Charting a Path to Sustainability

A presidential transition has always been a time to look forward in American history, anticipating change, contemplating new directions. Sometimes we like the new direction, sometimes we don’t; sometimes we think it just doesn’t go far enough to remedy the problems we face. But never have we faced the narcissistic spectacle of a president unwilling to release his grip on power. Every president before Donald Trump has been enough of a patriot to cooperate with a new president of the opposite party, and losing candidates who never ascended to the White House have been willing to concede. It is extremely unfortunate that some Americans are trying to deny others the right to focus on defining a more positive future.

But they are only trying because the right to map out an alternative future is still ours. The capacity to imagine a different future is one of the defining characteristics of a society that is capable of renewal, resilience, and sustainability. It is vitally important that civic leaders, academics, and authors help us clarify the truth of our past and map out paths to a better future. And, presidential transitions notwithstanding, it can and should happen below the national level, to help states and communities explore their unique history and their opportunities.

It is in that context that I wish to introduce readers to Green, Fair, and Prosperous: Paths to a Sustainable Iowa, the work of Charles E. Connerly, who by next summer will be retiring as professor and the director of the University of Iowa School of Urban and Regional Planning, recently renamed the School of Planning and Public Affairs after Connerly’s successful push to incorporate a Master’s in Public Affairs to the program’s offerings. Connerly has been at Iowa since 2008 since migrating back to his Midwestern roots after a long tenure at Florida State University in Tallahassee. As a matter of full disclosure, he was also responsible for hiring me as an adjunct assistant professor to teach one course each fall that has come to be known as Planning for Disaster Mitigation and Recovery. His many years at Florida State, working alongside Robert Deyle, a colleague who worked with me on disaster issues as far back as the 1990s, made him supremely aware of the importance of addressing hazards in the planning process. I was hired in the immediate aftermath of the massive 2008 floods in Iowa.

Connerly is truly a comprehensive thinker in the best planning tradition, and this book shows it. While I am certain, because of publishing schedules, that he had completed his manuscript before the death of George Floyd at the hands of Minneapolis police over the Memorial Day weekend, his book is incredibly timely in the fall of 2020 because of his focus on the history of racial and ethnic disparities in Iowa. In fact, Chapter 4 is simply titled, “Why Is Iowa So White?”

Indeed, that is a very good question. It is not just a matter of Iowa being farm country. After growing up in the Cleveland metro area in Ohio, then moving to Iowa in January 1979 before ultimately enrolling in graduate school at the University of Iowa, I remember being struck by the apparent lack of diversity, especially outside the handful of cities above, say, 50,000 people. There is, after all, industry in these cities, and industry has often attracted multiracial work forces. Unless, that is, political and social forces intervene to prevent such an outcome. Most people, however, never notice such forces at work and never learn about them in school. History can be very silent about such matters unless diligent researchers insist on exposing that legacy to sunshine, aka “the best disinfectant.”

Connerly digs deep on this topic, all the way back to antebellum Iowa politics. Sitting just north of Missouri, a slave-holding border state, Iowa was both a frontier of the Underground Railroad and a harbor of typical northern mixed feelings about African Americans. In 1850, Iowa was no less than 99.8 percent white, and did not dip below 99 percent, Connerly notes, until 1970. Since then, there has been a substantial growth in minority populations. But African Americans have historically been concentrated in just four urban counties. All that said, it was also the Iowa Democratic caucuses in 2008 that launched Barack Obama on a streaking path to the presidency. What accounts for this paradoxical history?

From the early days of statehood, Iowa suffered from a typical northern moral conflict between supporting emancipation and not particularly wanting too many blacks in the neighborhood. That is not putting too fine a point on the matter. Connerly notes that before the Civil War, Iowa had enacted laws banning blacks from the state. The territory avoided enacting such black codes to win statehood, but once that was achieved, Iowa legislators had no problem backtracking on the issue. The bottom line was that Iowans, overall, opposed slavery but did not necessarily favor civil rights for freed slaves.

That changed somewhat after the Civil War, with Radical Republicans pushing through changes that liberalized matters considerably, but it was only following World War II and through the Civil Rights movement of the 1960s that serious, permanent change began to occur. By that time, however, previous history had done its work in making African Americans largely feel unwelcome. Iowa stayed overwhelmingly white, but not entirely by accident. At the same time, the state has been receptive to refugees, for example, after the Vietnam war, and remarkably progressive on some other issues. Northwest Iowa elected the remarkably ignorant Steve King to Congress, but Republicans themselves dethroned him in this year’s June primary.

Connerly writes that African Americans were not the only minorities to feel the impact of 19th-century American racism. Before European settlement, which took place in earnest only after Iowa became part of the United States following the Louisiana Purchase, fourteen Native American nations had, over millennia, occupied some part of what became Iowa. Before the 1800s, their interaction with Europeans was largely through trade, but eventually their land ended up in the hands of white settlers. The short answer as to how that happened is simple: “We took it from them.” Today, only the Mesquaki settlement in Tama remains as a reminder of the formerly dominant Native American presence.

