In Harm’s Way or Dodging Disaster?

President Joe Biden’s $2.3 trillion infrastructure bill aims to fix much that is ailing in America, and its sheer size is drawing predictable—and short-sighted—fire from Republicans in Congress. The nation has a great deal of aging infrastructure, which will eventually pose a massive challenge to economic development. But the American Jobs Plan also takes aim at a growing, urgent, and critical need for infrastructure to cope with the impacts of climate change. These affect many kinds of infrastructure, including transportation, water, wastewater, and energy and communications systems. There is nothing patriotic, it seems to me, in being so oppositional as to allow our nation to deteriorate, Texas-style, in the face of changing climate conditions. There is also nothing about what happened in Texas with frozen energy systems that contradicts “global warming.” The research clearly shows that climate instability, including seemingly less predictable winter storms, is part of the overall impact of a generally warming climate. Nobody but a charlatan ever promised that climate change would be a simple topic.

Earlier this year, I reviewed a book by a former Toronto mayor about what cities are doing about climate change. Later, I reviewed Doug Farr’s elaborate tome on how the design professions are providing solutions to climate challenges in new forms of housing and urban development. In addition, a year ago, I reviewed a new Planning Advisory Service Report by the American Planning Association on planning for infrastructure resilience. I remain committed to highlighting resources for planners, public officials, and interested citizens on issues of climate resilience.

In this post, I feature a new book on community solutions to climate resilience. In Harm’s Way, by John Cleveland and Peter Plastrik, provides a set of detailed ideas for building climate resilience in our communities. In my view, its dominant values in contributing to the discussion of climate change and community adaptation center on two crucial issues: first, how to finance investments in climate resilience, and second, how to build the policy foundations for managing retreat from the most vulnerable coastal areas as a means of avoiding major “natural” disasters. The two co-authors bring interesting backgrounds for such discussion. Cleveland is executive director of the Innovation Network for Communities (INC) and a member of the Boston Green Ribbon Commission, a group of business and civic leaders supporting the Boston Climate Action Plan. Plastrik is vice-president of INC and co-author of an Island Press book on networking for social change.

The Biden plan faces a challenging uphill climb toward passage in Congress. The money it promises for what it offers to do is heavily dependent on changes in corporate taxation that may face daunting opposition in Congress. In any case, even passage of the plan does not necessarily mean that every valuable potential investment at the local level in more resilient infrastructure will be assured of adequate funding, nor does it mean that local leaders will always agree with federal priorities for their own communities. The struggle to implement the plan will face years of challenges. In short, this is an important time for the vital discussion by Cleveland and Plastrik on how we can best find the money for essential investments in climate resilience.

Financing climate resilience is essentially an exercise in risk management. The first ingredient in successful risk management is recognition of the problem, which at a national scale has been a political football because of right-wing denial that a problem exists. For four years, this denial was centered in the White House, but the nation clearly chose a sea change on climate policy in the 2020 election. But that does not mean that nothing was happening outside the Trump administration—far from it. Local financial innovations were afoot in numerous American communities, including large cities like Boston, Miami, and San Francisco. Indeed, networks of such cities have been exploring avenues for fostering climate-related investments. The issue in many cases, because local governments seldom have large stores of cash awaiting brilliant ideas, is hunting for money in the financial markets. In many ways, the hunt for climate-resilient investments is a race against time for cities that may face climate-related disasters that may cost far more in damages than the investments they are contemplating to prevent such outcomes. Misalignments between resources and needs are commonplace, the environmental burdens of climate change, particularly on low-income and minority neighborhoods, are often enormous, and public revenue is often insufficient to address the problem. The authors thus focus on the need for innovations in climate resilience finance to meet this challenge. Given the likelihood that at least some of the Biden plan will require some level of local and state matching funds, this issue will remain potent. The authors outline a range of tools for creating these new financial structures. This task is far from impossible, however. Bond-rating firms and others are already recognizing the inherent risks involved in ignoring climate change. Why not invest on the positive side through mitigation and adaptation?

Case studies are always helpful in making clear that some community, somewhere, is at least testing solutions, many of them proving successful. The authors outline a playbook for paying for climate resilience, using eight examples in which communities have generated local revenue, imposed land-use costs on unwise development, leveraged development opportunities to achieve climate resilience, and pursued equity, among other options. Local governments in fact have a range of regulatory tools and incentives they use to leverage many other decisions by businesses and residents, many of the options, such as floodplain management rules, are already common. What is needed is the imagination for new ideas on how to use those tools, as well as accessible guidance on how well those ideas are working and under what circumstances. One city highlighted in this chapter is Norfolk, Virginia, a low-lying city on the Atlantic coast that faces a future laden with nuisance flooding due to sea level rise. Its system of four color-coded zones indicates relative levels of safety or vulnerability as a means of directing redevelopment to safer areas while demarcating those in need of protection. Zoning may not seem like a financial issue, but it is a quintessential financial tool in dictating what sort of development is permissible in what location, thus channeling investment to those areas the city deems acceptable for certain purposes. The problem is that the power of zoning has not always been used with a vivid awareness of the environmental hazards that are tied to urban geography.

In the U.S. system, municipalities are creations of the states, which establish the rules under which cities operate. Notwithstanding the magnitude of federal largesse, it is thus also fitting that the book contains a chapter on how states can help communities invest in climate resilience. States can serve as both barriers to and intentional supporters of local innovations in financing climate resilience.

In the end, however, all of this depends to some degree on political will, a subject addressed in a final chapter on managed retreat under the caption, “Can it happen here?” Communities have long shied away from open discussion of retreat from the shoreline or highly volatile riverfronts. Seashore land has historically been some of the most valuable real estate in the nation, and not only because it can become a haven for rich owners of second homes, but because beaches attract tourism and harbors attract economic development and transportation infrastructure. What public official wants to say no to new shoreline development, let alone talk of managing retreat from existing settlements? Yet the sheer long-term cost of such reluctance to lead with courage is something I discussed in another book review early last year. The Geography of Risk was a book that detailed wave after wave of catastrophic destruction on the New Jersey barrier islands as a result of investments by entrenched real estate interests that resisted risk-based land-use reforms.

But Cleveland and Plastrik insist that retreat will happen, and the question is not if, but when, and under what circumstances. Basically, they say, in coastal areas threatened by climate change and sea level rise, retreat will be driven either by disasters, or by the market, or by plans. In the first instance, nature itself will make decisions that force painful choices that we cannot control. In the second, recognizing the inherent dangers of such stubborn persistence, market forces will withdraw investment from areas that are no longer viable as a result of climate change, with major losses for those who either lack the means to move or who fail to read the tea leaves. The final choice, plan-driven retreat, is the only one that allows the community some degree of sovereignty in the matter, deliberating about the direction of retreat, the means of financing it, and ways of mitigating financial consequences for those involved. The problem is finding articulate, visionary leadership that can lead the community to its moment of truth.

Well Done, Faithful Servant

Starting this summer, John Fuller will find something new to do with his time. He is retiring after 41 years on the faculty of the University of Iowa, where he has been a professor in the School of Urban and Regional Planning (SURP) since 1979. But he has been much more. He had cross-postings in the Departments of Economics and Geography. He was the resident expert on transportation planning. At times, he chaired the planning school, and from 1979-1995, he was executive director of the Legislative Extended Assistance Group (LEAG) of the Iowa Legislature, which initiated policy research on issues of legislative importance. He also directed the Institute of Urban and Regional Research from 1979-1983. That is where I began working for him.

