Envisioning a More Resilient Future

One reason I have long loved being an urban planner is that, ultimately, planning is about imagining a better future. Or should be, anyway. Although I was in my early thirties before I returned to school for a pair of graduate degrees in Urban and Regional Planning and Journalism (a very unusual combination, I soon learned), I was intrigued with the creative process as early as high school. At the time, I applied it mostly to writing, but I learned in college that creativity was valuable for just about any endeavor. Much later, I was enthralled when I read University of Chicago psychology professor Mihaly Csikszentmihalyi’s path-breaking 1990 book, Flow, a study of the creative process. By then, I was already in the throes of writing my own books and learning where my planning credentials could take me.

While most planners never write or publish books, we all are quite accustomed to producing plans, reports, and other documents for consumption by the public, public officials, and other decision makers. We learn how to present these materials and visualizations in public at meetings and hearings. Visual depictions, for example, of what a neighborhood not only is, but could become, are standard fare. Many of us learn to work with various kinds of visualization and design software that create renderings of future versions of boulevards and parks and other public spaces. What architects do for individual buildings, we try to do for entire neighborhoods and cities. In the process, we try to feed and amplify the public imagination for what could be, hoping to find options for improvement that will appeal to a public that may be looking for alternatives to an unsatisfactory or uninspiring status quo. Whole books and software programs, such as CommunityViz, have been devoted to sharing strategies with planners for accomplishing these visionary goals.

The written word and visualizations are two ways, often combined, for helping people see new possibilities or change the way they see the familiar. I have used them for decades, in evolving ways, to help people better understand my own planning specializations, hazard mitigation and disaster recovery. When a natural disaster such as a hurricane or earthquake has shaken a community’s assumptions about its own future, it can be time to think about rebuilding in a way that makes that community more resilient in the face of future events. I helped advance the idea of pre-disaster planning for post-disaster recovery, that is, thinking before a disaster even happens about what would expedite the recovery process and allow the community to emerge stronger and more prosperous than before. This has become known as finding the “silver lining” in the dark cloud of disaster recovery, building hope during a process that can take years or even decades in the most drastic situations.

Even when I left the American Planning Association (APA) at the end of May 2017, I largely envisioned a continuation of my hybrid journalistic and planning career in the form of books and teaching, for the most part, augmented by various consulting jobs. It was only after conversations with high school classmate David Taylor at the 50th reunion of our Brecksville, Ohio, Class of 1968 in June 2018 that another idea took shape. David, a Purple Heart Vietnam Veteran, had taken a very different path in life after recovering from war wounds, by becoming first a photographer, and later a videographer. After retiring from a marketing position with the U.S. Postal Service, he opened his own studio and has done film and photography work for veterans and environmental groups, as well as traditional assignments like weddings.

Dave had followed my career for decades, starting with the publication of my first book, Raising Less Corn and More Hell (University of Illinois Press), in 1988. As I grew into my role as a leader in hazards planning, he became fascinated with what planners do in that realm, regarding them as “unsung heroes” of the recovery process. Further conversations led to a visit to his home in Sarasota, Florida, in February 2019, which included a presentation at a Florida Atlantic University symposium in West Palm Beach, and eventually that fall into the idea of producing a video documentary about the role of planning in helping communities address threats from natural disasters and climate change. As chair-elect at the time of the APA Hazard Mitigation and Disaster Recovery Planning Division (HMDR), I took that idea to the executive committee, and they chose to sponsor the project.

Thus began, for me, a new way of thinking about how to engage the public on these issues. I had no experience with film as a vehicle for this process, except as a viewer, but the idea captured my imagination. What can one do with film that would be different from the written word? As the script writer, how would I think about the narrative differently? Moving out of my comfort zone forced me to think even more creatively than usual, but I welcomed the experience because I sensed that it might give us a new way to capture people’s emotions and imagination around an idea whose time was overdue. The United States, and the world, were suffering ever more massive losses from natural disasters, in part as a result of climate change, and needed new ways to approach the problem. Maybe the kinetic visual impact of a film could help affect that, if crafted with the right forward-looking perspectives in mind.