The Hispanic presence, and that of various Asian minorities, is a product of more recent history, some of it involving the evolution of labor relations, particularly in agriculture and meat processing plants, but today there is a distinct, but distinctly disadvantaged, Hispanic presence. It is no accident that earlier this year, some of the most intense controversy over coronavirus spread in states like Iowa, Nebraska, and South Dakota involved minority workers in the meat-packing industry and deficiencies in safety protocols among the companies involved. In a whole chapter dealing with labor issues over time in both the food and agricultural equipment industries, one can see the steady decline of leverage among white-dominated labor unions and the rise of cheap labor and mass production within the industry as it is today. It is hardly a stretch to suggest that these social and economic changes have had profound impacts on, and implications for, the future of Iowa’s economy and society. Iowa did not shift from supporting Obama in 2008 and 2012 to Trump in 2016 and 2020 without some massive strains within the body politic. How those tensions are resolved will go a long way toward determining whether Iowa can chart a successful path to a sustainable future, as Connerly’s book suggests. Iowans will have serious work ahead in improving social equity while adjusting to a changing demographic makeup across the state.

But I do not wish to create the impression that the book is strictly focused on such demographic issues, as important and critical as they are. It is important to notice that Connerly has tied together the issues of environmental health, fairness, and prosperity in his title. His larger point is that all these questions are inextricably related. To quote some planners I have known, “Everything is connected to everything else.”

Connerly takes us on a detailed, well-documented tour not only of Iowa’s demographic history, but of its environmental and economic history as well. Iowa clearly entered statehood as a predominantly rural, agricultural state, though not necessarily producing the corn and soybeans that predominate now. Originally, in fact, it grew more wheat, but trends shifted to corn and hogs. But the state is still heavily dependent on agriculture, with 43 percent of its 2015 manufacturing centered on either food processing or machinery used in agricultural production. These two gave rise in the twentieth century to some powerful unions representing workers who were largely able to achieve a blue-collar version of middle-class prosperity. Hogs, supported by state laws exempting agriculture from county zoning laws, gave rise to the growth of concentrated animal feeding operations (CAFOs) in the past 40 years, and the meat-packing industry itself became more concentrated and able to mechanize increasingly and replace high-wage jobs with lower-wage mass production and weaker unions. The people working in the newer factories are definitely more racially diverse but definitely not more empowered and definitely paid less. The growing inequities have resulted in a shrinking middle class.

One factor that distinguished the Iowa packing plants prior to the major, union-busting shifts of the 1970s and 1980s was that the plants were closer to the farms, and thus, unlike larger plants in Chicago and Kansas City, bought animals directly from farmers. Connerly maps out the consequences in urban development for Iowa, namely, that Iowa never developed the metropolitan magnets of neighboring states like Minnesota, Missouri, and Illinois because of the dominance of the Twin Cities, Chicago, and Kansas City, and instead has a number of smaller cities, the largest being Des Moines, which has about 215,000 people, though the entire metro area is about three times that size. Smaller cities have mostly grown around agriculture-related industries.

All this has had significant consequences not only for quality of life but the quality of the environment, with water quality problems arising from rural land use issues such as CAFOs, soil erosion, and nitrate concentrations in groundwater. Connerly’s final chapter asks whether Iowa truly is the “best state in the nation,” a title bestowed in 2018 by U.S. News and World Report. As a former Iowan, I do not offer this review as a way of trashing the state, nor does Connerly offer his book in that spirit, but the question is an opportunity to explore the complexity of a state that too many elsewhere see as simply white and rural. Iowa, with the right policies, the right incentives, and the right opportunities, has the potential to create a healthy environment and economy, but it must examine current trends and determine how to reverse those that are moving the state in the wrong direction. The last chapter is a succinct compendium of recommendations for moving Iowa toward a growing middle class, a healthier environment with better recreational opportunities, and a progressive approach toward making agriculture more ecologically sound and resilient in the face of natural hazards, most notably, floods.

The state has created some interesting mechanisms for doing this, but has a stubborn habit in recent years of shooting itself in the foot. In 1987, the legislature wisely passed the Groundwater Protection Act, which created the Aldo Leopold Center for Sustainable Agriculture at Iowa State University, which has done remarkable research on establishing a balance between economic and environmental needs in agricultural practices. Yet, in recent years, the legislature has significantly limited state funding for the center at the behest of corporate agricultural interests. In 2010, following the devastating floods in 2008, the legislature funded creation of the Iowa Flood Center at the University of Iowa, which has become a model in advancing flood prediction and mitigation that other states are considering copying, yet some question the need for continued funding. It is almost as if Iowa wants to replicate the larger national battle between science and an increasingly poisonous distrust of “experts.” Would it not be better to marshal and support the best intellectual resources Iowa can muster for an assessment of the opportunities that lie ahead?