I have known John for nearly half his life. When I entered the planning program at Iowa in January 1982, he immediately hired me as a graduate research assistant, probably recognizing talents I did not yet know I had, and trusting that high GRE scores portended success. By the time I left in the spring of 1985, just before marrying my wife in Omaha that June, I had completed one of those LEAG studies, possibly one of its most consequential ones, The Farm Credit Crisis in Iowa, examining a financial meltdown in the farm sector and its consequences to communities in rural Iowa. John was aware that I already was undertaking a Master’s Project in Journalism on the subject, which I would ultimately turn into a published book (Raising Less Corn and More Hell, University of Illinois Press, 1988), and convinced legislative leaders to engage me on a policy study. It was a highly formative experience that allowed me to exhibit writing skills that became a cornerstone of my career as it evolved.

John was big on creating opportunities like that for people in whom he had confidence. I am proud to this day that he had such confidence in me. I know that other such expressions of confidence made a similar difference for many others over the decades that followed.

John had already had a meaningful career before he ever arrived at the University of Iowa. He completed a bachelor’s degree in economics at San Diego State University in 1962. He went on to earn a Ph.D. at Washington State University before undertaking a winding path through the Wisconsin Department of Transportation, initially as chief of economic analysis, until he was secretary of the Wisconsin Highway Commission in 1976-1977, just before becoming deputy executive director of the National Transportation Policy Study Commission during the Carter administration in Washington. From there, he moved to Iowa City, where he has remained. He has, however, become a long-time fixture at the federal Transportation Research Board, where he has served on many committees and in many capacities. Often, if I came to Iowa City and John was not there, it was because he was at a TRB meeting in Washington, D.C.

By the time I met him, John was married to Kathy Fait. They have four children who are today scattered across the landscape in places like California, Houston, and Ann Arbor, Michigan. Retirement may afford them both the chance to visit children and grandchildren more often than they already do. That will surely be appreciated. Meanwhile, they can enjoy their large home on a hill in West Branch, whose primary claim to fame is that it serves as the home of the Herbert Hoover Presidential Library and Museum, just a short bicycle ride away. Not surprisingly, John is the chair of the West Branch Planning & Zoning Commission.

At the University of Iowa, he found his lasting home, but he may also have found himself. In fact, he and Kathy may have carved out a joint mission that made them unique. Increasingly over time, John found ways to connect with students, and Kathy assisted by making their home a place where foreign students particularly felt welcome. Charles (Chuck) Connerly, who became the SURP director in 2008, states:

John spent his career dedicating himself–through his teaching and his kindness–to his students. In the classroom, John was always staying abreast of the latest trends and issues in transportation so that his students were always well aware of the key issues in this important field. He dedicated his career to transportation, and his students greatly benefited from his commitment.

John was also committed to the welfare of our students in planning, especially our foreign students. As a Fulbright scholar himself, John worked very hard to bring Fulbright students to our planning program. Every year there would be at least one Fulbright scholar and often two or three. These scholars, from all over the world, contributed greatly to the quality of our student body and to the overall quality of the educational experience for all our students.

But John, along with his wife Kathy Fait, also made sure that foreign students felt welcomed at Iowa. They would pick students up at the airport, help them negotiate the first few days of their time in Iowa City, and would provide them with stuff that these students, often from warmer climates, would need–such as winter coats and luggage. As an advisor and Director of Graduate Studies, John worked hard to make certain that each of our foreign students was able to complete their studies here, even when some of these students got off to a rocky start. Because of this good care, Fulbright has always looked to us as a good program and university at which scholars can be placed.

I can attest to much of what Chuck says. He arrived amid the infamous 2008 floods that forced the evacuation of more than 10 percent of nearby Cedar Rapids and wrought damage to the Iowa City campus totaling hundreds of millions of dollars. The school contemplated how it could play a bigger role in assisting Iowa communities with hazard-related problems and considered adding material to its Master’s degree curriculum. Long after most professors would have lost touch with their students, John was very much aware of my work on the subject for the American Planning Association. “Why not bring back Jim Schwab?” he asked, and urged hiring me to teach such a course. I hurriedly designed the course that summer for the fall semester. I have been teaching variations of it ever since.

Of course, I needed to drive out from Chicago to do so. John and Kathy offered their home as a place to stay while I was in town, usually the spare bedroom in the basement. Often, in breakfast conversations, I learned from Kathy of the latest delegation of foreign visitors they had been entertaining. I also learned during that first fall course of a flood refugee named Fred from nearby Coralville, to whom they provided emergency housing for several weeks. The door seemed always open if they could find a way to help.

Badminton, anyone? John found ways to stay fit, including playing in a badminton club.

The Fullers also have an abundant garden in their ample backyard, and I am sure I was not the only one who sometimes drove away after a visit with bags of apples and vegetables they had deliberately picked for me in order to share their cornucopia. It is just part of who they are.

As a result, even classmates of mine, like Kirk Bishop, now a planning consultant in Chicago with Duncan & Associates, who never took a class with Fuller, can say, “I remember him well. Even in our occasional passing in the hallways he was always quick with a smile, a nod, or a hello. A good soul. Fond memories indeed.” It is a rare occurrence when someone can distinctly remember, more than 35 years later, a professor who never taught them. It is a level of personal impact that is exceedingly hard to achieve.

In ordinary times, under ordinary circumstances, a long and distinguished career would likely be celebrated with a farewell gathering of students and faculty and staff, perhaps in a restaurant or some party setting, perhaps at some university facility adequate for the purpose. People would mingle, share stories, and salute the honoree with best wishes for a healthy, happy retirement. Unfortunately, these are not normal times, and no such gathering would have been safe or appropriate.

Chuck Connerly and others did the next best thing, at least for the time being: They hosted an online happy hour via Zoom, which I mentioned in my last blog post. That too was unfortunate, because, while I am told that at least 40 colleagues and SURP alumni joined the discussion, I was not only unable to do so because of my sudden hospitalization, but unable as well to even tell anyone why I was not there. I still regret that, even though I could do nothing about it.

But we are assured that, when the day comes that such a gathering can be done safely, the School will honor John with an in-person gathering for those able to attend. When that day comes, I will drive four hours to Iowa City to attend. After all these years, and all the kindnesses he and Kathy extended, it will be the least I can do. It is especially important to recognize when someone has turned a career into a mission to serve.

Unequal Exposure

On April 29, I will be moderating “Demanding Equity: Planning for Post-Disaster Recovery,” a 45-minute session in a special three-day virtual conference of the American Planning Association, NPC20 @HOME. The online conference is an attempt to replace the experience of the canceled National Planning Conference, which would have taken place in Houston, April 25-28. For the first time in APA history, the annual event will not go forward as planned. Like numerous other conferences, it was untenable to assemble thousands of participants in the middle of the coronavirus pandemic. But it is possible to provide a decent educational opportunity in its place by broadcasting and recording distance learning and letting participants ask questions remotely.

But why do I mention this one session, when APA is offering two dozen? Because it touches on some issues so central to the social and economic impacts of coronavirus, and speaks so directly to what planners and planning can do as we recover from this experience, that I wanted to highlight the subject in this post. It has been said often that the coronavirus does not discriminate. That may be true, but our society has done so and still does, often in ways people are reluctant to consider or admit. The result is that, as happens with most disasters, minorities and low-income people, those with fewer opportunities in life or greater exposure to danger, are disproportionately affected. And so it will be when the histories of this pandemic are written. The evidence is already stark enough for passionate discussion.

To give credit where it is due, the session was the brainchild of Adrian Freund, a veteran, semi-retired planner in Oregon. Before the NPC was canceled, however, Adrian was hospitalized (not because of coronavirus) and realized he would be unable to go to Houston. He reached out through a former president of APA, David Siegel, also of Oregon, to ask me to take over, and I agreed. We are on the same page on this issue. When APA decided to replace NPC with NPC20 @HOME, this was one of the sessions they felt must be included, and I reassembled the speakers to modify our plans for the new format.