It would not be easy, and I readily understood that. Moreover, the first question was how to pay for the project. Movies are inherently more expensive to produce than books, and involve at least as much work in most ways. But if we could pull this off . . . .

Fortunately, incoming chair-elect Stacy Wright was able to arrange a $5,000 donation from Atkins, a consulting firm, to start the ball rolling in the fall of 2019. I became chair of HMDR on January 1, 2020, but the COVID pandemic intervened within weeks and by March 2020, we had to shut the project down and wait for the best. It was the fall of 2021 before we were again able to move forward. We created a Video Project Advisory Committee to provide guidance on the project. It consists of leading voices in the hazards planning subfield. We also began to assemble teams of regional volunteers who could assist us with logistics and recommend leading planners for interviews and advice.

We chose to name the film Planning to Turn the Tide because of the metaphorical implications of seeking to reverse the growing tide of losses of life and property from natural and other disasters. Well aware of the impacts and trends of climate change, we know that the number and costs of America’s billion-dollar disasters has risen rapidly in recent decades. We also know that planning can make a difference.

In the meantime, we raised additional donations from other consulting firms* and won two small grants from the APA Divisions Council to help us get started. We announced our project in May 2022 at the APA National Planning Conference in San Diego and recorded interviews with leading hazards professionals at the Association of State Floodplain Managers annual conference two weeks later in Orlando. By mid-July, we had recorded 14 more interviews in the Florida Panhandle, mostly in Panama City, following the area’s recovery four years after Hurricane Michael struck as the first Category 5 storm to reach the U.S. mainland since Hurricane Andrew in 1992. In that visit, we had extensive support from both City Hall in Panama City and the Bay County Chamber of Commerce, which provided its board room for a recording studio for an entire day.

By then, our main problem was that we needed an easy way for people interested in supporting the project to make donations. Fundraising can be hard work, but there is little reason these days to make it harder than it needs to be. APA worked with us over subsequent months to create a dedicated donations page where people could donate online. Because we were the first division in APA’s history to attempt a project like this, we were also the first to need such a mechanism, but by late March of this year, it was ready. FOBOTS

Over the past weekend, two legendary quarterbacks who may be outlasting their time in the spotlight went down to defeat with their teams. Neither Aaron Rodgers, of the Green Bay Packers, nor Tom Brady, recently with the Tampa Bay Buccaneers, will be headed to the Super Bowl. At their current salary level and respective ages, there is also the question of whether they can find a National Football League team that wants to spend what is necessary to keep them on the field. If not, retirement may be involuntary for either or both.

Rodgers earned some well-deserved opprobrium when he dishonestly claimed to have been vaccinated, even though he was not, putting his team and others at risk because of his own arrogance. The NFL probably buttressed that arrogance with a modest penalty that was largely a slap on the wrist for a man with an eight-figure income. He has enjoyed a secondary stage hawking State Farm insurance, but for superstars, such ads are merely an auxiliary revenue stream. They can, however, last a lifetime. Just ask Joe Namath. For some, there is a new career in sports announcing, a legitimate second career for people like John Madden. Such alternatives require a different set of talents from sports itself, so not everyone can make the transition. Honorably, some athletes have used their celebrity power to advance charitable causes and social justice; LeBron James comes to mind. Endorsements, of course, require little more than lending one’s name to a product or project, a process commonly known as branding. But that does not always put one in the limelight, at least not directly.

That is the question I wish to raise here because the desire for attention is a matter of personal psychology. There is nothing inherently wrong with continuing in a position as long as one is capable. However, there are issues involving personal maturity and perspective that are worth exploring. For example, does your reluctance to step away from the limelight betray the lack of any larger focus in life than simply being the center of attention, or do you have a larger sense of purpose? Conversely, is your determination to remain on stage a function of narcissism or an oversized ego?