Connerly points out, in contrast, how Iowa could take the lead in solving problems like climate change and excessive nutrient runoff in the Mississippi River basin that leads to both groundwater contamination locally and hypoxia in the Gulf of Mexico. This last chapter is the biggest single reason to read the book, but its logic is only fully clear after reading the thorough research that precedes it.

My final comment is that it may seem that this is a book that is primarily or perhaps solely relevant to Iowans. I think that conclusion, however, would be short-sighted. While I am profoundly aware of the many books others have produced about other states, regions, and metropolitan areas across the U.S., I think it is vitally important that other scholars across the nation undertake similar efforts to assess the path to sustainability for their own states, regions, and cities. We could sorely use such a book in Illinois, and the same is probably true for every neighboring state. As I suggested at the outset, it is not enough to chart a new national path. We need these serious explorations at subnational levels as well. In that sense, I believe Connerly has done a major service for the Hawkeye state. I’d like to see more such books.

The Predictable Impact of Florence

It has been a few weeks of drought on this blog, but just the opposite in North Carolina, where Hurricane Florence dropped up to 30 inches of rain in some locations, and floods migrated downstream via numerous rivers to swamp cities both inland and near the coast. Now, Hurricane Michael threatens to compound the damage as it migrates northeast from its powerful Category 4 assault on the Florida Panhandle, with storm surges up to 14 feet in areas just east of the eye, which made landfall near Panama City.

The blog drought was the result of both a bit of writer’s block, mostly induced by a busy schedule that included two conference trips over the past three weeks, combined with a bit of fatigue and a few significant diversions of my personal time. But that may be okay. My intent was to write about the recent hurricane along the East Coast, and sometimes letting the subject ferment in the mind results in a more thorough and insightful perspective. I hope that is the result here.

Storms never happen in a vacuum. In a world with relatively few uninhabited places, their impact is the result more of patterns of human development and the legacy of past choices in land use and building practices than of the storm itself, which is, after all, simply a natural and very predictable event. Hurricanes were part of the natural cycle on this earth long before humans took over the planet (or thought they did).

But they appear to be getting worse, and climate change, most of it almost surely attributable to human activity, is an increasingly evident factor. Meteorologist Ken Kunkel, affiliated both with the National Oceanic and Atmospheric Administration and North Carolina State University, stated that Florence produced more rain than any other storm in the last 70 years except for Hurricane Harvey last year. According to Kunkel, five weather stations over an area of 14,000 square miles in the Carolinas recorded an average of 17.5 inches. Harvey’s average was 25.6 inches. By comparison, Chicago averages about 37 inches for an entire year. Such heightened precipitation levels are in line with expected impacts of climate change.

What became obvious to me early on was that Florence would rehash a certain amount of unfortunate North Carolina history regarding feedlot agriculture. I am familiar with that history because 20 years ago I authored a Planning Advisory Service Report (#482) for the American Planning Association, titled Planning and Zoning for Concentrated Animal Feeding Operations. (In that same year, APA also published PAS 483/484, Planning for Post-Disaster Recovery and Reconstruction, for which I was the lead author and project manager.) I want to emphasize that what happened in North Carolina was not unusual. Nationwide, many states have laws dating to the 1950s that exempt all or most agricultural operations from county zoning ordinances. Most of these were intended to create a friendly regulatory environment for family farms, and they were often followed by other “right-to-farm” laws designed to shield farmers using conventional farming methods from nuisance lawsuits. Only later, as the large feedlots known also by the acronym “CAFO” became widespread, did it become clear that such exemptions, by then fiercely defended by industry groups, became giant loopholes for the detrimental environmental impacts of such operations. This story has been repeated in Iowa, Missouri, Utah, and numerous other states.

In North Carolina in 1991, State Senator Wendell Murphy, who owned a direct interest in the growing Murphy Family Farms, engineered passage of a law widening the state’s exemptions to include CAFOs. Within two years, as I noted in the report, North Carolina’s hog population shot up from 2.8 million to 4.6 million. Today, the number is at least 9 million. A public backlash at the impacts of CAFOs resulted in a new law in 1997 that included a moratorium on new waste lagoons, but by then, although the hogs were firmly ensconced in a growing number of feedlots, the figurative horse was out of the barn. Many counties in eastern North Carolina, where the industry was concentrated, were slow or reluctant to use their newly regained powers. In any case, various large operators were effectively already grandfathered into continued existence. Today, consolidation within the industry has left Smithfield Foods in possession of most of the business in North Carolina, yet Smithfield itself was acquired by the Chinese-owned WH Group several years ago.