All of them have a ton of wisdom to contribute on the subject. Shannon van Zandt is a professor of urban planning and department head at Texas A&M, and has authored numerous articles and led many projects on subjects related to equity in disaster recovery, particularly in the Texas context in which she works. Marccus Hendricks, an assistant professor of planning at the University of Maryland, is a Texas A&M graduate who has focused on infrastructure issues and environmental justice, writing his doctoral thesis on stormwater management in Houston. Chrishelle Palay is director at the HOME Coalition in Houston. Obviously, the panel has strong Texas roots, but there are few states where one can get better insights into the impacts of environmental inequities.

But it is the screaming headlines of the past week that have brought renewed attention to the issue in the context of coronavirus. In Chicago, we have learned that African Americans are dying from the virus at six times the rate of whites. Gary, a predominantly African American city, is the new coronavirus hot spot in Indiana. It is also where it gets personal for me. A 12-year-old granddaughter lives there and, as of yesterday (April 10), appears to have COVID-19 symptoms. Her mother called and was asked not to bring her to a hospital, but to isolate her at home. She will not be tested because, as everywhere else, this nation has not gotten its act together on testing. Will she even be included in the statistics, then, as a known case? Good question. I have no idea how Indiana is tallying such numbers. But she is in for a rough ride in the immediate future, and Gary and surrounding Lake County are certainly not fully prepared.

But what is happening in Chicago, as numerous commentators and public health officials have noted in the past week, is not only not unique, but to be expected. Detroit is emerging as a hotspot with major disparities in racial impact. State health data reveal that, while blacks make up 14 percent of Michigan’s population, they account for one-third of the cases and 40 percent of the deaths so far. In Louisiana, with one-third of the population, blacks account for 70 percent of the deaths. New Orleans has clearly emerged as a southern hot spot for coronavirus infections. Across the nation, one can find similar racial disparities.

Beneath those figures, however, are other disparities that weave in and out of racial and ethnic numbers. Age is perhaps the best-known factor, but so are many others. People in low-income service jobs, for instance, to the extent that they are still working, are more dependent on public transit and much less likely to be able to work from home like white-collar professionals. Public transit contributes greatly to mobility in urban centers, but does little for social distancing. It is still unclear just how transit will be affected for the long term, although it remains a vital link to jobs for many of the working poor. But coronavirus is clearly challenging the economic viability of many transit systems, one reason they were the target of assistance in the CARES Act.

It goes without saying that health care workers are significantly more exposed, but they are not just doctors. Their ranks include nurses, nursing assistants, and many others, some with much lower incomes, who nonetheless are risking their lives every day. Some of them work in nursing homes, which have not been the focus of any noticeable attention at the federal level. There are many ways to slice and dice the data to identify patterns of exposure, including those for access to health care, quite possibly the single most important factor driving disparities in this particular disaster. Lack of insurance coverage and inability to afford adequate health care leave many people untouched by the system and untested until it is too late. Poor or nonexistent health insurance coverage, especially for undocumented immigrants, accompanied by food deserts in many inner-city neighborhoods, endemic poverty in many rural areas and small towns, and exposure to job-related ailments, can produce numerous chronic conditions that make exposure to a new virus fatal or disastrous instead of merely survivable.

It remains remarkable, in view of these factors, that the Trump administration can maintain its drumbeat of opposition to the Affordable Care Act, including the recent refusal to allow newly jobless Americans to sign up for coverage. But this is one of many ways in which this nation, through both federal and state policy, continues to resist expanded, let alone universal, health care coverage to shore up health care deficiencies for the most vulnerable among us. There is both a meanness and short-sightedness that underlies much of this resistance. As I noted just two weeks ago, these health care vulnerabilities, with all the racial and socioeconomic inequities they embody, form the weak links in the chain of overall vulnerability for our communities when pandemic strikes.

And that brings me back to the point of the session I will moderate. One essential element of the planner’s skill set should be demographic analysis. The coronavirus pandemic highlights the critical value of addressing public health in comprehensive plans and other efforts to chart the future of cities, counties, and regions. Issues of national health care policy may be well beyond the reach of planners and their communities, but exposing the glaring disparities that have been made evident as the data on coronavirus cases grows is critical to knowing how resilient our communities are or how resilient we can make them. Access to health care is not merely a matter of insurance, as important as that is. It is also affected by the practices of local hospitals, the access to open spaces for densely populated areas, environmental regulations controlling industrial pollutants, public education around personal health, access to healthy food, the quality of our food distribution systems, and a myriad of other considerations that can be addressed to one degree or another through local or regional planning and through policy commitments to social equity.

That is precisely why, as the White House dithers, and federal management of the coronavirus crisis continues to fall short, dozens if not hundreds of mayors and governors and other local and state officials have stepped up to fill the gap. It is sad that there is not better national leadership in this crisis, but we are learning who our real leaders are. Enabling planners and other policy makers to support those officials with essential and meaningful data is an ongoing task, but if we are going to emerge from this disaster in a better place, identifying the inequities that weaken our communities and finding ways to build resilience across those weak links is going to be essential. There is no good alternative.

Climate News from Florida and California

Warning to readers: This is not my usual single-focus essay. It is a collage of news from two coastal states with an assortment of serious natural hazards challenges—Florida and California. In recent years, their politics has tended to diverge widely, but perhaps we are seeing a welcome convergence to some degree around climate issues. It is about time: Both face severe and unrelenting challenges, and there is little time to waste in identifying and implementing effective solutions.

Let’s start with Florida.

For starters, they are getting significant help from The Nature Conservancy (TNC), an organization that has long performed great work in preserving open space and researching the values of green infrastructure. For years, I have heard about the merits of coastal mangroves in mitigating hazards such as storm surge and coastal erosion. Recently, TNC employed an insurance industry catastrophe model to quantity the economic benefits of mangrove forests for reducing coastal storm damages in Collier County, and from Hurricane Irma, which struck parts of Florida in 2017. For those unfamiliar with the area, Collier County is in southwest Florida running from Naples on the Gulf of Mexico coast east into the Big Cypress Nature Preserve, which lies just north of Everglades National Park.

To quote the TNC website, “Many areas in the county received over $1 million in benefits every year in flood damage reduction benefits due to the mangroves in front of them.” Moreover, “Mangroves averted $1.5 billion in storm damages, amounting to a 25% savings in counties that have mangroves. They also protected more than 626,000 people across Florida.” You can access the full report, Valuing the Flood Risk Reduction Benefits of Florida’s Mangroves, here.

While TNC could be expected to take climate change and natural hazards seriously, Florida Republican officials are another matter. It is thus heartwarming to learn in a new Associated Press article that first-term Gov. Ron DeSantis has helped turn the page, along with some Republican lawmakers, on the climate denial that prevailed under his predecessor and now current U.S. Senator, Rick Scott. It also appears that Sen. Marco Rubio has joined a bipartisan Senate Climate Solutions Caucus launched in October. While one should not expect the sort of wholehearted embrace of climate issues that one sees among progressive Democrats, that is not necessary for one to appreciate the value of a return to a bipartisan approach to an issue where Republican support (and connection to reality) has in recent years been woefully lacking, especially under President Trump. Shifting public perceptions have driven political change in both California and Florida, and it is about time. Southern Florida has been awash in nuisance flooding driven by sea level rise, and pollution has threatened the environmental viability of the Everglades. If Republicans are finding a need to appeal to voters through climate action, that is, on balance, a far better thing for the political system than a hyper-partisan battle of acceptance of reality versus denial. It is also not surprising that two highly vulnerable states with major natural hazard threats would be in the forefront.

