by ASFPM, asking the whereabouts of “them three little pigs.” Undaunted by the momentary confusion my entrance engendered, Allison Hardin, a planner from Myrtle Beach, South Carolina, insisted on posing for a photograph with the wolf, who politely obliged. I was known (though not alone) in trying to provide such moments to enliven the more relaxing moments of partnership gatherings. When my “final word” finally came, I shared not only some enhancements of the recollected moments, but my own plans beyond APA, which I discussed in a recent blog post, “The Fine Art of Stepping Down.”

Still, the Digital Coast Partnership was also built through a great deal of hard work, which was also celebrated. The representatives of the groups involved worked hard over the past decade to build the partnership, which is now celebrating its tenth year. Meetings sometimes involved long discussions of how we could better collaborate, and we now often partner on important proposals and projects in which our complementary strengths facilitate important progress in achieving Digital Coast’s mission. NOAA established Digital Coast to advance the use of geospatial technology by coastal communities to improve and enhance coastal planning and resource management. Much of this consists of a substantial and growing of free, online tools and resources for mapping and visualization purposes. The partnership consists of the user communities that can help vet Digital Coast products and assist in their dissemination. But the operative Digital Coast slogan has been “More than just data.” It is the human dimension that matters, and the science and technology have been means to an end, which is enabling the achievement of noble coastal community goals such as environmental protection, hazard mitigation, economic sustainability, and climate resilience.

And so—I suppose it was appropriate that the organizers of the dinner chose to bring us to Burwell’s Stonefire Grill, which generates its own warmth through its comfort menu of steaks and seafood. Though it certainly can be pricey like any steakhouse (most steak entrees are between $30 and $40), the food is outstanding. Personally, I indulged in the lobster bisque for starters. It offered some of the deepest, most flavorful spoonfuls of joy of any bisque I have had in a long time. Alan, our waiter, was not lying at all when he told me it was great. On the subject of warmth, let me add that the wait staff of Alan, Mat, and Will were very patient and careful in tending to this large crowd, as was bartender Jo Jo Chandler. I did not meet the owner, John Thomas, but he is to be commended for both the staff and the cuisine. The Wagyu flat iron steak that I ordered was tender and delicious. I also indulged in a side order of Brussels sprouts, which I love but which require some attentive preparation to succeed. These were great in part because they were prepared in combination with caramelized onions. Others around me

enjoyed the seafood offerings, including oysters and scallops, and I heard no complaints and considerable praise. I can assure readers that, if you visit Charleston, Burwell’s is worth a visit for one of your evening outings. It also features a warm and casual atmosphere and a good downstairs bar, from which that amber beer in my hand originated, courtesy of Chad Berginnis, the executive director of ASFPM. I wasn’t sure, when we first arrived, why he offered to buy. Now I suspect he was in on the “roast” plan all along. Thanks, I say, to all of my friends at Digital Coast. My actual retirement from APA may have been almost four months away, but they knew this might be the last chance to do it before that day came. I hope they do the same for others when the time comes.

Keeping It Sharp in the Flats

Let’s start with the fact, obvious mostly in retrospect, that I should have printed out a map of the Flats Entertainment District in Cleveland rather than relying on Onstar, the GM dial-in navigation system in our Saturn, for directions. (I could also have used my iPhone for guidance, but I hate looking at such a small screen while driving.) On this one occasion, Onstar stumbled somewhat, but a quick call to Alley Cat Oyster Bar, our choice of location for an anniversary dinner, got us to our destination a mere two blocks away. My point is that the Flats can be mildly confusing if you have not been there before. Onstar told me to go to a traffic circle but failed to detect that another traffic circle preceded the one in front of Alley Cat, but nonetheless insisted “you are near your destination.” Well, sort of.IMG_0258

That said, Onstar has generally served us very well for several years. But in certain anomalous settings like the Flats, it can fall short. The city could also improve its street signage in the area.