Along came Hurricane Floyd in 1999. The low-lying plains of eastern North Carolina, always vulnerable to flooding, were deeply awash, but worse, filled with millions of pigs and poultry and their excrement in manure lagoons. Hurricane Dennis just weeks earlier had dumped 15 inches of rain on the region, and Floyd dumped even more in some areas. The Tar and Neuse Rivers, among others, badly overflowed their banks and inundated numerous farms. More than 110,000 hog carcasses, and more than 1 million chicken and turkey carcasses, floated downriver while waste lagoons were breached, creating a stench-filled public health disaster only partly solved when the U.S. Environmental Protection Agency brought in huge incinerators to burn carcasses, though most animals were buried. It was a fiasco that did not have to happen at the scale on which it occurred.

Fast forward to this year and Hurricane Florence, presuming a surfeit of lessons to be learned from the 1999 disaster as well as later storms. As Emily Moon notes in the Pacific Standard, North Carolina has had opportunities over the past 20 years to introduce serious regulatory change, but various factors foiled those chances, and North Carolina remains the nation’s second-largest hog producer, having pushed aside every state but Iowa. The industry has evolved, but the problem remains. The state has bought out 46 operations since 1999 and shut down their lagoons, but the vast majority remain in operation. The numbers changed in Florence—more than 3 million chickens and 5,500 hogs dead and afloat in the flood waters—but the devastation rooted in CAFO practices continued. Coal ash landfills associated with power stations added to the environmental impacts. And the beat goes on, in a part of the state heavily populated by African-Americans, many too poor and powerless to challenge the system effectively without outside help.

I mention all this aside from the obvious human tragedies of lost lives, ruined homes, and prolonged power outages affecting some 740,000 homes and businesses.

Still, there are significant lessons available from Hurricane Florence outside the realm of mass production of poultry and hogs, and I want to offer a positive note. One is that, while only about 35 percent of properties at risk of flooding in North Carolina have flood insurance, which is available from the National Flood Insurance Program, neighboring South Carolina ranked second in the nation with 65 percent coverage. While I do not know all the details behind that sizable difference, it seems to me there is surely something to be learned from a comparison of these results and how they were achieved. They come in the context of a “moonshot” by the Federal Emergency Management Agency to double flood insurance coverage nationally by 2022. That will happen when South Carolina becomes the norm rather than the exception. Sometimes we can use these events to push in the right direction. Texas, for instance, has added 145,000 new flood insurance policies in effect since Hurricane Harvey; the question will be whether the new awareness wears off as memory of Harvey fades, or whether the state can solidify those gains. For that matter, can the states in the Southeast—the Carolinas, Georgia, and Florida—leverage the lessons of Florence and Michael to push in the same direction?

Recently, Bloomberg Business News offered an example within North Carolina of how differently floodplains could be managed by highlighting the case of Charlotte and Mecklenburg County. I worked for several years in a series of training workshops on flood resilience with Tim Trautman, the manager for the engineering and mitigation program for Mecklenburg Storm Water Services, so I am familiar with their intriguing story. The county for many years has used a stormwater utility fee on property owners to fund its own hazard mitigation program, using the money to buy out flood-prone properties and increase open space in its floodplains. The result has been a significant reduction in flood-prone land and buildings. The question is not whether Charlotte is successful, but what state and federal programs and authorities can do to encourage and support such efforts and make them more commonplace.

Every serious disaster offers lessons and opportunities, and I am not attempting here to pick on North Carolina alone. Other states face their own challenges; Iowa, for one, is undergoing a somewhat muted debate about the impact of its own farm practices on downstream flooding and water quality, in part as an outgrowth of the 2008 floods. What is important is that we use these windows of opportunity, the “teachable moments,” as they are sometimes known, to initiate the changes that are surely needed for the long term in creating more resilient, environmentally healthy communities. What we do not need is a natural disaster version of Groundhog Day.

Think Globally, Adapt Locally

In times of political hostility to scientific truth, knowledgeable people sometimes wonder how we can progress without federal support for important initiatives such as adaptation to climate change. The answer, in a vibrant democracy, is that the truth often bubbles up from the bottom instead of being disseminated from the top. When the top is dysfunctional, as it currently seems to be, it is the creativity of local officials and their communities that often saves America from itself. For me, part of the joy of a career in urban planning has been watching and sometimes abetting the great local experiments that pave the way for an eventual federal and international response to pressing urban and environmental problems. The struggle to adapt successfully to climate change is one of those urgent problems. We may indeed confront a wave of scientific ignorance among some leaders in the Trump administration for a few years, but they should be aware that they cannot halt the wave of innovation as communities work to solve real problems.

Denying that humans have contributed significantly to climate change through the Industrial Revolution and transportation driven by fossil fuel consumption will do nothing to stop sea level rise, nor will it prevent the bifurcation of extreme weather events that flattens the bell curve with fewer normal events and more high-precipitation storms and prolonged drought, which sometimes also feeds a longer and more intense wildfire season. Disasters happen, and the numbers don’t lie.