Of course, California under former Gov. Jerry Brown went all in on confronting climate change, in part because of the motivating impact of increasingly frequent and violent wildfires and lengthening wildfire seasons. If anything, current Gov. Gavin Newsom may be picking up the pace, but it is worth nothing that even former Republican Gov. Arnold Schwarzenegger has long acknowledged climate change and advocated effective state and federal action in response. But let me keep this post short and to the point. I recently taped some introductory material for new additions to the American Planning Association’s Resilience Roundtable podcast series, for which I will soon be moderating several new installments to be released in the coming year. But two new podcasts involve interviews by Prof. William Siembieda of California Polytechnic State University in San Luis Obispo, with planners from Butte County. The first is already available, in which he discusses the impact and recovery from the Camp Fire, which destroyed much of the city of Paradise, with senior planner Dan Breedon. The second interview will appear on the Resilience Roundtable page soon.

Why the Nation Should Invest in Mitigation

I should have written this blog post six months ago, but better late than never. Last December, the National Institute of Building Sciences (NIBS), Multihazard Mitigation Council, issued Natural Hazard Mitigation Saves: 2017 Interim Report, a welcome update of its highly regarded, widely quoted, 2004 report, Natural Hazard Mitigation Saves: An Independent Study to Assess the Future Savings from Mitigation Activities. Why is this new report still relevant for blog discussion eight months after its release? Because it is having a significant, if not yet profound, effect on public and congressional thinking about the investment of federal dollars in hazard mitigation. That shift is long overdue.

The original report was a landmark in hazard mitigation research in its own right, finding that the nation eventually saved $4 in costs from disaster losses for every dollar of federal money invested in hazard mitigation, a remarkable return on investment by any standard. That report also differentiated specific savings related to specific disaster types ranging from $1.50 per dollar for earthquake mitigation efforts to $9 for flood-related mitigation investments. In short, presuming that specific projects merited investment based on cost-benefit comparisons, the U.S. could prevent a world of pain with timely and effective investments in mitigation projects to reduce such losses.

Still, over the years, the federal government has provided far more money after disasters to support mitigation against future disasters by more generously funding post-disaster programs, primarily the Hazard Mitigation Grant Program (HMGP), than pre-disaster programs such as the Pre-Disaster Mitigation (PDM) program, authorized under the Disaster Mitigation Act (DMA) of 2000 (Sec. 203 of the Stafford Act, 42 U.S.C. 5133). Pilot funding actually began in 1997 under the Federal Emergency Management Agency’s (FEMA) Project Impact, which was terminated by the George W. Bush administration, but by then the DMA was law, and so was PDM. However, secure funding is another matter, and over the years, PDM has been subjected to a roller coaster ride of erratic congressional appropriations. Disregarding the Project Impact years through FY2002, appropriations have ranged from a peak of $150 million when the fund was established in FY2003, to $35.5 million in FY2012, to $25 million in FY2014 following an attempt by the U.S. Department of Homeland Security to zero out the fund and merge it into a single mitigation account, a ploy that did not succeed in Congress. Now the trend is in the opposite direction, with $90 million allocated in FY2017, and dramatically more under consideration for FY2019. In June, the Senate was looking at a proposed allocation of $246 million (House version), according to Meredith Inderfurth, Washington liaison of the Association of State Floodplain Managers. That is the same amount allocated the previous year, so one can hope PDM is stabilizing at a higher level. One must realize, also, that what is proposed from the administration of the moment is not necessarily what is disposed by Congress, where appropriations committees may act under significantly different influences from those affecting the White House.

What is the difference between PDM and HMGP? Most simply, PDM provides funding under a competitive grant system to communities for proposed projects to implement hazard mitigation before disaster strikes, under what some call “blue skies.” By contrast, HMGP funding is a percentage of overall disaster assistance following a presidentially declared disaster. That percentage has varied over time and among states; those with enhanced state hazard mitigation plans, which must meet higher standards and show a deeper state commitment to mitigation, receive a higher percentage of overall disaster assistance in HMGP funds. Currently, for states with enhanced plans, that amounts to 20 percent of overall assistance, in other words, $200 million in HMGP for every billion dollars of disaster aid. The amounts are smaller, beginning with 15 percent for the first $2 billion of aid, and shrinking as percentages of higher levels, for states without enhanced plans. The states then distribute this money to local jurisdictions for specific projects. But no HMGP money exists without a declared disaster.

However, at least the recent revived congressional interest in funding PDM suggests that the emphasis is changing, and it is no accident that this is happening after the release of the NIBS interim report. The $4 savings calculation from the 2004 report has been widely disseminated and quoted in disaster management circles. The new report accentuates that good news with increased savings estimates based on complex studies that have dug much more deeply into the logic of how those savings should be calculated. To be honest, I will not confess to following all the detail in 344 pages of text and appendices in the new report. Economics is not my field. My trust in the numbers, however, grows out of both admiration for the stellar collection of scholars involved in the study and an ability to at least follow the logic of their arguments, if not the details of every calculation. I can at least follow the logic of the methodology, which appears very sound.

What did they find? The report established a new, higher overall savings ratio of $6 for every federal dollar invested in hazard mitigation by “select federal agencies.” It did this by establishing methodology for including new but relevant factors into the cost-benefit calculations the study used. The new study goes farther by also examining investments “to exceed select provisions of the 2015 model building codes,” for which it found a 4-1 benefit-cost ratio. In the latter case, this meant that the analysis focused on those mitigation efforts that used stricter standards for building resilience than those in the model codes. It should be noted here that neither model codes, propagated by nonprofit code development organizations that research the effectiveness of various building standards and promulgate such codes for use by local governments, nor federal mitigation requirements, such as those in the National Flood Insurance Program, prohibit local governments from “going the extra mile” to strengthen protection against various potential disasters.

Like the 2004 study, this one also sought to establish more specific benefit-cost ratios for particular disaster types, for which the efficacy of mitigation investments can vary. Nevertheless, all proved positive to differing degrees. Flood mitigation led the pack, as it did in the earlier study, with a 7-1 ratio for federal investments and 5-1 for exceeding 2015 model code requirements. Investments for exceeding codes for hurricane storm surge bore a 5-1 benefit, but an inadequate sample for federal investments prevented the study from producing a ratio for federal investments. Wind mitigation was 5-1 for both analyses; earthquake and wildland-urban interface yielded 3-1 advantages for federal investments and 4-1 for code exceedance. Overall, however, the dominant area of U.S. losses in disasters has always come from flooding, generally by a very wide margin.

As I noted, a good deal of the refinement materialized from the study’s ability to quantify some aspects of future cost savings that were often left out of the equation in past analyses and in traditional benefit-cost analyses. Rather than paraphrase, I will simply offer the study’s own summary from page 9:

The Interim Study quantified a number of benefits from mitigation, including reductions in:

  • Future deaths, nonfatal injuries, and PTSD
  • Repair costs for damaged buildings and contents
  • Sheltering costs for displaced households
  • Loss of revenue and other business-interruption costs to businesses whose property is damaged
  • Loss of economic activity in the broader community
  • Loss of service to the community when fire stations, hospitals, and other public buildings are damaged
  • Insurance costs other than insurance claims
  • Costs for urban search and rescue

All these are important facets of the overall costs of disasters, many of which have been hard to quantify in the past. That is what makes this update so significant. What will make it more valuable is for advocates of effective hazard mitigation, whether experts or ordinary citizens, to learn the basic facts of these findings and share them with policy makers at local, state, and federal levels of government, so that it becomes clear that simply rebuilding the same structures in the same hazardous locations after each disaster constitutes a massive lost opportunity. The staggering losses last year from Hurricanes Harvey, Irma, and Maria, combined with the wildfires in California, should be a wake-up call. We can avoid a great deal of tragedy with smart investments in mitigation at all levels of government. Download or scan this study, at least read the summary, and be prepared to make the basic case. It is the fiscally conservative thing to do, in view of the hundreds of billions of dollars that have been poured into disaster recovery.