Merriam-Webster states that the earliest known use of the acronym FOMO—fear of missing out—dates to 2004. Merriam-Webster defines FOMO as fear of missing outfear of not being included in something.” Because I jokingly refer to myself as a “compulsive extrovert,” I can relate somewhat to the idea, which long ago went viral, but emotional and professional maturity must at some point prevail. One cannot be everywhere, and priorities are essential. We can all stop and ask ourselves why something matters. In many if not most cases, we must also ask whether it matters.

I propose that we apply the same logic to what I will now label FOBOTS: the fear of being off the stage. As Merriam-Webster’s definition states, FOMO simply relates to a desire to be included. FOBOTS is about being the center of attention. Much more ego is involved. The maturity equation here is different and far larger. The question is whether the person in the limelight is hogging (or hugging) it because of a deep need to feel important, or has some larger purpose for which he or she is uniquely suited. In the latter category, I would suggest that, while Rev. Dr. Martin Luther King Jr. was frequently in the limelight, it was not often complimentary in his day, he suffered a good deal of withering criticism for taking principled positions on hugely significant issues of human rights, and he was clearly more interested in moving the agenda on civil rights than in self-glorification. He also left behind a very strong bench of independent thinkers in the civil rights movement who have continued to carry the banner long after he was assassinated. Moreover, he was still very young (39) and capable when the assassination occurred. He knew it was a possibility because of the racial hatred and violence that still exists in the United States of America, but there is no evidence that it is the outcome he wanted. No one with his skills and vision wants to be murdered. Such people do want the satisfaction of moving the moral arc of the universe, to use the biblical metaphor. To care about that, they must care about others.

So, who really suffers from FOBOTS? Certainly, plenty of politicians. The sickness today is clearly rampant because the former president, refusing to concede loss in the 2020 election despite an absolute dearth of evidence of voter fraud, cannot abide departing the stage, even when he is harming the prospects of his own Republican party by supporting primary candidates whose agenda is to help Trump exact revenge on his perceived enemies and those who refused to participate in his scheme to overturn the election. In contrast, former President George W. Bush, having served his two terms, virtually disappeared from the public stage and launched a new avocation as a portrait painter. His father, President George H.W. Bush, willingly departed the White House to allow a peaceful transfer of power to President Bill Clinton. And most notably, President Jimmy Carter, who lost re-election to Ronald Reagan, has used his post-presidency to advance a variety of humanitarian causes in a dignified manner consistent with his own Christian principles.

With Trump, however, we have the spectacle of a defeated president who refuses to concede and refuses to honor the results, and simply manufactures false accusations by the wagon load to justify his position. What is best for the country matters little; it is the loss of the limelight, the fear of being off the stage, that dominates his psyche, which was shaped by early successes in life in being able to garner public and media attention as a glamorous son-of-wealth businessman and reality television star. Sorry, Trump followers, there is nothing more there. This is not about your welfare or any agenda that benefits anyone other than Trump himself. It never has been.

If the damage were limited, however, to a continued presence of Trump in the political quarrels of the day, that would be one thing. But the sickness runs deep enough, and the mass paranoia wide enough, to allow him to intimidate hundreds of other Republican politicians who also suffer FOBOTS. The fear of being primaried by a Trump wannabe is so pervasive that almost an entire generation of Republican leadership has lost its moral stature to the point of fearing losing their own smaller stages—as Senators, U.S. Representatives, governors, and now even as Secretary of State in swing states. Only a handful of Republican leaders, notably including Reps. Liz Cheney of Wyoming and Adam Kinzinger of Illinois—are willing to defy him and seek to build the badly needed new leadership that can guide the Republican party out of its moral wilderness. Notably, Kinzinger, while choosing not to run again this year, is launching a new organization to fight what he considers right-wing extremism in the Republican party.