UNISDRAs a result, I was very happy a couple of years ago to be invited to join a Project Advisory Committee for the Kresge Foundation, which had hired Abt Associates to produce a report on climate adaptation at the community level. The foundation has supported a good deal of work related to community resilience and social equity in addition to making serious investments in the resuscitation of Detroit as a functioning urban community. Kresge wants to know what makes communities tick in responding to resilience challenges like climate change, and the study by Abt was intended to establish a sort of baseline for understanding the best practices in local planning related to climate adaptation.

I was thus involved in a series of all-day or multiday meetings of 16 project advisors from around the United States who reviewed and commented on the progress of the study for the consultants. Our meetings involved some serious debates about what constituted climate adaptation and resilience, and the degree to which communities needed to use such labels for what they were doing, or conversely, the degree to which we needed to recognize what they were doing as climate adaptation. Sometimes, we learned, adaptation may quack like a duck without being called a duck by local citizens and officials. What matters is what is accomplished.

Climate Adaptation: The State of Practice in U.S. Communities was officially released by Kresge Foundation in December; I will confess to being a little late in sharing the news, but at the time I was trying to recover from pneumonia. It took me a while longer to find time to read the report in its 260-page entirety, but I thought it important to do so to report intelligently on the final product. There is a difference between reviewing case studies in bits and pieces before committee meetings and seeing the full report between two covers.

I am happy to tell you that I think the nine authors who contributed to the report hit a home run. The bulk of its wisdom lies in 17 case studies spread across the nation, including some surprising places like Cleveland, Ohio, and the Southwestern Crown of Montana. I applaud Abt Associates for its work in even identifying many places that may not have been on the standard maps of leadership in climate resilience. Some of that can be attributed to maintaining an open mind about what they were looking for and what constituted innovation and success in adaptation. One thing that is utterly clear is that no two communities are the same, nor do they face the same problems. Ours is a very diverse country in spite of all that binds us together. Ours is also a nation of creative citizens who confront local problems based on local circumstances rather than “one size fits all” solutions. Perhaps that is why support from Washington does not always matter as much as we think, except in the international arena, where it is critical.

The example of Cleveland may be enlightening in this regard. While issues of social equity may not always seem like a logical starting point for engagement on climate adaptation, Cleveland is a city that was utterly battered by economic change from the 1970s into the early 21st century. The result is a community that is noticeably IMG_0256less prosperous than its surrounding metropolitan area, and has some of the lowest socioeconomic rankings among major cities nationwide. It is also a city that has lost more than half of its 1950s population, which peaked around 900,000. It is a city that may well say, in evaluating its place on the prosperity scale, “Thank God for Detroit.” That also means that no discussion of climate adaptation will move forward without a solid anchor in efforts to confront these inequities because it is hard to imagine how a community can become resilient in the face of climate challenges without also rebuilding economic opportunity for a badly battered working class. I know. I may have decamped for Iowa in 1979, but I grew up in the Cleveland area and worked my way through college in a chemical plant. Rebuilding prosperity in Cleveland has been tough sledding.

By the same token, climate change has had a direct impact on Montana, and the Southwestern Crown, a rural area of mountains and forests, has suffered the loss of timber industry jobs, which has in much of the Pacific Northwest resulted in some bitterness toward environmentalists. At the same time, nature takes a serious toll in increased wildfire damage, and at some point, if people of different perspectives can sit down for some serious discussions of reality, they can also imagine new futures for a region at risk. That has been the job of the Southwestern Crown Collaborative.

Pike Street MarketMentioning every case study here would not make sense. But it is worth noting that communities generally seen as not only prosperous but on the cutting edge of the new high-tech economy, such as Seattle, face other challenges that nonetheless tax local resources and resourcefulness. Seattle Public Utilities (SPU) became another Kresge case study, in large part, it seems, because its management needed to find ways to bring its staff and customers into the difficult realm of defining the threat and deciding how it could best be handled. SPU is responsible for managing Seattle’s water supply. When one confronts a future that portends potential water shortages as a result of decreased winter snow pack, leading to reduced snow melt that combined with drought can leave a huge metropolitan area high and dry, the need to recalibrate the system can be daunting. This case study is not important for providing precise answers to such questions, for there are none. Instead, it emphasizes the challenge of accustoming utility engineers and managers to an uncertain future, and helping them find comfort levels with uncertainty. What needs to change to make Seattle’s water supply resilient in the face of natural hazards? How does a city on Puget Sound cope with sea level rise? What plans will be adequate for protecting water supplies two or three decades into the future? In the end, the answers revolve around changing the culture of decision making within the organization as well as communicating those challenges clearly to the public. One product of SPU’s efforts, however, is a path forward for other communities facing similar long-term challenges.

Bottom line: This report is a great resource for those who want to descend from the heights of overarching theory on climate change to the realities of confronting the problem on the ground. Use this link, download it, and read it. Few resources in recent years have been so thorough in documenting the state of practice in climate adaptation at the local level. I am proud to have been involved even in an advisory capacity. I have learned a great deal from the process.