Paris Minus U.S., One Year Later

Last Friday, June 1, marked one full year since President Donald Trump withdrew the United States from participation in the Paris climate accords that President Barack Obama had signed just two years ago. As too often is the case in this administration, one wonders how much of this move was driven by Trump’s anxious desire to wipe away the achievements of the Obama presidency out of sheer animus, and how much of it, if any, was informed by any serious knowledge of the relevant issues. Trump’s grasp of environmental issues can most generously be described as tenuous.

Most people who care are already well aware that Trump’s decision left the U.S. as the only nation in the world that is outside the Paris framework. At the time Trump withdrew, only Syria and Nicaragua had not joined the agreement, and Nicaragua objected only because it felt the agreement did not go far enough. Last November, Syria became the last nation to join, leaving the U.S. alone in its reactionary stance.

The problem is that the U.S. remains the second-largest emitter of greenhouse gases behind China, which has four times the population. China, however, is taking significant steps to reduce its emissions amid growing concern that industrialization has brought deadly levels of air pollution to Chinese cities. There is no Chinese hoax here, as Trump once claimed. What is happening is a clear recognition by the Chinese government, despite its many missteps in the realm of environmental regulation, that acting to clean up its urban air and its contributions to global warming is in its own self-interest. One wonders why that logic is so hard to sell to Republican policy makers in Washington. How, for instance, will allowing U.S. manufacturers to produce more polluting products make American cars, appliances, and other products easier to export? When other nations are ratcheting up their standards, who will want those products unless they comply with international agreements to address this global problem?

It is that very question that is producing a reaction within the U.S. to maintain a presence in the Paris climate accords even without the participation of the federal government. Certain economic trends already are working to undermine the Trump agenda in this regard. Despite administration efforts to prop up aging, polluting coal-fired power plants, for instance, the number of coal plant closures continues to increase. Some 12,000 megawatts of coal-fired power are expected to shut down this year. The major reason is that coal is no longer competitive or cost-effective in the long run in comparison with natural gas and renewable sources. The International Renewable Energy Agency, for instance, notes that costs for utility-scale solar photovoltaic electricity have fallen 73 percent since 2010. Renewables are expected to reach parity with fossil fuels by 2020, but the two categories are headed largely in opposite directions. A president supposedly dedicated to free enterprise is so blinded by his own assumptions that he is wrestling with the free market even more than he is wrestling with environmentalists.

The result is that 17 states and numerous cities have joined the U.S. Climate Alliance, launched by Govs. Jerry Brown of California, Jay Inslee of Washington, and Andrew Cuomo of New York, to counteract the federal government’s retreat on climate change and maintain a vigorous U.S. presence in climate discussions, even as major corporations like McDonald’s and Walmart have pledged compliance with the international agreement. Brown is hosting a Global Climate Action Summit in San Francisco September 12-14. Trump may have withdrawn, but states, cities, and numerous companies have sustained a U.S. voice in support of international cooperation on climate change.

Needless to say, the official U.S. stance is neither encouraging nor helpful. The U.S. Environmental Protection Agency has been effectively rendered useless as a source of creative energy for forward-looking U.S. policy on climate change. But there is great reason to remain both hopeful and active. Climate agreement supporters have shown that we are not and need not be completely reliant on the White House for positive change. The 2016 election is not the final word on this issue if scientists who can speak to the facts, and activists who can provide commitment to addressing those facts, can keep this issue alive. This fall, there is a major opportunity for all concerned to question candidates and office holders relentlessly on their plans to address climate change and their willingness to reverse course toward a more positive collaboration with the rest of the world. If we must throw out the bums, we should not be bashful about doing so. In numerous state-level and special elections, voters seem to be awakening to this challenge. If we install new members of Congress, new governors, eventually even a new president, willing to confront the reality of climate change, there is still time to generate major progress toward leaving our children a habitable planet later in the century.

Although it probably will have to be in the short term, this also should not ultimately be a strictly partisan issue. It has not always been. Under the administration of President George H.W. Bush, EPA Administrator William Reilly was an active participant on behalf of the U.S. in the Rio de Janeiro climate summit. Beginning with the Republic rebellion in 1994 led by former Speaker of the House Newt Gingrich, anti-environmental forces hijacked a Republican party that, until then, had often helped forge bipartisan agreement on numerous environmental issues. A strong vote for change may yet force a reassessment of that stance, but it may not be easy or pretty in the short term. But it is clear that advocates for change can tap into considerable momentum if they are willing to present a strong case in both environmental and economic terms. Let’s make it happen.

Kickstarting Urban Innovations

We often hear from conservatives that the public sector is inherently inefficient, lacking the competitive pressures that drive innovation. A great deal of the evidence seems anecdotal, although it’s not hard to come by. The work of most public agencies is at least somewhat more visible than that of most corporations. People build long memories, for instance, of long lines for driver’s license renewals. Today, however, most of us renew online unless there is some reason we need to retake the test or replace a lost license quickly. How often do we remember the agencies that have created more modern customer service operations? I read in the Chicago Tribune’s endorsement today of Cook County treasurer Maria Pappas for re-election that, in the past 20 years, she had reduced her staff from 250 to 88.5, while also digitizing more than 4.7 million pages of old records. Was anyone noticing?

Count me a skeptic on the broad theory of greater efficiency in the private sector. I’ve long been more inclined to assess efficiency and innovation on a case-by-case basis. I don’t think it is at all impossible to innovate and streamline public-sector operations, nor do I think all businesses operate efficiently. In due course, obviously, the latter may go out of business, but there are also ways for voters to hold public agencies accountable—if they are so inclined, which sometimes they are not. People are sometimes more than willing to re-elect dinosaurs for a variety of reasons, just as they sometimes continue to patronize sluggish businesses. Human decision making in both the political and economic realms can be rather fallible, a fact that the field of economics is finally coming to terms with (witness the work of Amos Tversky and Daniel Kahneman, the subjects of the Michael Lewis book The Undoing Project, or of Richard Thaler).

It is thus heartening to see someone like Gabe Klein produce a short, snappy volume, Start-up City, that provides both case studies and principles for public-sector innovations in our cities, with an eye to building the cities of tomorrow that are in fact competitive with their peers in fostering both better service to their constituents and better prospects for environmentally and socially beneficial economic development.

Klein’s book discusses the innovations he introduced first in Washington, D.C., and later in Chicago, in both cases managing the city’s transportation department. When the mayor of Washington appointed him to the first post, he pulled Klein out of the private sector, where he had been involved with a bicycle company, food trucks, and Zipcar. Those enterprises exposed him to competitive entrepreneurial environments where innovation flourished, but also to obstacles that regulators can pose to innovation. Klein flourished in the public sector as well because he firmly believed that innovation in public agencies, even those that had been somewhat stodgy and resistant to change in the past, was eminently possible. He set out to prove it through a combination of public-private partnerships, new thinking about agency missions, and a determination to find a way to make things happen. He distills the lessons from these experiences in a series of short eight chapters that are called, well, lessons.

Those lessons are not bashful or pain-free. For example, Lesson #1: Don’t Be Afraid to Screw Up and Learn. Klein’s underlying point is simple: If you spend your time indulging a fear of making mistakes—which, sometimes, in the public sector, can be very visible—you will accomplish little or nothing. This preoccupation may ensure short-term survival, but in the end, it is self-defeating (not to mention boring). It helps, of course, to have a mayor or other public chief executive who has your back. (Get that assurance before you accept the post.)