The underlying question of FOBOTS is the emotional intelligence and maturity it takes to realize when it is time to make room for others who can follow in your wake. This requires having had some sense of a larger professional and moral purpose in life. To avoid FOBOTS, it is necessary to think through, in both moral and practical terms, what legacy you wish to leave behind. For many people around the world, that vision is focused on family, on creating opportunities for children, modest goals that do not require oversized egos, and those people should be admired. For the rare few, at various levels of public attention, the public stage is an opportunity to advance a good cause, to elevate humanity, to make life better for others who follow. FOBOTS is an indicator of narcissistic personality disorder.

There is nothing wrong with being in the public spotlight. I have occasionally enjoyed being there myself. But the question always remains: Why are you there, and what larger positive purpose will your presence serve? If you cannot answer that question with honesty and integrity, it may be time to find the exit. Use your time in the shadows to search your soul.

Greening Greater Racine

How often do any of us look around our communities closely enough to fully understand the extent of the greening activity that is taking place? My guess would be that the vast majority of us—and I include myself—have no idea of the sheer volume of hours and effort that is expended, particularly on a volunteer basis, to keep our cities green and healthy.

I had the opportunity this weekend to get a glimpse of all that effort in a city of about 80,000 just an hour and a half north of Chicago, in Racine, Wisconsin, a lakefront community about 20 miles south of Milwaukee. The gift to me was an invitation from David Rhoads to be the featured guest speaker for an event on Friday evening, March 18, which set the stage for an Eco-Fest the following day at Gateway Technical College. The evening event took place at the SC Johnson Golden Rondelle Theater, a building with a flying saucer appearance on the grounds of the SC Johnson Co. in downtown Racine. I should note that this company has for years sponsored environmental programs in and around Racine and provided backing through its Johnson Foundation for the famous Wingspread conference center, often used for important policy discussions related to environmental and resilience issues.

My theme was “Green and Healthy: The Future of Cities,” but I did not speak about Racine because, frankly, I did not know nearly enough about it, but also because my mission was to introduce the audience to the wider range of urban forestry and green energy activities around the nation. In the bargain, I discussed the role of hazard mitigation and disaster recovery planning in creating resilient communities that minimize the waste of destruction from natural hazards, concluding with the examples of Joplin, Missouri, which included major reforestation efforts in its recovery from a major 2011 tornado, and Greensburg, Kansas, which engineered a green recovery that has made the town 100 percent reliant on renewable energy. In short, my mission was to paint a holistic impression of what it takes to create green and healthy communities.

But David does know very well what has been happening in Racine, which was one reason he was introducing me that evening. We have known each other for nearly 25 years since he was a professor of New Testament at the Lutheran School of Theology in Chicago, and I was chairing the Environmental Concerns Working Group for the Metro Chicago Synod of the Evangelical Lutheran Church in America. David has always been intensely interested in the theology of creation and environmental stewardship. The Working Group mission became, and remains, financing and enabling energy efficiency and renewable energy retrofits for Lutheran churches in the synod, which covers four counties and roughly 200 congregations. David and his wife, Sandy, also a pastor, have made Racine their home and are actively engaged in environmental activism on the local scene, including faith-based environmental awareness efforts. I was thus more than pleased to honor David’s invitation.