I have just returned tonight from seeing Deepwater Horizon at the movie theater. It has been a while since I used this blog to review a movie, but I feel compelled. This one, I am willing to say, is well worth your time and money. Peter Berg, as director, has done an outstanding job in using special effects to recreate a realistic sense of the disastrous chaos that ensued when BP’s Deepwater Horizon drilling platform exploded in the Gulf of Mexico, ultimately spilling more than 5 million barrels of oil over 86 days before the leak was plugged. Mark Wahlberg stars as Mike Williams, a leading member of the crew, along with Kurt Russell as Jimmy Harrell.

I will not dwell here on the details of what happened, which are well documented and readily available on numerous websites about the worst oil industry accident in American history. On the evening of April 20, 2010, the rig, owned by Transocean, exploded and burned as a result of a blowout deep below the water’s surface. BP owned the drilling rights in the area, known as the Macondo Prospect. Eleven men died, and numerous other workers were seriously injured. Billions of dollars of damage to the Gulf Coast environment ensued, resulting in a huge political backlash that ultimately entailed pressure from the White House on BP to establish a $20 billion fund to compensate victims including the states and communities affected by the oil pollution that spread across the Gulf.

The entire environmental and political story might make a good movie and certainly is great material for a documentary, but that is not the focus of the movie. Nor does it have much to do with my recommendation. Instead, the movie calls our attention to the intense human cost of the event among the workers themselves and their families. The value of the stunning special effects is not to make the event surreal, as in most Hollywood productions, but to make it all too real. For most of us, the events of the Deepwater Horizon spill are abstractions, and most of the television news coverage featured polluted shorelines and bayous, tarred and dying birds, and similar scenes that typified the larger impacts of the accident.

In contrast, Deepwater Horizon the movie draws our attention to the traumatic experience of actually working on the rig and exposes us to the tensions between Transocean workers and BP officials. The high human cost among the crew, involving not only physical suffering but traumatic escapes from the burning platform, are the less well understood aspects of the entire event, but the movie makes you feel those impacts at a very intense and personal level. I will admit it forthrightly: the movie left me with tears in my eyes as I began to absorb the horror that unfolded and almost surely left most of these people scarred in the deep recesses of their souls. Several, the movie indicates, never returned to sea or the oil industry again, but moved away from Louisiana and moved on to other things in their lives. It is worth remembering the high price they paid for the shortcomings of BP management.

Keeping It Sharp in the Flats

Let’s start with the fact, obvious mostly in retrospect, that I should have printed out a map of the Flats Entertainment District in Cleveland rather than relying on Onstar, the GM dial-in navigation system in our Saturn, for directions. (I could also have used my iPhone for guidance, but I hate looking at such a small screen while driving.) On this one occasion, Onstar stumbled somewhat, but a quick call to Alley Cat Oyster Bar, our choice of location for an anniversary dinner, got us to our destination a mere two blocks away. My point is that the Flats can be mildly confusing if you have not been there before. Onstar told me to go to a traffic circle but failed to detect that another traffic circle preceded the one in front of Alley Cat, but nonetheless insisted “you are near your destination.” Well, sort of.IMG_0258

That said, Onstar has generally served us very well for several years. But in certain anomalous settings like the Flats, it can fall short. The city could also improve its street signage in the area.

The Flats are somewhat anomalous in any event. Here is an area now known for high-end restaurants and entertainment venues along a river that in 1969 caught fire from a train spark and burned. When I was in junior high school in Brecksville, Ohio, in the early 1960s, our class took a field trip on the Goodtime Cruise down the Cuyahoga River and into Lake Erie. One of my classmates asked the tour guide what would happen if someone fell overboard into industrial filth that filled the river. The guide answered rather calmly that the person “would probably get pneumonia and die.” That answer haunted me into my college days, when I emerged as an environmental activist and founded the first student environmental organization at Cleveland State University.

The movement that grew out of shocking events like the burning river helped trigger the creation of the U.S. Environmental Protection Agency and the passage of the Clean Water Act, which in turn steadily advanced cleanup of the Cuyahoga River, among many others. In the meantime, foreign competition hammered the once-dominant steel industry, and other industries either died or evolved. It was a classic Rust Belt story. Over ensuring decades, the Cuyahoga River changed dramatically, and the current version of the Flats grew up where industrial sewers used to reign. It is a long story that has been told many times and deserves to be understood in the current political environment because it shows that this nation can succeed in improving its quality of life and the environment when it musters the political will to do so.

IMG_0256But back to dinner at the Flats. With a sense of history that is not yet lost in Cleveland, I sat in Alley Cat with my wife, watching out the window at the nearby river, this time watching a team of kayakers row up and down, a pleasure boat docked at the Alley Cat and another across the water at Shooters, on a sunny June evening in Cleveland, just two hours before Game 3 of the NBA Finals would take place downtown at Quicken Loans Arena, where the Cleveland Cavaliers were facing off against the Golden State Warriors in a rematch of the 2015 series. The city’s attention was riveted to the fate of its beloved Cavs.