I won’t belabor the points here because I’d rather encourage you to read this book, which is not a long read but is definitely an inspiring one. But I will note that, in both cities, despite some entrenched opposition, Klein managed to instill numerous and prominent bicycle lanes on city streets, as well as engineering the completion of the 606 Trail in Chicago, a project about which I have written in the past, and the Riverwalk in downtown Chicago. Along the way, he discusses the marketing and branding of public projects, creative approaches to financing those projects, and effective means of engaging the private sector in meaningful partnerships. You will also learn from Klein’s smooth prose that he is an effective salesman, communicator, and presenter, making it small wonder that Mayors Adrian Fenty in Washington and Rahm Emanuel in Chicago would seek him out to serve in their administrations.

But I also want to make clear that Klein is not sui generis and does not claim to be. One need only look at the innovations of Janette Sadik-Khan in New York City under Mayor Michael Bloomberg, creating pedestrian walkways in the middle of Manhattan while improving traffic flow, to know that such innovation can abound in the public sector. (Sadik-Khan has her own book, Street Fight, that details her experiences in city government.) All that is required is the political will to turn the entrepreneurial spirit loose in city government. The only real obstacle is a lack of commitment and imagination.

Climate of Hope

For some time, it has been my intent to address the question of how we communicate about and discuss climate change, with a focus on books that have tackled the issue of how to explain the issue. Several of these have crossed my desk in the last few years, and I have found some time to read most. These include: Climate Myths: The Campaign Against Climate Science, by John J. Berger (Northbrae Books, 2013), and America’s Climate Century, by Rob Hogg (2013). The latter, independently published, is the work of a State Senator from Cedar Rapids, Iowa, inspired by the ordeal his city underwent as a result of the 2008 floods. I met Hogg while serving on a plenary panel for the Iowa APA conference in October 2013 with Dr. Gerald Galloway, now a professor at the University of Maryland, but formerly with the U.S. Army Corps of Engineers when he led a major federal study of the causes and consequences of the 1993 Midwest floods.

Another book that made it into my collection but still awaits reading is Don’t Even Think About It: Why Our Brains Are Wired to Ignore Climate Change, by George Marshall (Bloomsbury, 2014), an English environmentalist. To him and the others, I apologize. Many good ideas for blog posts went by the boards in past years when my occupational responsibilities at the American Planning Association sometimes kept me too busy to implement them. Whether it is still worthwhile to go back and review these works of past years is debatable, but at least I offer them up here as contributions to the literature. It is critical that we keep revisiting the issue of climate communication because, clearly, much previous communication has failed in the face of determined efforts by skeptics to sow doubt and uncertainty, to the point where the U.S. now has a president who has withdrawn the nation from the Paris climate accords, a subject I addressed here a month ago. It is imperative that we find better ways to share with people what matters most.

As a result, I was overjoyed to see two heavyweight voices, Michael Bloomberg and Carl Pope, offer what I consider a serious, well-focused discussion in their own brand new book, Climate of Hope: How Cities, Businesses, and Citizens Can Save the Planet (St. Martin’s Press, 2017). Bloomberg, of course, is the billionaire entrepreneur of his own media and financial services firm, Bloomberg L.P. I confess I read Bloomberg Business Week consistently because it is one business magazine that I find offers a balanced, thoughtful analysis of business events. Carl Pope, former executive director of the Sierra Club, is an environmental veteran with a keen eye to the more realistic political opportunities and strategies available to that movement and to those anxious to address the problems created by climate change. Theirs is an ideal pairing of talents and perspectives to offer a credible way forward.

This book will not seek to overwhelm you, even inadvertently, with the kind of daunting picture of our global future that leaves many people despondent. At the risk of offending some, I would venture that the most extreme and poorly considered pitches about climate change have nearly pirated for the Earth itself Dante’s line from The Inferno: “Abandon all hope, ye who enter here.” I know one person who literally suggests something close to that. I fail to see where that sort of message leads us. The harsh political and social reality is that most people need to understand how something they can do will make some concrete difference that may make their lives better now as well as perhaps a half-century from now. There are temporal factors in human consciousness that greatly affect how we receive messages, and most of us are not well programmed to respond to issues too distant in time or in space. Framing the message effectively matters.

The bond that brings these two authors together is that combination of hope and realism. They may understand that polar bears are losing their habitats, but their message focuses closer to home: Business opportunities await those willing to embrace solutions to climate change. Cities can make themselves more livable even as they reduce their negative impacts on the atmosphere. Despondency is not only counterproductive; it is downright pointless in the face of such golden eggs waiting to hatch. This is more than rhetoric. Climate of Hope provides a steady diet of details for investing in solutions, whether through public policy and programs such as Bloomberg highlights in New York and other cities, or in the business sector, which both authors do very well.

Of course, there are some very tough questions that must be addressed. The biggest involves the future of energy both in the United States and around the world. In a chapter titled “Coal’s Toll,” Bloomberg is unflinching after crediting Pope and the Sierra Club for bringing to his attention the public health costs of continued reliance on coal. He notes that pollution from coal emissions “was prematurely killing 13,200 Americans a year,” or 36 per day because of various lung and respiratory diseases, with a resultant financial toll exceeding $100 billion annually. In many other parts of the world, the figures are even higher. All this is in addition to the environmental damage of lost and polluted creeks and rivers wherever coal is mined or burned. To counter this toll, the Sierra Club, with support from Bloomberg Philanthropies, undertook a campaign to close outdated coal-fired power plants. It is also important to recognize the degree to which fossil fuel companies have benefited from public subsidies and relaxed regulation that has failed to account for the magnitude of negative externalities associated with coal and petroleum.

Inevitably, someone will ask, what about the jobs? The strength of Bloomberg in this debate is his understanding of markets, and he rightly notes that, for the most part, coal is losing ground because of the steady advance of less polluting, and increasingly less expensive, alternatives including not only natural gas but a variety of new energy technologies like wind turbines, energy-efficient LED lights, and electronic innovations that make coal essentially obsolete. The issue, as I have noted before in this blog, is not saving coal jobs but investing in alternative job development for those areas most affected. Once upon a time, the federal government created a Tennessee Valley Authority to provide economic hope and vision for a desperately poor region. Although the TVA or something like it could certainly be reconfigured to serve that mission today, the federal vision seems to be lacking. Instead, we get backward-looking rhetoric that merely prolongs the problem and makes our day of reckoning more problematic.

It is also essential to balance the problems of coal against the opportunities to shape a more positive, environmentally friendly energy future. In many parts of the world, off-grid solar can replace more polluting but less capital-intensive fuels like kerosene or wood for cooking. Hundreds of millions of poor people in India and other developing countries could be afforded the opportunity to bypass the centralized electrical facilities of the West through low-cost loans to build solar networks. Again, what may be missing is the vision of world banking institutions, but under the encouragement of international climate agreements, and with the proper technical support, places like India can make major contributions to reducing their own greenhouse gas output. The U.S. expenditures in this regard about which Trump complained in his announcement of the U.S. withdrawal from the climate accord are in fact investments in our own climate health as well as future trade opportunities. In chapter after chapter, Bloomberg and Pope describe these opportunities for private investment and more creative public policy. The intelligent reader soon gets the idea. This is no time for despair; it is instead a golden day for rolling up our sleeves and investing in and crafting a better future.