Because the intent of my own presentation was to “set the table,” in David’s words, for discussing the greening of Racine, I was followed by a panel of four local professionals: Julie Kinzleman of the Racine City Health Department, who spoke on healthy beaches and water supply; Nan Calvert, on environmental education centers in the area; Matt Koepnick, on urban forestry; and the Rev. Bill Thompkins, an African-American church leader, on neighborhood beautification. Without detracting from the other three in any way, I must say I was particularly taken by Thompkins’s approach. After stating that his inner-city church had asked the question “you don’t necessarily want to ask,” namely, what would happen if your church were no longer present in the neighborhood, he and his parishioners and neighbors undertook to reclaim a city park that had become a gang battleground and began to distribute and plant thousands of plants and trees. What difference does that make? As Thompkins explained, people are more likely to treasure an attractive neighborhood than a neglected one, and to begin to take responsibility for their local environment. Greening the neighborhood, in effect, was a way of restoring the social health of the people in the neighborhood. That echoed a theme I had introduced earlier, citing our APA work in Planning the Urban Forest, that trees have actual mental health benefits that have been documented in social scientific studies. A city that is green is also a city that is healthy for its people.

But what also struck me was the diversity of the efforts underway, including not one but several environmental education centers in the area, and an ongoing expansion of tree-planting efforts in Racine. David asked me for a one-minute closing observation on the program, and that was the one point I chose to make. Look around. See how much is going on around you that you did not know was happening.

The entire program set the stage for a much better attended event the following morning at Gateway Technical College, a school on the lakefront that provides training in environmental technologies. Eco-Fest Racine featured more than 50 displays by groups large and small, activist and educational, including children’s activities, which attracted the immediate interest of my wife, a retired elementary school teacher. Display topics ranged from garbage disposal to recycling to energy audits to urban gardening and forestry to environmental education and advocacy. It included secular groups and Racine Green Congregations, where a woman named Margie informed me ruefully that Wisconsin, under Gov. Scott Walker, an ideological conservative, has been losing its best scientists from agencies like the Department of Natural Resources because of anti-scientific bias from the administration. In the space of just a few hours, neither my wife nor I could absorb all that was offered in this cornucopia of information, but I came to realize one thing: Such events serve a critical purpose in exposing all of us to the breadth of activity that is present in our communities. I do not think Racine is unique, though it is blessed. I think other communities might contemplate the model of this program, the first of its kind in Racine, according to David, as a way of connecting people.  We need to be more aware of the ways in which we support each other so that those at work improving their communities can feel less alone. Networking, after all, is an important form of empowerment.

The Challenge of Creating Resilient Communities

Resilience has typically been defined as an ability to bounce back from, and to withstand, shocks and crises. These can include natural disasters but also terrorist strikes, sudden economic downturns, or major industrial accidents. The term was borrowed from the field of ecology, but it has taken root in community planning and has important implications for how and where we build and for the kinds of human capital we develop. It is inherently a complex topic.

That complexity raises the question of how entities outside communities can encourage or foster greater resilience within them. Is it all up to local planners and elected officials, or is there a role for state and federal governance and perhaps private philanthropy? If so, what is that role?

Last fall, the U.S. Department of Housing and Urban Development (HUD), followed up on its Rebuild by Design initiative that followed Hurricane Sandy by unveiling the National Disaster Resilience Competition (NDRC). The new effort makes nearly $1 billion in grants available to eligible jurisdictions. Details about the HUD Notice of Funding Availability (NOFA) and the overall competition are available elsewhere on the APA website, on the HUD website, and on several other sites allied to or supportive of the competition (also listed on the APA page linked above), most notably including the Rockefeller Foundation. The idea was to encourage communities to develop proposals that would address community resilience needs in a holistic fashion. At the same time, because the money was tied to the Sandy supplemental appropriations for HUD’s Community Development Block Grant-Disaster Recovery program, the proposals needed to tie those needs back to a presidential disaster declaration between 2011 and 2013, and meet other CDBG requirements relating to vulnerable and disadvantaged sectors of the community. Those requirements establish a threshold of eligibility for states and communities that can be challenging to meet while setting their sights even higher. In all, the NOFA listed 67 eligible jurisdictions. These included 48 states (only South Carolina and Nevada had no declarations during the relevant period), and 19 other counties and municipalities, plus Puerto Rico. Louisiana and Illinois had adjacent local jurisdictions eligible in both the Chicago and New Orleans metropolitan areas.