There are today about a dozen restaurants in the general area of the Flats, but I chose Alley Cat based on its online reviews, which had been stellar. My wife, not a Cleveland native (she grew up in Nebraska), left that decision to me. But we both love seafood, which is Alley Cat’s strong suit, so she was happy. I can happily recommend Alley Cat on several counts.

IMG_0253First, the food is excellent. I enjoyed a Faroe Island salmon entrée, which is draped in Vauduvan curry sauce, accompanied by black rice and yellow squash. I enjoyed it all. My wife opted for the less expensive and more predictable fish sandwich (cod), with pickles and fries, but we cross-fertilized each other’s dinner a bit. The spirits list is impressive, although predictably pricey.  The bottom line is that neither of us was disappointed. Jean, generally a Merlot fan, loved the Syrah that I picked out.

But second, and very important, the wait staff was uniformly gracious and friendly. This is a feature of Cleveland more generally that many outsiders do not appreciate until they experience it, but this is a town that has had good reason at times for a chip on its shoulder yet retains a very welcoming, congenial atmosphere. It is fun to interact with people in the Cleveland metropolitan area. They seem to prefer to enjoy life. At times, they almost made me wonder what I was doing in Chicago. Just the night before, we had met over dinner in Shaker Heights with a former co-worker of mine, now working as a planner with the Northeast Ohio Areawide Coordinating Agency, who seemed very happy with his move here from Washington, D.C. As for the staff at the Alley Cat Oyster Bar, they were extremely accommodating with our every request.

IMG_0255The final point deals with the scenery. What was once a stinking, unhealthy cesspool a half-century ago is now a remarkably pleasant setting. Our table was right by a window facing west to the river, where we could watch the rippling water pass by along with the kayakers and other floating transportation, in the shadow of highway bridges high overhead, but with a sidewalk that allows one to experience the marine milieu in a refreshing way. There is outdoor seating, but this day had been rather cool for early summer, so we settled for inside dining.

This all served to remind me that the Flats are at the mouth of the Cuyahoga River. It is a relatively short reach of a river that stretches upstream to Akron along a beautiful valley that is now preserved, for the most part, in the Cuyahoga Valley National Park, the subject of my next blog post.

Steel and Modern America

DSCF3007Let’s cut to the chase. If you have a relative on your gift list who loves the nooks and crannies of history, particularly those less well-known details behind the reality of the modern world, may I offer a suggestion? This suggestion emanates in part from the simple fact that I am a lover of history, an avid scholar of the factors that have influenced the shape and size of modern American cities—I am, after all, an urban planner—and the fact that I simply love good writing. I am, after all, also a trained professional journalist. Steel, a wonderful book by Brooke C. Stoddard, a veteran writer and former editor at Time/Life and National Geographic Books, has the kind of grand scope and vision that can fascinate the reader in your family who has an endless curiosity about the world.

Or maybe that person is you. In that case I am either helping you figure out what to ask someone else to give you, or you can just go get it. And while I think e-books are wonderful, this is one case where I highly recommend getting the hardcover, in part so that you can sit back with that tactile feel of a real book in your hands and admire the copious color illustrations that accompany some splendid writing. Stoddard is a marvelous story-teller, but the photographs do the text more than ample justice.

Steel production was part of my own background growing up in suburban Cleveland. My father was a truck mechanic in a chemical factory, and I spent three summers there working my way through college. Chemical production fed other industries, including steel, in numerous ways. Antimony, for instance, is used in electroplating, which bonds paint to the steel frames of cars, and Cleveland grew on both steel and auto manufacturing, and there was a powerful symbiosis between all of them in an industrial ecosystem that employed tens of thousands. Steel was at the core of the growth of many Midwestern and eastern cities from Baltimore to Pittsburgh to Cleveland to Chicago. My story is at most tangential, but I learned what rough work it could all be. I even broke an ankle that first summer before starting college when the dome of an antimony kiln tipped over and trapped my leg. Such places were not necessarily for the faint of heart. I recovered, of course, and learned.

But learning from such immediacy to industry and taking in the grand sweep of its growth over time are two very different things. Writing industrial history can also be a labor of love, the financial rewards from book sales not always seeming to equal the toil involved in assembling detailed stories spanning centuries. I have read a few of these books in the past: for example, Uncommon Grounds by Mark Pendergrast, about the coffee industry, also a fine book. These are really stories to some extent about the evolution of human society in modern times, and how particular products changed our cities and whole nations. But few are as central to who we are today, and what our cities have become, than the steel industry. In more ways than almost any other industry, steel has been the game changer of human history.