It is possible, but probably not desirable, for this review to roll on with one example after another. We face tough questions, such as reshaping the human diet to reduce the environmental and climatic impacts of meat and rice production in the form of methane, but there are answers, and Pope explores them in a chapter about the influence of food on climate. Food waste is a source of heat-trapping methane. Both en route to our plates and after we scrape them off, food waste can be a major contributor to our problems because of decomposition, but again there are answers. The issue is not whether we can solve problems but whether we are willing to focus on doing so. There will be disruption in the markets in many instances, but disruption creates new opportunities. We need to reexamine how the transportation systems in our cities affect the climate, but we should do so in the knowledge that innovative transit solutions can make huge positive impacts. We can reframe our thinking to realize that urban density is an ally, not an enemy, of the environment, when planned wisely.  Urban dwellers, contrary to what many believe, generally have much lighter environmental footprints than their rural and suburban neighbors. They ride mass transit more, bicycle more, and mow less grass.  Lifestyles matter, where we live matters, planning matters.

Quality of life in our cities is a function, however, of forward-looking public policy. Bloomberg notes the huge changes being made in Beijing to reduce its horrific air pollution. He notes:

One of the biggest changes in urban governance in this century has been mayors’ recognition that promoting private investment requires protecting public health—and protecting public health requires fighting climate change.

I have personally found that, even in “red” states in the U.S., it is easy to find public officials in the larger cities who recognize this problem and are attuned to the exigencies of climate change. Mayors have far less latitude for climbing on a soap box with opinions rooted in ideology because they must daily account for the welfare of citizens in very practical matters, such as public health and what draws investors and entrepreneurs to their cities in the first place. Hot air, they quickly discover, won’t do the trick.

Necessarily, the authors, toward the end of the book, come to terms with the potential consequences of failing to act. Bloomberg, in a chapter titled “New Normals,” describes the state of affairs in New York City after Hurricane Sandy, a storm that could easily have been far more destructive than it already was. For a dozen years, he was the mayor of a city with 520 miles of coastline. To its credit, New York City pursued numerous practical solutions and recognized that no one size fits all, that making the city more resilient would require implementing hundreds of individual steps that dealt with various aspects of the problem. Some of the solutions may seem insignificant, such as restoring oyster beds, but collectively they produce real change over time. Other changes can be more noticeable, such as redesigns of subway systems, changing building codes and flood maps, and rebuilding natural dune systems. The battle against climate change will be won in thousands of ways with thousands of innovations, involving all levels of government, but also businesses, investors, and civic and religious leaders.

All of that leads to the final chapter, “The Way Forward,” which seems to make precisely that point by identifying roles for nearly everyone. Bring your diverse talents to the challenge: the solutions are municipal, political, and financial, and require urban planning, public policy, and investment tools. In the end, although I recognize the potential for readers to quibble with specific details of the prescriptions that Bloomberg and Pope offer, I would still argue that they provide invaluable insights into the practical equations behind a wide range of decisions that our nation and the world face in coming years. The important thing is to choose your favorite practical solution and get busy.

No Laughing Matter

This is a story both personal and political. On May 31, the American Planning Association hosted a wonderful retirement party for my last day on the job as Manager of the Hazards Planning Center. I have spent much of the past quarter-century helping to make natural hazards an essential focus of the planner’s job. The reasons are scattered all over dozens of previous blog posts, so I won’t repeat them here. It was a great send-off.

The next day, June 1, I was at home beginning the task of establishing my own enterprises in writing and consulting, including what shortly will be significantly expanded attention to this blog. In the rush to ensure that the transition for the Center would be smooth, I maintained a busy schedule in May, and I am aware this blog was somewhat neglected. Sometimes there is only so much time, and the blog has until now been a spare time project. That is about to change.

I spent much of that Thursday morning downtown. My wife had a dental appointment, and I had some minor issues to attend to. We paid a pleasant visit to Chicago’s Riverwalk and returned home on the CTA Blue Line. As we ate lunch, I watched the news on CNN. It was announced that President Trump would be announcing his decision on U.S. participation in the Paris climate agreement. I waited to see what would happen.

By now, I am sure everyone knows that he announced U.S. withdrawal from the accord. I remember two distinct impressions from the occasion. The first was that I was certain that nearly everything he said was wrong, that he was twisting the truth, and that his reasoning was badly distorted. The second was that, the longer he talked, and he talked for a while, the angrier I became. The sheer moral and political blindness of his position infuriated me. It has taken me three days to decide to write about it because I like to apply a reasonably broad perspective to the issues I address here. In part, I had trouble with that because I had planned a busy agenda in the opening days of my new phase of life to reorganize my home office, inform key contacts of my new e-mail address, and take care of the new business that accompanies “retirement.” (I put it in quotes because, for me, it mostly means self-employment.)

Trump’s announcement on the first day I spent at home felt like a slap in the face. The title of this blog, “Home of the Brave,” is meant to assert some claim to moral courage on behalf of those who are willing to pay homage to the truth. Trump finally had succeeded in embarrassing me as an American citizen. In my view, one of America’s claims to greatness in the world has been its willingness to educate its citizens and embrace honest science, and suddenly I was watching our president embrace brazen ignorance. There has been a tendency in some political circles over the years to glorify ignorance, but that tendency has seldom found its way into the Oval Office.

We join two other nations in the entire world that have not endorsed the Paris agreement. It is not hard to understand the problem in Syria, a nation that is basically at this point one huge battleground with a highly dysfunctional government that is slaughtering thousands of its own citizens. It would seem that Syria might have other priorities than negotiating a climate agreement. As for Nicaragua, what most people do not know is that Nicaragua, which has an abundance of both geothermal resources (also known as volcanoes) and tropical sunshine for solar energy, refused to accept the agreement not because it opposes progress in addressing climate change, but because the accord did not go far enough. That makes the United States of America the only nation taking exception to the very idea of combating climate change.

Trump does this in spite of the fact that American researchers have been leaders in generating the science that has documented the problem. Scientists quickly declared that many of Trump’s “facts” were either bogus or exaggerations of data chosen with an extreme bias toward his point of view. Moreover, in statements by administration spokespersons like Press Secretary Sean Spicer or U.S. EPA Administrator Scott Pruitt, no one was willing to answer explicitly reporters’ questions about what Trump truly believes about climate science. They talked around it, under it, behind it, and did all manner of verbal contortions to avoid simply saying whether Trump believes in the reality of climate change.

They prefer to stand behind the mistaken assumption that he is somehow protecting American jobs, but his views on this point are almost a half-century behind the times. Most coal jobs disappeared not because of climate regulations but because of automation that began nearly three generations ago. More recently, coal has been threatened economically by a surge of natural gas supplies as a result of fracking. One amazing aspect of this story, which includes the whole fight over pipelines, is that Republicans have tried very hard to have it both ways on the energy front. They have decried the decline of coal even as they themselves have supported fracking in a relentless bid to support all available options for developing American energy supplies. These various energy supplies compete with each other, and more natural gas at cheaper prices inevitably means less coal production and fewer coal jobs, a result that has little to do with environmental standards. It is called free enterprise. It is true that public policy tilts the scales in the energy industry, but public policy ought to do so with the future and the long-term best interest of the public in mind. In fact, a wiser administration might realize that now is an ideal time to begin to develop renewable energy sources in Appalachia to replace jobs that are unlikely ever to come back. Instead, politicians in places like Kentucky and West Virginia choose to play on fears and insecurity rather than offering a new economic vision that might actually improve the lives of workers. Unfortunately, this sort of political cynicism seems to be richly rewarded. That is the only explanation for a truly bizarre CNN interview by Jake Tapper with Sen. Rand Paul (R-Ky.) just ahead of Trump’s announcement. Setting up one straw man after another, Paul stated that the earth has undergone much more serious climate change than humans can cause. No one with a modicum of scientific education would not know that there have been wide swings in climate over geologic time (presuming you accept the theory of evolution), but they occurred over tens of thousands of years, not decades. Yes, we know about the Ice Age, Senator. It is not “alarmist” to note that climate change is occurring at a rate faster than nature has historically caused on its own.