The Flats are somewhat anomalous in any event. Here is an area now known for high-end restaurants and entertainment venues along a river that in 1969 caught fire from a train spark and burned. When I was in junior high school in Brecksville, Ohio, in the early 1960s, our class took a field trip on the Goodtime Cruise down the Cuyahoga River and into Lake Erie. One of my classmates asked the tour guide what would happen if someone fell overboard into industrial filth that filled the river. The guide answered rather calmly that the person “would probably get pneumonia and die.” That answer haunted me into my college days, when I emerged as an environmental activist and founded the first student environmental organization at Cleveland State University.

The movement that grew out of shocking events like the burning river helped trigger the creation of the U.S. Environmental Protection Agency and the passage of the Clean Water Act, which in turn steadily advanced cleanup of the Cuyahoga River, among many others. In the meantime, foreign competition hammered the once-dominant steel industry, and other industries either died or evolved. It was a classic Rust Belt story. Over ensuring decades, the Cuyahoga River changed dramatically, and the current version of the Flats grew up where industrial sewers used to reign. It is a long story that has been told many times and deserves to be understood in the current political environment because it shows that this nation can succeed in improving its quality of life and the environment when it musters the political will to do so.

IMG_0256But back to dinner at the Flats. With a sense of history that is not yet lost in Cleveland, I sat in Alley Cat with my wife, watching out the window at the nearby river, this time watching a team of kayakers row up and down, a pleasure boat docked at the Alley Cat and another across the water at Shooters, on a sunny June evening in Cleveland, just two hours before Game 3 of the NBA Finals would take place downtown at Quicken Loans Arena, where the Cleveland Cavaliers were facing off against the Golden State Warriors in a rematch of the 2015 series. The city’s attention was riveted to the fate of its beloved Cavs.

There are today about a dozen restaurants in the general area of the Flats, but I chose Alley Cat based on its online reviews, which had been stellar. My wife, not a Cleveland native (she grew up in Nebraska), left that decision to me. But we both love seafood, which is Alley Cat’s strong suit, so she was happy. I can happily recommend Alley Cat on several counts.

IMG_0253First, the food is excellent. I enjoyed a Faroe Island salmon entrée, which is draped in Vauduvan curry sauce, accompanied by black rice and yellow squash. I enjoyed it all. My wife opted for the less expensive and more predictable fish sandwich (cod), with pickles and fries, but we cross-fertilized each other’s dinner a bit. The spirits list is impressive, although predictably pricey.  The bottom line is that neither of us was disappointed. Jean, generally a Merlot fan, loved the Syrah that I picked out.

But second, and very important, the wait staff was uniformly gracious and friendly. This is a feature of Cleveland more generally that many outsiders do not appreciate until they experience it, but this is a town that has had good reason at times for a chip on its shoulder yet retains a very welcoming, congenial atmosphere. It is fun to interact with people in the Cleveland metropolitan area. They seem to prefer to enjoy life. At times, they almost made me wonder what I was doing in Chicago. Just the night before, we had met over dinner in Shaker Heights with a former co-worker of mine, now working as a planner with the Northeast Ohio Areawide Coordinating Agency, who seemed very happy with his move here from Washington, D.C. As for the staff at the Alley Cat Oyster Bar, they were extremely accommodating with our every request.

IMG_0255The final point deals with the scenery. What was once a stinking, unhealthy cesspool a half-century ago is now a remarkably pleasant setting. Our table was right by a window facing west to the river, where we could watch the rippling water pass by along with the kayakers and other floating transportation, in the shadow of highway bridges high overhead, but with a sidewalk that allows one to experience the marine milieu in a refreshing way. There is outdoor seating, but this day had been rather cool for early summer, so we settled for inside dining.

This all served to remind me that the Flats are at the mouth of the Cuyahoga River. It is a relatively short reach of a river that stretches upstream to Akron along a beautiful valley that is now preserved, for the most part, in the Cuyahoga Valley National Park, the subject of my next blog post.