And like most, it started from small things that turned into larger things that eventually turned into huge things. Stoddard takes us all the way back to the Stone Age and the descent from space of iron meteorites to explain the origins of the human relationship with the element that is the basis of steel before engagingly slow-walking us through human discoveries of the various alloys and their relative strengths and advantages for both peaceful and military uses over the first few millennia of human civilization. Empires like that of the Hittites grew, for example, on the advantage of iron over bronze, and of better ways of making steel instead of cast or wrought iron. The Romans gained iron works in Iberia from the Carthaginians and then added the refinement of tempering to improve the quality of the metals they used. Just as in modern times, military success was often fed by industrial success, which also meant that a nation of inventors gained huge advantages over its neighbors and competitors. And that’s all in the first chapter.

Stoddard’s second chapter pulls us into the industrial age, starting with British refinements in the use of coal to improve steel alloys, which depend on the right proportion of carbon to harden the iron in steel to produce the metals we rely upon today. German industrialists added their own refinements, but American steel makers like Andrew Carnegie burst onto the scene in the late 1800s to create enormous gains in the scale of production, coupled with the ready access of iron ore discovered in the Iron Range of northern Minnesota. In a matter of decades, the United States moved into a steelmaking category that dwarfed all others. It is, as most know, a history of ruthless men, but also of the uniquely philanthropic aspirations of a few like Carnegie. Labor and industry were often locked in mortal combat. For all his hard-bitten ambition, Stoddard notes, the U.S. could have done far worse than to have its industry transformed by a man who ultimately gave away more than 90 percent of his wealth to support charities like community libraries and concert halls rather than creating one massive family dynasty.

Here I must veer off on a small tangent. Carnegie helped nurture the career of a protégé named Charles Schwab, who first helped engineer the sale of Carnegie’s business to form the dominant U.S. Steel Corp., and later became the president of the competing Bethlehem Steel, which built the huge Sparrow Works in Baltimore. More than a quarter-century younger than Carnegie, Schwab, who functioned into the 1920s, was far more prone to flaunt his wealth, building a huge mansion in Manhattan that he later found nearly impossible to sell during hard times. Stoddard reveals that Schwab, despite his German ancestry, made a fortune providing steel for submarines and other military purposes to the United Kingdom in World War I well before American entry into the war, even at times when the official American position was neutrality. One favorite tactic was to ship the parts to Canada, where they could easily be assembled into submarines before being transferred to the British Navy.

My father, born in 1917 during that war and coming of age in the 1930s, tried after Pearl Harbor to join the U.S. armed forces, but was rejected for medical reasons. It turned out he suffered from appendicitis, which was remedied through surgery by a civilian doctor, and he spent the war years in New York City working in the steel mills.

His name was Charles Schwab. He used to joke that some people who did not know him thought that perhaps he was a close relative of the big guy and was learning the business from the bottom up. Nothing could have been farther from the truth. He was simply another blue-collar working stiff. He did have a rich uncle who sold uniforms to the U.S. Military Academy at West Point, but that is another story, one that never benefited him directly. Curiously, that was not his only brush with fame, for later in life he had to contend with Charles Schwab the broker. Well into retirement, tired of taking phone calls from misguided investors, he and my mother put the household phone in her name, and the errant calls ceased to find him. He was not related to that Charles Schwab, either. But when asked, I can at least say with a straight face that Charles Schwab was my father.

But back to the book. Without drilling down into all the magnificent details that Stoddard provides, the second part paints a portrait of what makes the steel industry function as a whole, starting with vivid descriptions of the iron ore barges that sail the Great Lakes, some of which are larger than the Titanic and the Queen Mary, yet get far less attention because they do not cross the oceans. After visiting the Iron Range, he boards one of those freighters in Superior, Wisconsin, and stays aboard across Lake Superior, the volatile lake whose nasty storm in 1975 swallowed the Edmund Fitzgerald, the subject of a doleful hit folk song a year later by Gordon Lightfoot. He stays with the crew as they transit Lake Huron and Lake Erie to Cleveland, where they finally unload their cargo of thousands of tons of iron ore pellets. Along the way, we learn about the modern amenities aboard such ships, and the challenges both they and their crews face, including fitting such huge vessels through narrow locks between the lakes or braving lake effect storms. It is a world few of us imagine or even try to think about. But it is a world that makes our world possible. Without steel, we have no modern skyscrapers creating the skyline of cities like New York and Chicago. Without steel, many of our modern appliances and conveniences simply are not possible. Without steel, our cities look like very different places. Just take a look at photos and drawings of American and European cities in the mid-19th century. Just imagine building railroads and mass transit without steel.

And so the book presses on—I won’t ruin the anticipation, except to say that eventually, as he must, Stoddard leads us to the decline of the monsters of steel on the American industrial scene, due more to lack of innovation than lack of resources. Former giants of urban steel making disappeared from older industrial cities like Pittsburgh and Cleveland. Other, more nimble, firms like Arcelor Mittal have moved to the forefront in recent decades, and Stoddard tells us why in a closing chapter titled, “Exeunt the American Gods.” The changes that have been wrought in our major cities are not for the faint of heart. Once again, in the cycle of history, steel manufacturing has changed, and the old days will not return. But steel will continue to change our lives.