Trump’s supposed defense of American jobs collapses in the face of the economic evidence. Renewable energy is producing new jobs as fast or faster than any other sector of the U.S. economy, as noted by people like Jeff Nesbit, who has a bipartisan track record of research on the issue. Trump outrageously claimed that other nations were laughing at us for being taken advantage of in the accord. In fact, they have respected American leadership in this sector, and if they are laughing at anyone, it is surely Trump himself, although I suspect that many are spending more time pulling their hair out in frustration and dismay at the direction he is taking. They are also preparing to move ahead without U.S. involvement, a stance not unlike that being taken by California and other states and cities with a more progressive view of the world’s economic future. My impression was that Trump, in obsessing about our nation being a supposed laughingstock, is revealing personal insecurities for which the nation is paying a high price. What, Mr. President, is the source of this persistent insecurity? You are wealthy enough to afford psychological counseling if you need it. I admit that you tapped into a good deal of voter insecurity, but you are leading your base nowhere. Do us all a favor and find them a vision for the future, instead of a nightmare based on a flawed vision of the past.

So let me circle back to what so offended me personally about being confronted with this public policy disaster on my first day after leaving APA. Little more than a decade ago, following Hurricane Katrina and the Indian Ocean tsunami, with many years of planning experience behind me in the disaster arena, I realized that my position at APA afforded me a truly rare opportunity to shape planning history by refocusing the profession’s attention on the numerous ways in which planners could use their skills and positions in local and state government, consulting firms, and academia, among other possibilities, to design communities in ways that would save lives and reduce property damage. I was determined to devote the remainder of my career to helping make that happen, with the help of numerous experts and veteran planners who shared my vision of those opportunities. Uniquely, however, I was in a position to shape the agenda of the American Planning Association on behalf of its nearly 40,000 members to provide the resources, research, and training those planners would need to attack the problem.

By 2007, we had persuaded the Federal Emergency Management Agency, still reeling from perceptions of ineptitude in the response to Hurricane Katrina and other events, to underwrite a study of how planners could better incorporate hazard mitigation as a priority throughout the local planning process. The result, Hazard Mitigation: Incorporating Best Practices into Planning, has had a growing impact on community planning since its release in 2010. It had been truly heartbreaking to see communities so poorly prepared for natural disasters that more than 1,800 Americans lost their lives in Mississippi and Louisiana as a result of Hurricanes Katrina and Rita. We could do something to change that. FEMA has since then incorporated this concept of integration into a variety of guidance, and so has the State of Colorado. Things are changing.

We also in 2010 persuaded FEMA to underwrite another project that would rewrite our 1998 guidance on planning for post-disaster recovery, and the result in late 2014 was not only another Planning Advisory Service Report, Planning for Post-Disaster Recovery: Next Generation, but a substantial collection of online resources to supplement that report. Among the key recommendations for communities was the idea of planning ahead of disasters for major policy decisions that would govern the post-disaster recovery planning process so as to expedite wise decision making. That project has also proven highly influential.

Throughout this all, the growing impact of climate change was making itself evident. This is not just a matter of jobs. It is a matter of whether our President believes in making his own nation, his own citizens, safe in the face of natural disasters that, in many cases, can be made worse by climate change. This is not just a matter of sea level rise increasing the impact of storm surges produced by tropical storms. It is also a matter of increased susceptibility to prolonged drought in many parts of the U.S., and increased susceptibility to wildfire, as well as more extreme high-precipitation events that can exacerbate urban and riverine flooding. That is why APA and the Association of State Floodplain Managers, in a Regional Coastal Resilience grant project supported by the National Oceanic and Atmospheric Administration, is working with pilot communities on both the East Coast and the Great Lakes. The Great Lakes do not experience rising sea levels, but they do experience fluctuating lake levels and greater weather extremes that can raise the costs of natural disasters in coming decades.

All that brings us back to the President’s admittedly alliterative statement that he was putting Pittsburgh ahead of Paris. That’s a nice sound bite, but it makes no sense. For one thing, Pittsburgh voters no longer look to coal and steel mills to secure their economic future. For the past 30 years, Pittsburgh has moved ahead with a new economic vision based on industries of the future. Almost surely, that was the reason Hillary Clinton won 75 percent of the vote in Pittsburgh last year, although Trump won Pennsylvania by a narrow margin, racking up most of his victory in rural areas. Pittsburgh’s economic growth model may not be perfect (what big city is?), but it is better than most. And it certainly is not tied to President Trump’s retreat from progress on climate change.

Nowhere in the administration message did I hear any acknowledgment of the job growth that is tied to our leadership on climate change, and the opportunities that may be sacrificed to the President’s flawed analysis of who is supposedly laughing at us. Technological and scientific leadership have been the lifeblood of America’s prosperity. We are now retreating from that prospect at what may be a high cost in the future unless we turn this ship around again. Nowhere did I hear any acknowledgment of the cost to communities in lost life and property safety as a result of ignoring warnings about the impacts of climate change.

On one level, the priorities for which I have worked for the last 25 years may not matter much in terms of my resentment at seeing so much of this work seemingly undone on the day after my retirement from APA. Trump also may ultimately have far less impact on the subject than he intends. But on another level, I was just one more contributor to a great push by millions of Americans toward that safer, more prosperous future that remains possible despite this grand presidential blunder. Maybe the Nicaraguans, who are not part of the Paris accord, are right—we should do far more, not less. But we certainly should not be following the lead of President Trump. He has dramatically gotten it all wrong, and we must all say so as forcefully as we can.

The Past and Future of Disaster Research and Practice

Interdisciplinary disaster studies are still relatively new, compared to long-standing fields like geology or even psychology. I spent last week (July 19-23) in Broomfield, Colorado, first at the Natural Hazards Workshop, sponsored by the University of Colorado’s Natural Hazards Center, and then at the one-day add-on conference of the Natural Hazard Mitigation Association (NHMA). The International Research Committee on Disasters Researchers Meeting took place at the same time as the NHMA gathering. The main event marked the 40th year of the Natural Hazards Workshop, launched in 1976, with support from the National Science Foundation (NSF), by the Natural Hazards Center’s renowned founder, Gilbert F. White, who virtually pioneered studies of flooding in the 1930s as a geographer who served in the New Deal under President Franklin Roosevelt, later taught at the University of Chicago, and finally found his home in Boulder, where he died in 2006 at age 94. You can read a full biography of White, a true scientific pioneer, in Robert E. Hinshaw’s Living with Nature’s Extremes, published shortly after White’s death.

To mark this milestone, current NHC director Kathleen Tierney invited several of us to join a panel for the opening plenary on July 20 to discuss both retrospective and prospective views of disaster research and practice within four disciplines. I spoke about urban planning; Howard Kunreuther spoke by video on economics; Tricia Wachtendorf of the University of Delaware on sociology; and Ken Mitchell of Rutgers University on geography. In the end, of course, we all use and benefit from each other’s insights, so it was intriguing to hear the comparisons in how our fields have approached problems of hazard mitigation and disaster recovery. The forum was moderated by long-time NSF program director Dennis Wenger, who previously served at Texas A&M University, where he was Founding Director and Senior Scholar of the Hazard Reduction & Recovery Center.

Wenger himself had a story to tell before introducing his panel, one involving more than 800 projects funded by NSF for more than $200 million over the years his program, Infrastructure Systems Management and Extreme Events, has been in place to fund research on hazards. It has not always had that name; as Wenger humorously noted, however, its four name changes over some four decades is “not bad for NSF.” The ballroom of 500 disaster practitioners and researchers from multiple disciplines contained more than a few people whose research has benefited from those NSF grants, which have moved the field forward in numerous and remarkable ways.