Because only HUD can legally explain the NOFA but is unable to directly help jurisdictions develop their applications, the Rockefeller Foundation, already supporting other resilience initiatives, chose to support the competition by providing such technical assistance. It did this with extensive help from HR&A Advisors, a consulting firm, by organizing five regional “resilience academies,” in Atlanta, Seattle, Kansas City, Boston, and Chicago. These provided an excellent vehicle for using the talents of at least some of the APA members who volunteered their time for our Planners Resilience Network, whose names we shared with both HUD and Rockefeller. The Rockefeller consultants enlisted dozens of design professionals as subject matter experts (SMEs) and facilitators to staff the workshops. I participated as an SME in the Chicago academy, which was held January 29-30 at the James Hotel. Both groups were assigned during the events to specific applicant teams as they worked through their ideas, but also participated in critiques of presentations by other applicants. HUD personnel were on hand to answer questions about the NOFA, and Enterprise Community Partners representatives held counseling sessions with each applicant team.

The overall idea was to help the teams refine their ideas and broaden their thinking about resilience, overcome siloes and boundaries, and collaborate with neighbors. Judging from my own experience, I would say that in most cases the applicant teams moved quite far from their initial concepts in just two days. There is a tendency in local and state government to tailor proposals narrowly to fit the needs of highly stovepiped funding sources at the federal level, which can be notoriously limiting with regard to the range of acceptable options. Even HUD in its FAQs has broadened its interpretation of its own NOFA in recent weeks.

One challenge in particular that I noted in Chicago was that many of the issues states and other jurisdictions face do not stop at their boundaries. In the Midwest, for instance, major river systems—the Missouri, Mississippi, and Ohio, in particular—form those boundaries, but the floodplain management issues clearly involve both sides, whether it be Wisconsin/Minnesota or Ohio/Kentucky, to name just two examples. There can be little doubt that similar issues prevail across the country. What the academy organizers—and HUD—hoped to convey was that collaboration across such boundaries not only would be rewarded but is absolutely vital to long-term regional success in creating disaster resilience.

The formula worked in part because it minimized set presentations in order to maximize team discussions and feedback. There were basic presentations about the concept of resilience, defining risks, and how to apply innovative thinking to resilience problems. More importantly, however, the academies focused their efforts on a well-considered progression of exercises throughout the two days. These exercises led participants through the identification of resilience opportunities in their target communities, to understanding the risks they face, then to expanding their approach, before the first critique, which forced each team to decide on the “elevator speech” that would communicate the key elements of their proposal in about five minutes, subject to feedback from the SMEs and facilitators. Mastering the art of identifying a handful of key bullet points about a complex proposal to increase community or regional resilience for a particular area in reference to particular hazards and disaster events is not as easy as it may sound, and it probably does not even sound easy.  It is fair to say that some master this challenge better than others, but what is important is that all went home with the experience of having to defend and rethink their ideas and how they could be tied together into a coherent strategy that met also met the threshold requirements for the HUD grants. That is no small request to make of these teams, but many were game to at least try to rise to the occasion. That is progress.

The second, slightly shorter day allowed these teams to refine their approach through a leverage and consultation exercise, followed by a post-lunch second critique, closing out with an opportunity to finalize their approach before going home. The morning also offered five topic area breakout sessions where applicants could choose to learn more about particular hazard types or about leverage and creative financing.

Although the more conceptual Phase I proposals are due March 16, allowing HUD to winnow the list for the Phase II proposals that will nail down specific projects, it is virtually a certainty that nearly every team will be meeting with its counterparts at home to take their ideas farther and respond to the challenges posed during the academies. No one ever said planning is easy. Planning with the goal of achieving community resilience is even tougher. Representatives for the Rockefeller Foundation repeatedly emphasized that, even for communities that do not make the cut, the process of participating in these academies may still enrich their approaches to such issues for the future. No one should have gone home empty-handed.
